Yes. Wowza Streaming Engine (WSE) can publish a video-on-demand file or playlist as a live stream and repeat it using the ServerListenerStreamDemoPublisher listener. The separate challenge is delivering that output to YouTube: compatibility depends on the Engine version and the output protocol or relay path, so do not assume one direct configuration works for every installation.
What Wowza can loop—and what it cannot do by itself
Wowza documents a way to publish a VOD file as live content and repeat the file or playlist until the stream is stopped. This is source-side repetition: the server keeps supplying media to a live output. It is not the same as asking YouTube’s player to repeat a video for an individual viewer.
YouTube’s live workflow is a separate destination and ingest configuration. You obtain a stream key and ingest URL through YouTube Studio or a supported API workflow, then configure the sending encoder or compatible output path. The official instructions reviewed do not establish a universal, version-independent direct WSE-to-YouTube setup. Check that your WSE version and chosen output protocol match YouTube’s current ingest options; a relay or separate encoder may be needed.
Configure a repeating file or playlist in WSE
- Prepare the source. Place the video in the WSE installation’s content location and note its filename. The documented listener setup lists MP4, MP3, and M3U8 as source types.
- Enable the publisher listener. Use Wowza Streaming Engine Manager or edit
Server.xmlto configureServerListenerStreamDemoPublisher. Follow the instructions for your installed Engine version; changes require a server restart. - Set the source stream. Set
srcStreamto the video file name for a single asset. For a playlist, use the M3U8 source form described below. - Choose the repeat behavior. Set
playlistRepeat=trueto repeat a file or playlist. Alternatively,publishRepeat=truerepublishes afterpublishDurationelapses; this mode requirespublishDurationto be greater than zero.publishPauseTimecontrols the delay before republishing in that mode. - Restart and test the Wowza output. Verify playback at the Wowza end before connecting it to a public YouTube broadcast.
Wowza’s documentation says that once the listener is enabled, the VOD file loops until terminated. That does not by itself verify YouTube connectivity: test the complete path, including any encoder or relay, before scheduling an unattended event.

Build a playlist from multiple files
Wowza’s example uses a text file with the .m3u8 extension in the installation content directory, with one stream name on each line. Set srcStream=m3u8:filelist.m3u8 to use the example playlist name. The example also uses random=false for ordered playback and timeBetweenItems to control the gap between items. Confirm the exact property placement and syntax against the documentation for your WSE version.
Connect the output to YouTube carefully
Create or select the live event in YouTube Studio/Live Control Room, obtain its stream key and ingest URL, and configure them in the compatible sending path. YouTube describes a broadcast as an event associated with a live stream that carries the audio/video feed. Keep the key private; anyone with access to it may be able to send to that stream.

Protocol matters. If you choose YouTube HLS ingestion, Google specifies HTTPS uploads, a rolling media playlist with no more than five outstanding segments, MPEG-TS segments lasting 1–4 seconds, and muxed audio and video in a single encoded stream. HLS sends segments rather than one continuous feed, so Google notes it has higher latency than RTMP. These are HLS-specific requirements; do not apply them automatically to another supported ingest protocol. A WSE output or relay must actually produce the selected protocol and format.
Before going live, verify that the YouTube preview receives both audio and video, that the loop restarts as intended, and that the event’s privacy, title, description, and scheduled timing are correct.

Check channel eligibility and content rights
- YouTube says live streaming requires a verified channel with no live-streaming restrictions in the previous 90 days. Its help page also says streamers must be at least 16 years old. Confirm eligibility and access before planning an unattended broadcast.
- A prerecorded file presented as live remains prerecorded. Describe the content and format accurately so viewers are not misled about what they are watching.
- Make sure you have the rights to every video, image, and audio track in the loop. A live format does not make copyrighted material permissible, and a rights claim or restriction can interrupt the broadcast.
- Repeated or reused material can also raise monetization and channel-policy concerns. A technical ability to loop a file is not a guarantee that YouTube will recommend, monetize, or leave the broadcast available.
WSE, Wowza Video, or a cloud looping service?
Choose based on how much infrastructure you want to operate and which ingest path you can verify. WSE gives you control over a self-hosted streaming server, but you must configure and maintain the server and confirm end-to-end protocol compatibility. Wowza Video has a separate managed file-stream workflow with a continuous-loop transcoder property. Wowza warns that enabling it overrides the idle timeout and the transcoder continues running and accruing charges until manually stopped.
