To broadcast a U.S. NOAA Weather Radio (NWR) feed on YouTube Live, receive your local NWR signal with a weather-radio receiver, connect its audio output to an encoder, and send that audio to YouTube using the server URL and stream key from YouTube Live Control Room. The stream is an independently operated convenience relay—not an official NOAA/NWS channel, a guaranteed real-time warning service, or a substitute for a dedicated alert receiver.
What you need before you start
- A locally receivable NWR station. Use the National Weather Service’s NWR station and coverage resources to identify a transmitter, then check reception where you will operate the stream. A coverage map cannot establish how well the signal reaches a particular room or antenna location.
- A weather-radio receiver. The receiver supplies the radio audio. This guide does not recommend a particular make or model; no specific hardware was verified.
- An audio path into an encoder. Depending on the receiver and computer, this may mean using the receiver’s audio output with a suitable computer input or audio interface. The connector and setup vary by equipment.
- A YouTube channel eligible to stream and an encoder. YouTube requires a verified channel with no live-streaming restriction in the preceding 90 days. You will connect the encoder with a server URL and stream key generated in Live Control Room.
- A stable internet connection. YouTube recommends upload capacity with about 20% headroom above the stream’s total bitrate, and recommends testing and previewing the setup.
How to send the receiver’s audio to YouTube
- Find and receive the local station. Check the NWS NWR station list and coverage resources, tune the receiver to the appropriate local service, and listen at the location where the equipment will run. Confirm that the signal is understandable and remains available there.
- Connect the receiver to the computer or encoder audio input. Route the receiver’s audio output through a compatible input or audio interface. Select that input as the encoder’s audio source. Because connectors and software differ, follow the instructions for your specific receiver and encoder rather than assuming a particular cable or menu path.
- Check the audio before going live. Listen to the encoder’s input and confirm the NWR message is intelligible, without unrelated audio or avoidable noise. Do not add material unless you have the necessary rights and have checked how it affects attribution and legal obligations.
- Prepare the YouTube stream. In YouTube Studio, open Live Control Room and create or select a stream. Copy its server URL and stream key into the matching fields in your encoder. Treat the stream key like a password: do not publish it or share it with people who should not be able to broadcast on your channel.
- Preview, test, and monitor. Confirm that Live Control Room receives the encoder signal and that the preview audio is correct before making the stream public. Check upload capacity against the total bitrate with YouTube’s recommended approximately 20% headroom, and monitor the stream after starting it.
- Label the stream transparently. Identify the National Weather Service as the source of the messages and state clearly that the stream is independently operated and is not an official NOAA/NWS channel. Do not use wording, logos, or presentation that implies government affiliation or endorsement.
What the rebroadcast rules and attribution do—and do not—establish
For U.S. NWS messages, 47 CFR § 73.1207(d) describes a specific procedure for rebroadcasting without specific authorization. Its conditions include rebroadcasting messages within one hour of receipt, identifying the NWS as the originator, avoiding advertising associated with a weather rebroadcast that directly or indirectly conveys government endorsement, and live rather than recorded rebroadcast for the signals covered by the rule.
That provision should not be treated as a blanket legal answer for every internet stream. It is part of the FCC’s broadcast rules, and its application can depend on the transmission, distribution path, territory, and other content. YouTube separately requires streamers to have the necessary rights and comply with applicable laws and regulations. If the operation is commercial or its legal status is uncertain, consult a qualified lawyer or the relevant agency.
NOAA’s general content guidance says nearly all NOAA content is public domain unless otherwise noted, while also calling for appropriate credit and prohibiting users from claiming NOAA content as their own, implying government affiliation or endorsement, or modifying material and presenting it as official. That general guidance and the NWS-specific rebroadcast procedure address related but distinct issues. Check rights and credit for any third-party material mixed into the stream.

YouTube interruptions, archives, and operational limits
- Live-stream eligibility: YouTube’s stated prerequisites include channel verification and no live-streaming restriction during the previous 90 days.
- Copyright matching: YouTube scans live streams for third-party content, including another live broadcast. A match may lead to a warning, a placeholder, interruption, or termination. Even a license may not prevent an interruption if the rights owner has not allowlisted the channel.
- Archiving: YouTube automatically archives streams shorter than 12 hours. Decide whether retaining a recording is useful and appropriate for this feed.
- Reliability: A successful test demonstrates that the setup worked during that test; it does not establish local transmitter uptime, uninterrupted internet service, or guaranteed warning delivery.
- Audience safety: NWS describes NWR as an all-hazards radio network. A YouTube relay adds a platform and internet-delivery path, so viewers should not rely on it instead of a weather-radio receiver or other official warning channels.
Troubleshooting common problems
