Usually, no—not during the first-strike one-week restriction. YouTube’s published guidance does not say that appealing a Community Guidelines strike pauses or lifts the restriction. The penalty starts when you acknowledge the strike; YouTube says full privileges return automatically when the restriction period ends, even if the strike remains on your channel for 90 days. A separate livestream restriction or account-specific notice may change what you can do, so check YouTube Studio before scheduling or starting a broadcast.
What an appeal changes—and what it does not
YouTube treats the strike appeal and the temporary penalty as separate matters. Its strike guidance says a first strike blocks uploads and livestreams for one week, beginning on the date you acknowledge the strike. Its appeal guidance explains how to challenge the strike but does not say that submitting an appeal suspends the penalty. Therefore, a pending appeal is not, by itself, a basis to assume livestream access has been restored. YouTube’s Community Guidelines strike basics and appeal guidance describe those rules.
Once the one-week restriction ends, YouTube says full privileges return automatically. The strike itself remains on the channel for 90 days. If YouTube grants the appeal, it says it will remove the strike and reinstate the content when it finds no violation; depending on its review, it may instead apply an age restriction. If YouTube finds a violation, the strike stays. Each strike may be appealed only once.
Check which restriction applies to your channel
The answer depends on the channel’s current status, not simply on whether an appeal is pending:

YouTube’s general livestream eligibility guidance says a channel must be verified and must not have had a livestreaming restriction in the past 90 days. Eligibility can also depend on account-specific restrictions, so do not rely on the general rule alone; check YouTube’s live-streaming restrictions and eligibility guidance and your current Studio status.
How to appeal and verify your status
- In YouTube Studio, open the Dashboard and find the Channel violations card.
- Select APPEAL on the relevant warning or strike and follow the on-screen steps. YouTube allows an appeal within six months of the warning or strike, and each strike can be appealed only once.
- Keep the restriction notice and acknowledgement date available. Use the notice and Studio’s current channel status to determine whether the one-week period has ended or a separate livestream restriction remains.
- Before scheduling or starting a broadcast, confirm that Studio does not show an active restriction. If access is still blocked after the stated period, follow the account-specific notice or YouTube’s help guidance rather than trying to work around it.
Do not delete the video as a way to remove the strike: YouTube says deletion does not remove it and prevents you from appealing that removal again. Nor should you use another channel to get around an active livestream restriction; YouTube describes that as circumvention.
