You can stream prerecorded video to YouTube Live from a virtual machine if your account, compute, storage, network transfer and any other billable resources stay within the provider’s current free allowances. Those limits vary by provider, account and region, and free capacity can be unavailable or reclaimed. The cited provider terms do not guarantee continuous service or establish that a particular VM can sustain your encoder workload.
What “free” has to cover
A continuous stream uses more than virtual-machine compute. Before starting, account for each of these separately:
- Compute: the VM must be eligible for the free offer and capable of running the chosen playback and encoding software continuously.
- Outbound transfer: the stream sent from the VM to YouTube may count against a provider’s egress allowance. Confirm how the provider accounts for that traffic; do not assume YouTube’s delivery of the stream to viewers is the same network leg.
- Storage: the VM needs space for the source video, operating system and any working files. Snapshots or other storage may have separate limits or charges.
- Ancillary resources: check whether the exact account incurs charges for items such as IP addresses or other services attached to the VM.
- Availability: free-tier status does not itself promise that the VM will stay provisioned, available in your region or connected without interruption.
Provider offers and billing terms can change. Verify the product label, region, account eligibility, free limits and post-trial terms in the provider’s current documentation and console before relying on a setup.
How the major free-tier terms differ
The figures below are provider-published allowances and offer terms, not independent performance tests. They describe the cited offers, not every account or region.

Oracle also describes a separate $300 trial that is valid for up to 30 days. Trial credits are not the same as a permanent free allowance. Oracle says the account remains active after trial expiry and provisioned Always Free resources are not interrupted solely because the trial ended, subject to the Always Free rules. Estimate the stream’s network use
Estimate outbound transfer from the bitrate YouTube receives, not just the size of your source file. A rough decimal calculation is:

Mbps × seconds streamed × 1,000,000 ÷ 8 = bytes sent
For example, a constant 4 Mbps stream running for 30 days sends about 1.30 TB decimal before protocol overhead. That is arithmetic from the example bitrate, not a provider statistic. Allow headroom for overhead and other traffic, and compare the result with the provider’s own units, accounting period and definition of billable transfer.

For planning, include all outbound traffic on the account and check whether the provider counts the VM-to-YouTube ingest connection against the stated allowance. A transfer estimate cannot establish the final bill without the account’s billing rules.
Set YouTube’s encoder settings for the actual stream
YouTube’s guidance covers ingestion settings; it does not determine your cloud bill or guarantee that a VM has enough capacity. YouTube recommends RTMPS, constant bitrate (CBR), H.264, H.265/HEVC or AV1 video, AAC or MP3 audio, and a two-second keyframe interval that should not exceed four seconds. Its recommended bitrate varies by codec, resolution and frame rate. For H.264, examples include 4 Mbps for 240p–720p at 30 fps, 6 Mbps for 720p at 60 fps and 10 Mbps for 1080p at 30 fps. - Choose the intended resolution, frame rate and codec. Use the bitrate recommendation for that exact combination in YouTube’s current encoder table.
- Configure CBR and keyframes. Set a constant bitrate and a two-second keyframe interval, keeping the interval at or below four seconds.
- Use RTMPS where supported. Follow YouTube’s current stream setup guidance for the server URL and stream key. Keep the key private; anyone with access to it may be able to send video to your broadcast.
- Test with the real workload. Run the intended video and audio, with representative movement and sound, and watch YouTube’s stream health indicators. A VM’s listed CPU and memory do not prove that it can encode your chosen stream continuously.
Check cost and continuity before going live
- Verify the exact offer. In the provider console, confirm the product, region, account eligibility, current free allowance and what happens when a trial ends.
- Check each billable category. Confirm compute, storage, outbound-transfer accounting and ancillary resource costs for the exact account. Do not infer a quota from a different region or remembered pricing.
- Set billing alerts or limits where available. Alerts can help surface unexpected usage, but they do not substitute for understanding the provider’s billing rules.
- Test the full stream and monitor it. Confirm that the encoder runs on the VM, YouTube reports healthy ingestion, and the provider’s usage and billing views match expectations.
- Plan for recovery. Decide how you will detect a stopped process or dropped connection and restart it. A free-tier allowance is not a service-level uptime commitment.
If uninterrupted availability matters, compare the free setup with a paid VM or a hosted service using the same workload. Compare egress allowance and accounting, sustained compute capability, storage, region capacity, account terms, idle-instance policies, monitoring and recovery—not simply the word “free.” The cited terms do not establish a price, uptime promise or suitability for any particular paid VM.
Common failure points
- The free VM cannot be created: the desired shape may be temporarily out of capacity or unavailable in the account’s home region. Check the provider console and current regional availability; do not assume another region has the same free terms.
- The instance is reclaimed or stopped: Oracle’s Always Free terms include an idle-instance reclamation policy with utilization criteria. Check the current policy and monitor instance state; a streaming process does not exempt an instance from provider rules.
- The bill is higher than expected: outbound transfer, storage or attached resources may exceed or fall outside the free allowance. Review the account’s usage and billing detail, confirm what counts as egress, and compare it with your estimate.
- YouTube reports poor stream health: verify the stream key and server settings, bitrate for the chosen resolution and frame rate, CBR, keyframe interval, and the VM’s actual ability to sustain the workload. Test with representative audio and motion.
- The stream stops after a disconnect: a VM does not automatically make an encoder process resilient. Arrange process monitoring and restart behavior, and test recovery rather than assuming the broadcast resumes by itself.
