Short answer: Oracle Cloud’s Ampere A1 is a reasonable first candidate if your encoder and dependencies work on Arm and your account’s allowance and regional capacity cover the instance you need. AMD E4 is the x86 option to consider when compatibility with x86 software matters more. There is no source-backed performance winner for this exact workload: benchmark your encoder and source material on the actual shapes before committing to a nonstop stream.
What you are comparing: Arm A1 and AMD E4
Oracle’s Ampere A1 uses Arm; E4 is based on AMD EPYC x86. That architecture difference can affect whether an operating system image, encoder build, plugins, libraries, and other dependencies run as expected. Confirm compatibility for your actual software stack rather than assuming that a package available for x86 is also available for Arm. Oracle’s compute shapes documentation identifies the shape families.
Do not compare OCPU counts as if they meant the same number of CPU threads. Oracle’s price list defines one A1 OCPU as one vCPU and one x86 OCPU as two vCPUs. Compare the complete instance configuration, including memory, and then test the encoder with the video you intend to stream. An OCPU count alone does not tell you whether a machine can encode that source in real time.
Which instance should you try first?
Start with A1 if Arm is compatible
A1 is a sensible first candidate if your chosen encoder and all required dependencies work on Arm, and your tenancy has the needed allowance and capacity. The available official sources do not establish how A1 performs against E4 for the same 24/7 YouTube encoding workload, so treat compatibility as a prerequisite and measured performance as an open question.

Consider E4 when x86 compatibility is the priority
E4 is the x86 alternative when your encoder or dependencies require x86, or when you want to avoid changing an established x86 software setup. That is a compatibility rationale, not evidence that AMD E4 is faster or more reliable for streaming.
Use a workload test to decide
Run the actual source through the actual encoder on each viable configuration. Check whether encoding keeps pace with playback, whether frames are dropped, and whether audio and video remain stable during an extended test. The reviewed official material provides no controlled A1-versus-E4 result for this workload, so do not infer a winner from architecture labels or OCPU counts.
Check account allowance, region, and capacity before sizing
Oracle’s current Always Free Resources documentation says an Always Free tenancy receives 1,500 A1 OCPU-hours and 9,000 GB-hours per month, equivalent to 2 OCPUs and 12 GB of memory. Always Free instances must be created in the tenancy’s home region. Oracle also says availability can be constrained and that it may reclaim idle A1 instances if CPU, network, and memory utilization remain below its stated thresholds for seven days. A continuously active streaming workload should not assume that those conditions will never apply; check the current terms and monitor the instance.

The allowance is different for paid tenancies: Oracle’s current price list states a monthly free allowance of the first 3,000 A1 OCPU-hours and 18,000 GB-hours for each paid tenancy. Do not treat that as the Always Free quota. Confirm your tenancy type and the resource labels shown in the OCI console before planning a continuous service around a free allowance.

Check both the current limits for your tenancy and whether the desired shape is available where you plan to deploy.
Size for YouTube’s ingest settings, then test encoding
A VM’s ability to send a stream at a given bitrate is not the same as its ability to encode the source at that quality in real time. YouTube’s recommendations describe ingest settings, not the performance of an Oracle shape.

These values are from YouTube’s current encoder settings. The same guidance supports RTMP/RTMPS; H.264, H.265/HEVC, and AV1 video; up to 60 fps; CBR; AAC or MP3 audio; and a recommended two-second keyframe interval that should not exceed four seconds. YouTube recommends RTMPS: “We recommend streaming to YouTube Live with RTMPS, a secure extension to the popular RTMP streaming video protocol.”
Use the setting that matches your planned output and verify it in YouTube’s stream preview. Test your own encoder configuration on the candidate VM: a bitrate recommendation does not show whether its CPU can encode your source at that resolution and frame rate without falling behind.

Plan costs using the whole configuration
Oracle bills A1 and E4 using separate OCPU and memory resources; storage and boot volumes add to the cost. The public price list confirms resource-based billing and the account-specific A1 allowances described above, but it does not establish an apples-to-apples monthly total for your region and workload. Calculate using your actual region, shape, memory, storage, account type, and expected usage rather than declaring a universal cost winner.

- Check the relevant account allowance and whether the instance will be billed after it is exceeded.
- Include boot volume and any other storage you need for the video source and operating system.
- Confirm the applicable regional prices and any current tenancy limits in OCI before deployment.
- Compare the resulting cost with the actual encoding performance and recovery design, not just nominal OCPU counts.
Design for recovery, not just a running VM
A 24/7 stream depends on more than the shape. YouTube notes that network interruptions can break a stream and recommends 20% upload-bandwidth headroom. Its streaming tips and live streaming tips recommend testing before launch, previewing the stream, checking that archives grow, monitoring audio and video, and testing encoder failover.
For a continuous setup, arrange for the streaming process to restart after faults, monitor the process and stream, and define and test a backup path. Neither an A1 nor E4 shape by itself promises end-to-end uptime. Your account and regional capacity, network path, encoder, process supervision, and recovery procedure all matter.
Confirm YouTube channel eligibility and content rights
YouTube says a channel must be verified and must not have had live-streaming restrictions during the preceding 90 days to livestream. Check eligibility before building the system around a launch date.

Make sure you have the rights needed for every video, track, and other element in the stream. YouTube’s encoder settings and operational tips do not grant permission to rebroadcast material. A technically stable stream can still face copyright enforcement or other platform restrictions if its content is not authorized.
