To stream a playlist from an Azure virtual machine (VM), run an encoder on the VM, give it access to the playlist’s media, and send its live output to the ingest URL and stream key shown in YouTube Live Control Room. YouTube receives an encoded live feed—not a playlist file. This guide uses RTMPS, YouTube’s recommended ingest option for ordinary live content, and covers the Azure outbound-networking checks that can prevent a VM from connecting.
What you need before starting
- An Azure VM with an encoder capable of reading your playlist and sending a live stream.
- The playlist and its media stored on, or mounted where, the encoder can access them.
- A YouTube live stream’s current ingest URL and stream key from Live Control Room.
- Outbound connectivity from the VM to YouTube’s public ingest endpoint, including an allowed connection to port 443 for RTMPS.
The exact playlist format and encoder command depend on the software you choose. YouTube and Azure do not prescribe one specific playlist format or a verified FFmpeg command for this workflow.
1. Prepare the playlist and media
Make the files available to the encoder, either on the VM or through storage mounted to it. Check that the playlist points to files the VM can actually read; paths that work on your own computer will not automatically work on the VM.
- Confirm the intended order and that every file opens and plays.
- Check whether the encoder should move directly between items, insert transitions, or leave gaps.
- Decide what should happen when the last item ends: repeat the playlist, stop, or switch to another source.
- Check audio levels and video orientation across the items so the resulting broadcast behaves as intended.
A playlist is an input to the encoder. The encoder reads and plays its contents, combines them into a live output, and sends that output to YouTube.

2. Create the stream in YouTube Live Control Room
- Open YouTube Live Control Room and create or select the live stream you intend to use.
- Copy the current ingest server or URL and stream key shown for that stream.
- Configure the encoder to use those exact connection details and the RTMPS protocol. YouTube’s RTMPS guidance requires an RTMPS scheme, a valid YouTube RTMPS endpoint and Live application path, and a connection over port 443. See Google’s RTMPS ingestion guidance.
Treat the stream key like a password. Do not expose it in a public script, shared screenshot, repository, or logs. If it is exposed, replace it in YouTube and update the encoder with the new key.
3. Confirm Azure outbound connectivity
The VM must be able to initiate an outbound connection to YouTube’s public ingest endpoint. Do not assume a newly deployed VM has internet egress: Azure’s behavior depends on the virtual network, subnet, API version, and configured networking policy.

For API versions released after March 31, 2026, subnets in new Azure virtual networks default to defaultOutboundAccess=false. VMs in those subnets need an explicit outbound method. Existing virtual networks are not automatically changed by that rollout. Check the deployed subnet and its effective network security group (NSG), firewall, and routing rules. Microsoft describes outbound options including a NAT Gateway, load balancer outbound rules, a VM public IP, or a firewall/network virtual appliance route in its default outbound access documentation and explicit outbound connectivity guidance.
Choose an egress design appropriate to your security and operational requirements. A public IP, NAT Gateway, load balancer outbound rules, and a firewall or network virtual appliance differ in control, filtering, and management; the right option depends on the VM’s environment. Ensure the selected route and any NSG or firewall policy allow the encoder’s outbound connection to YouTube RTMPS on port 443.

4. Configure the encoder
Use an encoder that can read the selected playlist and send the resulting live feed to the RTMPS endpoint. Set its ingest URL and stream key from Live Control Room, then choose compatible video and audio settings. YouTube’s current encoder recommendations should be checked before each setup because its supported settings may change.
Video and audio
- For conventional SDR, YouTube’s documented supported video codecs include H.264, H.265/HEVC, and AV1.
- Supported audio codec choices in that guidance include AAC and MP3.
- Use constant bitrate (CBR), and select resolution and bitrate according to YouTube’s current settings table, the source material, the encoder’s capacity, and the available outbound bandwidth.
- Set a two-second keyframe interval where the encoder exposes that control. YouTube says: “Recommended keyframe frequency: 2 seconds. Do not exceed 4 seconds.”
Consult YouTube’s live encoder settings, bitrates, and resolutions for the current compatibility and bitrate guidance. Do not assume a particular Azure VM size can encode a given resolution or frame rate: no VM-size benchmark is established here. The VM must have enough capacity for the selected encoder settings and playlist workload.

RTMPS connection details
RTMPS sends RTMP over SSL. The scheme, endpoint, application path, and port all matter: use the current RTMPS details supplied by YouTube, not a guessed URL or a key copied from a different stream. YouTube recommends RTMPS for ordinary live content; it also documents HLS for some encoder scenarios. This procedure focuses on RTMPS rather than recommending an HDR workflow.

- Start the encoder and confirm it can read the playlist and connect to YouTube.
- Check the incoming preview and audio in Live Control Room before making the stream public.
- Once the preview is correct, start or confirm the live broadcast using the controls shown in Live Control Room.
- Monitor the encoder process, its network status, and the playlist as it advances. Confirm that the expected item plays next and that the broadcast remains live.
The specific restart, alerting, and playlist-recovery design depends on the encoder and the way the VM is operated; the YouTube and Azure guidance cited here does not define a complete recovery setup.

Troubleshooting

Copyright and channel-policy checks
Before broadcasting, make sure you have the rights needed for every video and audio track in the playlist. A live stream is not exempt from copyright rules because it is pre-recorded or runs from a VM. Review YouTube’s notices and restrictions for your channel and content, and do not assume that looping or changing the presentation makes material yours or makes its use permitted. YouTube’s copyright safety checklist can help organize those checks; it does not grant rights or replace YouTube’s policies.
Also consider whether a channel built around repeated or reused material complies with YouTube’s applicable channel policies. Rights to use a file and eligibility under YouTube’s monetization policies are separate questions; do not treat permission to stream as a guarantee of monetization.

An Azure VM approach requires you to choose and operate the VM, keep the playlist accessible, configure outbound networking, and manage the encoder process. The Azure charges depend on the resources and networking design you select; no current price estimate or VM benchmark is established here. Compare the VM and egress costs with your expected schedule and the amount of operational work you are prepared to manage.
