It requests a higher- or lower-bitrate version as network delivery, playback buffer, and device conditions change. That can reduce buffering, but it cannot make an unstable or limited connection deliver more than it can support.
How adaptive bitrate streaming works
ABR is a playback-selection technique, not a codec or a promise of uninterrupted video. A service prepares multiple encoded versions of the same content, makes their available media segments known to the player, and lets the player choose which version to request as it plays.
- Encode a bitrate ladder. The provider creates alternative renditions, usually at different bitrates and often different resolutions. RFC 9317, published by the IETF in October 2022, uses “bitrate ladder” for this set of available renditions.
- Describe the available media. A manifest or playlist tells the player which renditions and segments are available. The format and details depend on the streaming protocol.
- Deliver segments during playback. The player requests pieces of media rather than waiting for an entire video file to download before playback begins. RFC 9317 distinguishes this simultaneous delivery and playback from “download and play.”
- Estimate current conditions. The player can observe successful download speed and buffer fill. It may also account for device factors such as available memory, CPU capability, or display size.
- Choose a rendition for the next segment. The player selects from the available options according to its estimate and playback goals. It might favor picture quality when conditions allow or choose a lower bitrate to reduce stall risk.
- Adapt as playback continues. Later segments can come from different renditions if conditions change. The switch is between available options, not a continuously adjustable quality level.
A useful analogy is changing gears: a player may shift down when delivery conditions worsen and shift up when it has more headroom. It does not necessarily change quality smoothly or at every moment; its behavior depends on the player’s algorithm and the renditions offered.
Why does video quality change while I’m watching?
The player is making a new selection as delivery conditions or playback needs change. If a high-bitrate segment is taking too long to arrive, requesting a lower-bitrate rendition for a later segment can help keep playback moving. If conditions improve, the player may choose a higher-quality rendition.

These decisions are implementation-specific. The DASH-IF dash.js documentation describes rules that can use throughput, buffer level, insufficient-buffer conditions, slow segment downloads, dropped frames, and end-device resolution. Other players may use different combinations or proprietary strategies; no single adaptation algorithm is universal.
What determines the bitrate of each version?
Resolution matters, but it is not the only factor. RFC 9317 identifies resolution, frame rate, color depth, codec, encoding parameters, scene complexity, and motion as factors that affect bitrate. Higher resolution, frame rate, color depth, complex imagery, and motion generally require more bitrate to encode at a comparable level. Newer codecs can use improved compression tools to reduce the bitrate needed for a given result.

For that reason, two streams at the same resolution can have different bitrates, and a resolution label alone does not establish how much bandwidth playback requires. The set of renditions also matters: a player can only select among the versions actually made available.
Does adaptive bitrate streaming prevent buffering?
No. ABR can lower the chance of a stall by selecting a rendition that better fits current delivery conditions, but it cannot repair the network path or exceed its capacity. If throughput falls below what even the lowest available rendition needs, or delivery is interrupted, playback can still buffer.

There is also a trade-off: a lower bitrate can improve continuity at the cost of image quality. Buffering risk and picture quality are not the only considerations; live streams may also prioritize low latency, which can reduce the time and flexibility available to adapt.
HLS, MPEG-DASH, and segmented delivery
HTTP-based segmented delivery is a common foundation for ABR. RFC 9317 identifies HLS and DASH as common approaches. MPEG describes DASH, standardized as ISO/IEC 23009, as a suite for streaming multimedia over existing HTTP infrastructure—including servers, content delivery networks, proxies, and caches—and for both on-demand and live services.

The protocol describes how media and available choices are presented, but it does not make every player behave identically. A service’s supported codecs, devices, delivery workflow, and player logic all affect what options a viewer actually gets.

Low-latency delivery aims to reduce the delay between a live event and what viewers see. RFC 9317 describes LL-HLS and LL-DASH extensions that can use CMAF chunks smaller than full media segments. Smaller delivery units can help separate latency from segment duration.

Lower latency can leave less room to respond to sudden network changes, making brief disruptions more visible. It can also involve trade-offs such as fewer resolution choices, less bitrate flexibility, lower quality, or higher costs. Very short segments without suitable chunked packaging can require more frequent intra-coded frames, which can harm encoding quality. There is no universal segment duration or bitrate ladder that applies to every service.
YouTube Live is a platform-specific case
Google’s YouTube Live DASH ingest guide gives service-specific requirements and recommendations for MPDs, segments, and timing. For example, it recommends target ingest segment durations between 1 and 5 seconds. That is YouTube guidance for its DASH ingest workflow, not a general rule for HLS, DASH, or ABR services overall.
