Set the YouTube playlist to Manual ordering, then move each priority video to the top in YouTube Studio. For repeatable changes, the YouTube Data API can set an item’s position to zero—the first position—but the playlist must use Manual ordering. YouTube does not document a built-in rule that automatically promotes every new upload in a separate 24/7 rotation, so plan on manual maintenance or separately verified automation.
Put a new video first in YouTube Studio
- Open the playlist in YouTube Studio. Find the playlist that feeds your rotation.
- Set its ordering to Manual. A specified position requires manual sorting; an automatic sort can override the order you want.
- Add the new video if it is not already in the playlist.
- Drag it to the first position, or to the position where you want it to play. If you use a “newest first” rule, apply it consistently: each new upload will push older items farther down.
- Check the actual playback path. Confirm that the system running your 24/7 stream reads this playlist or its maintained sequence. A channel playlist’s order does not guarantee that every external or hosted player automatically follows it.

Automate ordering with the YouTube Data API
If you need to move items repeatedly, an authorized script can identify the playlist item and update its position. The position is zero-based: 0 means first, 1 means second, and so on. The playlist must be set to Manual ordering for a requested position to take effect.
- List the playlist items and identify the target item, including its playlist item ID. This is distinct from the video ID.
- Call
playlistItems.updatewith the playlist ID, the playlist item’s resource ID, its playlist item ID, andsnippet.position: 0(or the intended zero-based position). - Verify the resulting order in the playlist and then verify that your 24/7 playback system consumes that order.
Google’s PlaylistItems: update documentation states that this operation costs 50 quota units per request. That is the API quota impact of each update, not a recommended update frequency. See also Google’s PlaylistItems and playlist implementation guide.

Choose the method that fits your rotation

For the API procedure and ordering behavior, consult Google’s update reference. A vendor’s description of playlist looping or live-stream automation is not independent confirmation that new uploads will be promoted automatically; verify the behavior and current terms before relying on it.
Do not confuse playlist order with the live stream feed
A YouTube video playlist is an ordered collection: its item positions determine the sequence within that collection. A live broadcast and its stream are separate objects, and an encoder delivers the audio-video feed. Changing a playlist’s order does not itself change what an encoder is sending, nor does it establish that a hosted player reads that playlist. Likewise, an HLS media playlist is a segment-delivery manifest, not the same thing as a YouTube video playlist. Editing segment order is not a way to reprioritize videos in the YouTube playlist. YouTube’s guidance on delivering live content via HLS concerns delivery requirements.
When a new upload does not appear first
- The playlist is not set to Manual: change its ordering before repositioning the item.
- The item is absent: add the video to the rotation before dragging it or updating its position.
- The API update does not move it: check that you used the playlist item ID (not just the video ID), supplied the playlist ID and resource ID, and requested a zero-based position with Manual ordering enabled.
- The playlist order changes but playback does not: check whether the 24/7 stream actually consumes that playlist. The order of a channel playlist does not control every independent player or encoder automatically.
- You expected every upload to move automatically: YouTube’s documented ordering tools support manual placement and API updates, not a built-in new-upload autopromotion rule. Add a human step or use automation whose behavior you have verified.
