Store the video as a Blob in an online Azure Storage tier, let the Azure VM download it to local disk using a managed identity, then play it on repeat through an encoder configured for YouTube Live. Blob Storage holds the source file; it is not, by itself, a looping live-video encoder.
How the pieces fit together
The workflow has three jobs: Azure Blob Storage keeps the uploaded source video, the VM retrieves and plays that file repeatedly, and an encoder sends the VM’s audio/video output to YouTube Live. Keeping the video on the VM’s local disk means playback does not depend on fetching each part of the file from Blob Storage in real time.
- Upload the video as a block blob to a container in an Azure Storage account.
- Choose an online access tier and authorize the VM to read the blob using a managed identity.
- Download the blob to VM-local storage and confirm the VM process can read it.
- Open the local file in a player or media source configured to repeat it.
- Send that playback source through an encoder to YouTube Live, using the stream URL and key.
The documentation cited here describes the components, but not a tested end-to-end deployment or a universal VM size, operating-system command, or player configuration. Choose those for your media format and workload, and test the full chain before relying on it.
Choose a Blob tier for availability, not just storage price
Hot, Cool, and Cold are online access tiers. Choose among them based on expected reads and the applicable storage, operation, and retrieval charges for your account and region. There is no universal cost winner without those inputs. Microsoft’s Blob access tier overview explains tier behavior and pricing considerations.

Do not leave the only copy needed for immediate playback in Archive. Archive is offline: Microsoft says rehydrating a blob to an online tier can take up to 15 hours. That makes it unsuitable as the source for a stream that needs to start or recover promptly. Rehydration can also involve charges and processing time.
Azure lifecycle policies can move blobs between tiers according to conditions such as time since modification or last access. Microsoft’s example of moving a blob to Cool after 30 days and Archive after 90 days is an example, not a schedule to copy for a video that must stay immediately available. Avoid a policy that archives the active source.
Upload the video and authorize the VM safely
Put the source in a container
Upload the video as a block blob in a container within your Storage account. Select an online tier for a file the VM needs to retrieve without Archive rehydration. Note the storage account, container, and exact blob name; you will need them when downloading.

Use a managed identity for VM access
Enable a system-assigned or user-assigned managed identity on the Azure VM. Grant that identity only the required data access, scoped to the appropriate storage resource. Microsoft specifies the Storage Blob Data Reader role for AzCopy downloads. Managed identity avoids placing a storage account key or SAS token in a script or on the VM.
Allow time for the role assignment to take effect, and verify the identity has read access to the intended blob before scheduling playback. Do not make the container public as a shortcut for VM access.
Download the blob to VM-local storage
Install AzCopy on the VM, then authenticate using its managed identity. For a system-assigned identity, the documented login form is:

azcopy login --identity
Use AzCopy’s download operation to copy the named blob to a local path on the VM. The exact source URL and destination depend on your account, container, blob name, and operating system; use the documented command syntax in Microsoft’s AzCopy blob download guide. Ensure the VM has enough free disk space for the complete file and that the account running the player can read it.
Downloading once at startup reduces dependence on repeated Blob reads during playback. If the VM restarts or the local copy is missing or damaged, the startup process should check for the file and retrieve it again before launching the player. Account for download time in recovery planning; do not assume the stream can resume before the file is available locally.
Loop the local file and send it to YouTube Live
Use a media source or player that can repeat the local video, then capture that playback with an encoder. YouTube describes encoders as software or hardware for sending a live feed and lists OBS among software encoders. Its documentation does not establish an exact loop-control path for every OBS version or media-source setup, so verify the loop setting in the version you install and test what happens at end of file.

In YouTube Live, obtain the stream URL and stream key and enter them in the encoder. Treat the key as a password: anyone who gets it may be able to send a stream to your channel. Keep it out of public logs, screenshots, and shared scripts; reset it if it is exposed. See YouTube’s encoder setup guide for the current setup flow.
Use YouTube’s ingest recommendations
- Prefer RTMPS, which YouTube recommends for encrypted transport to and through Google’s servers.
- Use H.264 video encoding and constant bitrate (CBR).
- Set a two-second keyframe interval; YouTube says not to exceed four seconds.
- Choose resolution, frame rate, and bitrate together, based on the current YouTube settings table and the VM’s stable upload bandwidth. A bitrate that suits one resolution or frame rate is not universal.
- Test representative motion and audio, then monitor YouTube’s stream health rather than assuming a successful encoder connection means the stream is healthy.
Consult YouTube’s live encoder settings for its current bitrate recommendations by resolution and frame rate. Settings and available options can change, so use the table for the output you actually intend to send.

- Confirm the VM identity can download the blob and that the local file opens.
- Start playback and let it reach the end once; confirm it begins again without manual intervention.
- Start an encoder test with the intended resolution, frame rate, audio, bitrate, and keyframe interval.
- Check YouTube’s stream health and watch for dropped frames, missing audio, or an unexpected end-of-file gap.
- Test a VM or player restart and confirm the download, playback, loop, and encoder steps recover in the right order.
First-time live streaming may require enablement on the YouTube channel; YouTube says this can take up to 24 hours. That is a possible initial prerequisite, not a delay expected on every stream. See YouTube’s live-streaming enablement guidance.

Costs and operational trade-offs
An exact Azure bill cannot be inferred from the architecture alone. Check your region and account’s current rates for Blob capacity, read operations, data retrieval where applicable, VM compute and disk, and outbound data transfer. The video’s size, how often it is downloaded, and whether it is stored in a tier with retrieval charges all affect the total.
Keeping a local copy on the VM simplifies playback and avoids repeatedly fetching the media during the loop, but you remain responsible for VM operation, player and encoder behavior, restart recovery, and stream monitoring. Fetching the file again after a restart can restore a missing local copy, but playback cannot resume until that download finishes.
Common problems and fixes
- AzCopy reports authorization failure: confirm the VM identity is enabled, the correct identity is being used, and it has Storage Blob Data Reader access at the intended scope. Check the account, container, and blob name as well.
- The video will not start promptly: verify it is in an online tier and not Archive, and confirm the complete file was downloaded to local disk.
- Playback stops after one run: enable repeat/loop in the installed player or media source and test end-of-file behavior; do not assume the encoder itself repeats the file.
- YouTube does not receive the stream: verify the encoder’s ingest URL and stream key, confirm the key has not been changed, and check YouTube Live enablement on the channel.
- Stream health is poor: compare the configured bitrate and output resolution/frame rate with YouTube’s current settings table and the VM’s available upstream bandwidth. Test representative movement and audio.
- The stream does not recover after a restart: check that startup logic retrieves the file before launching playback and that the process account can access both the local file and required credentials.
