A YouTube stream showing a 403 from an Azure VM does not, by itself, prove that the stream key is invalid. First confirm that the encoder is using the current key and URL for the intended YouTube stream; then check that its protocol matches the selected endpoint. If those settings are correct, investigate Azure’s outbound network path. YouTube recommends replacing a suspected stale key in Live Control Room and updating the encoder, but its guidance does not define every 403 as a key error.
Identify which layer is failing
Work through three layers in order: YouTube stream identity and credentials, the ingestion protocol and endpoint, then outbound connectivity from the Azure VM. A YouTube rejection points you back toward the stream-specific configuration; a timeout or failed connectivity test points toward the transport path. A successful TCP connectivity test establishes only that the tested route and port are reachable—it does not verify YouTube authorization or the stream key.
- Key and stream: Is the encoder using the current key and URL for the stream you intend to broadcast?
- Protocol and endpoint: Do the encoder’s protocol setting and server URL agree—for example, RTMPS with the RTMPS URL?
- Azure transport: Can the VM resolve and reach the destination hostname and port through its outbound rules, routes, and firewall?
Check the YouTube stream and key first
- In YouTube Studio, open Live Control Room and select the stream you intend to use. Find that stream’s settings and copy its current stream key and server URL into the encoder. Do not assume an old URL or a guessed server address is still correct.
- Confirm that the encoder is configured to use the key for that same stream. A key copied from another stream, an outdated saved value, or a mismatch between the selected stream and encoder can make the configuration wrong even if the key itself looks plausible.
- If the key may be stale or compromised, reset it in Live Control Room and replace the saved value in the encoder. YouTube says a channel owner or manager can reset a stream key; make sure the encoder is updated with the new key.
- If you connected through a third-party sign-in flow rather than entering a stream key, YouTube directs you to contact the software provider’s support.
YouTube’s startup troubleshooting specifically recommends getting a new key in Live Control Room and updating the encoder when that troubleshooting applies. Treat that as a high-priority check, not proof that every 403 has the same cause. YouTube’s error-message guidance does not establish a universal rule that HTTP 403 means “invalid stream key.”
Match the ingestion protocol to the endpoint
Use the URL supplied for the selected protocol in Live Control Room. Do not substitute a remembered server address or alter a URL to make it resemble another protocol.

RTMP
If the stream is configured for ordinary RTMP, use the matching RTMP URL shown in the stream settings. Verify that the encoder is set to RTMP and that the key belongs to the same stream.
RTMPS
For RTMPS, select the RTMPS URL provided by Live Control Room (YouTube’s instructions refer to the lock control). The URL should use the rtmps scheme. If a certificate error persists, YouTube documents specifying port 443; use the exact URL and endpoint instructions shown for your stream rather than constructing a replacement yourself. For a timeout, verify the URL and whether the encoder supports RTMPS. YouTube recommends checking encoder RTMPS support if connection errors continue.

HLS
HLS requires an HLS stream key and its corresponding HTTPS ingestion URL. Selecting HLS in one place while using an RTMP/RTMPS key or endpoint in another is a protocol mismatch. YouTube’s HLS requirements include transport-stream (TS) segments, segment durations of 1–4 seconds, rolling playlist limits, and HTTPS POST/PUT requests. Confirm that the encoder supports these requirements before selecting HLS; they do not apply to an RTMP or RTMPS configuration.
Test outbound connectivity from the Azure VM
The encoder sends traffic out to YouTube, so investigate outbound access rather than opening broad inbound access to the VM. Azure’s default NSG rules include an outbound internet allowance, but custom rules, the combined rules at NIC and subnet scope, user-defined routes, network appliances, firewalls, or guest operating-system settings can change what the VM can reach.

- Establish the destination. Take the hostname and port from the current YouTube endpoint for the chosen protocol. Check that the VM is testing the same destination the encoder uses.
- Inspect effective NSG rules. In Azure, review the network security group rules applying at both the VM’s network interface and subnet. Look for a custom outbound deny or a higher-priority rule that prevents the required destination and port.
- Inspect routes and network appliances. Check effective routes and any user-defined route that sends traffic through a firewall, virtual appliance, or other controlled egress path. Verify that the route and the appliance’s own policy permit the connection.
- Check the guest firewall. Review the operating system firewall and any local egress policy on the VM. Azure-level permission does not override a block inside the guest.
- Use Azure Network Watcher. Run a connectivity test for the endpoint hostname and port, and use relevant IP flow or network diagnostic tools to locate an Azure-side block. A reachable result is evidence about that tested transport path only; it cannot validate the stream key, endpoint selection, or YouTube authorization.
A network failure is not the same as an application-level rejection. If the test times out or reports blocked connectivity, resolve DNS, route, NSG, appliance, or firewall issues first. If the path is reachable but YouTube still rejects the feed, return to the stream-specific key, URL, protocol, and encoder configuration.
Check bandwidth and stream health after connection
YouTube recommends enough upload bandwidth for the total bitrate of the stream and advises leaving 20% headroom beyond that total. Where a primary and backup stream are both sent, include both in the total. The right bitrate target depends on those configured bitrates; there is no single figure to apply without them. YouTube also recommends a reliable network.

If the stream reaches YouTube but the picture or format is unhealthy, consult the encoder’s output settings alongside YouTube’s error list and the Live Control Room health indicator. Those can point to stream-format problems distinct from key authorization or Azure reachability. Do not treat a healthy TCP test as proof that the video format is valid.
