Then map what information the service collects, check the rights for every title, choose a video platform that fits the whole customer journey, and test sign-up, viewing, billing and cancellation before accepting subscriptions. Child privacy and content rights are launch requirements—not details to add after choosing a platform.
1. Design the service before choosing a platform
Write a one-page product brief that answers the decisions that affect the service, its costs and its privacy obligations:
- Audience: Which ages is the content for? Is the service directed to children, families, or a broader audience? Who is expected to buy and manage the subscription?
- Catalog: Will subscribers get a library, new episodes on a schedule, a season at a time, or a mix? How often can you add material?
- Offer: Is access subscription-only, or will you also offer rentals, one-time purchases or free samples?
- Territories and languages: Where will you make the service available, and in which languages? Rights and legal requirements may vary by country.
- Viewing experience: Which devices must work at launch—web, mobile, television apps, or some combination?
- Information collected: What does the service actually need to know about a purchaser or viewer to provide access and support?
Decide whether a parent or guardian will hold the account and manage access for children. Avoid collecting children’s names, birth dates, profiles or viewing details just because a platform makes those fields or analytics available. A smaller data footprint can simplify the experience and the privacy analysis, though it does not by itself establish that a service complies with applicable law.
2. Map privacy responsibilities before collecting data
Make a data map for the full service, not just its sign-up form. Include checkout, account and profile settings, viewing analytics, email marketing, mobile-app software development kits, customer support, advertising and measurement vendors, and any information shared between them. Record what each party collects, why it collects it, how long it retains it, and who can access it.

US services: assess COPPA with the actual product in mind
The US Federal Trade Commission says COPPA applies to commercial online services directed to children under 13 and may also apply to a general-audience service with actual knowledge that it is collecting personal information from a child under 13. A covered operator generally needs a privacy policy, direct notice to parents and verifiable parental consent before collecting children’s personal information, subject to limited exceptions. The FTC’s COPPA FAQ explains the requirements and their application. The FTC also cautions that posting content on a third-party platform does not automatically remove a channel owner’s potential obligations; coverage can depend on the content and information collected by the creator or on the creator’s behalf. Whether a particular service is covered depends on its actual audience, features, data practices and vendors. Have qualified counsel review the product and consent flow before launch; this overview is not a legal determination for your service. Recheck the FTC’s children’s privacy guidance as rules and enforcement may change.
Services available in the UK or across borders
The UK Information Commissioner’s Office Children’s Code guidance includes online TV and radio providers. It explains that on-demand services can qualify as information society services because the viewer requests the service individually. Review the ICO guidance on the Children’s Code and online TV and radio if the service is offered in the UK. For any multi-country launch, map the countries you serve and get advice on the rules that apply in each; US and UK guidance alone is not a global compliance review.

3. Choose how to distribute and charge for the catalog
A hosted over-the-top (OTT) or video-membership service can provide parts of the infrastructure for uploading, organizing and playing videos, taking payments and managing subscriptions. That can avoid building every component yourself, but a vendor’s general feature list is not proof that its child-account, parental-control, privacy or accessibility features fit your service. Ask providers to demonstrate the exact parent and child journeys you plan to offer.

Subscription, rental, purchase or sampling?
Recurring access can suit a growing library or a regular release schedule. A one-time purchase or rental may fit a limited collection, while free samples can let families assess the content before paying. Vimeo OTT documents subscriptions as recurring monthly or annual access to video collections, as well as transactional purchases and rentals. Choose the model based on the catalog’s size, release pattern and value—not simply the payment option a vendor makes easiest to enable. See Vimeo OTT’s documented sales models.

Uscreen markets itself as a video-membership service with apps and streaming across devices on its product page. That description, like Vimeo’s, is a vendor statement rather than an apples-to-apples evaluation. The available product materials do not establish a winner or verify either service’s suitability for a particular children’s channel.
Compare the complete customer journey and total cost
Request clear answers, preferably demonstrated in a test account, for each point below. Compare providers against the same checklist rather than comparing only a headline subscription fee.

- Web, mobile and television device support in the countries where you will operate.
- Catalog organization, release scheduling, trials, recurring billing, cancellation, refunds and customer support.
- What analytics and marketing integrations collect, especially identifiers or viewing behavior linked to children.
- Accessibility, languages, content protection, reliability commitments and the practical process for moving your catalog elsewhere.
- Total operating costs at your expected subscriber count: platform charges, payment processing, apps, delivery, support, refunds, taxes and marketing.
The vendor materials cited here do not supply a comparable answer for all those items across providers. Verify them directly for your territory, plan and contract instead of assuming a feature is included.

4. Treat YouTube as discovery, not as the paid service
A public YouTube channel can help families find sample content, trailers or updates, but do not build the paid service’s community or revenue assumptions around features that may not be available on child-directed content. YouTube says Made for Kids content loses features including personalized ads, comments, live chat, channel memberships, notifications and playlist saving. Its Made for Kids feature guidance explains the restrictions.
Set audience designations accurately using YouTube’s audience-setting guidance. A broad or family-friendly label does not by itself decide whether material is child-directed; consider the content and actual practices, and get legal advice where needed. Keep the public channel’s role clear: discovery and promotion are different from a private, paid viewing experience with its own accounts and support.

Before putting a title behind a paywall, assemble written ownership records or licenses for the complete program and every asset used with it. A right to post a video publicly is not necessarily permission to include it in a paid subscription service, an app, or a promotional trailer. The precise answer depends on the rights documents and the relevant jurisdictions; have them reviewed by an appropriate rights professional or lawyer.

- Underlying stories, scripts, characters and other source works.
- Music, sound recordings, performances and any third-party footage.
- Artwork, photographs, logos, translations and subtitles.
- Subscription streaming, downloads if offered, apps and the devices or media covered.
- Territory, license term, exclusivity, renewal and any limits on audience or use.
- Trailers, clips, thumbnails and other promotional materials, including where they may be shown.
Keep a rights record for each title that identifies the asset, rights holder, permitted uses, countries, term and supporting document. If an item’s scope is unclear, resolve it before launch rather than treating platform upload acceptance as evidence of permission.
6. Prepare the service and test it as a parent would
Before taking payment, prepare the operational details families will need and test the full experience on the devices and in the countries you intend to support.
- Publish parent-facing information. Make the offer, price, renewal, trial, cancellation and support route clear before checkout. Prepare a privacy notice that matches actual data practices and obtain legal review for applicable notices and consent steps.
- Organize the catalog. Use accurate, age-appropriate titles, descriptions and artwork. Decide how parents can find content and how you will handle updates, corrections and removal requests.
- Set up support and escalation. Give parents a working way to ask for billing, access or safety help. Assign someone to review concerns and take action under a documented process.
- Test the purchaser flow. Walk through sign-up, payment, any trial, renewal information, password recovery, cancellation and account deletion. Confirm that the wording and available controls match what you promise.
- Test the viewing flow. Check playback, captions or subtitles where offered, age-appropriate presentation and the intended devices. Test what happens when access expires or a payment fails.
- Run a launch rehearsal. Have a person unfamiliar with the setup try to find a title, get help and cancel. Fix unclear steps before sending families to the service.
These are practical launch checks, not claims that a particular vendor supplies a specific control or that passing a test establishes legal compliance.
