HLS delivers video over HTTP in segments; Low-Latency HLS (LL-HLS) adds smaller, earlier-published pieces and coordinated playlist and server features so compatible workflows can deliver video closer to the live edge. LL-HLS can reduce delay, but it does not guarantee a particular capture-to-screen time: the encoder, ingest, packaging, CDN, network and player buffer all matter.
What live-stream latency measures
Latency is the gap between an event happening and its appearance on a viewer’s screen. For a meaningful end-to-end figure, define the measurement boundary. Glass-to-glass latency measures from capture at the source to display at the viewer. A result should identify the workflow and measurement method; for example, AWS describes comparing timecodes to measure delay in an end-to-end workflow.
The Internet Engineering Task Force (IETF) defines low-latency live delivery as having a glass-to-glass delay target under 10 seconds. That is a category definition, not a promise that every LL-HLS stream—or any particular player—will meet the target.
How ordinary HLS delivers a live stream
HTTP Live Streaming (HLS) uses playlists that point to media segments delivered over HTTP. Because it works with standard web servers and content delivery networks (CDNs), it can scale to many viewers; HLS also adapts playback to available connection speed. A player typically waits for media to become available and maintains a buffer, so segment timing and player behavior affect how far playback trails the live event.

HLS is not inherently a fixed-latency format. Segment length, when segments are published, CDN and network behavior, and how much media the player buffers all shape the actual delay.
What Low-Latency HLS changes
LL-HLS is an extension of HLS, retaining HTTP delivery and scalability while adding mechanisms for making media available nearer to the live edge. Its main timing change is that a producer can publish a segment in smaller pieces before the complete parent segment is finished. Apple calls these pieces partial segments, signaled with EXT-X-PART.

Apple’s documentation illustrates one six-second parent segment represented by thirty 200-millisecond partial segments. Those figures are an example, not a universal required segment or part size.
LL-HLS also coordinates playlist updates and delivery. Its mechanisms include delta playlist updates (EXT-X-SKIP), blocking playlist reload, delivery directives such as _HLS_msn and _HLS_part, preload hints, and rendition reports. Together, these can reduce waiting for a complete segment or a full playlist refresh and help clients stay current as they switch renditions.

Why LL-HLS does not guarantee a specific delay
Partial segments shorten the time before some media can be delivered, but glass-to-glass latency includes every stage between capture and display:
- Capture and encoding: camera or game capture, encoder processing and encoder buffering add time before media is sent.
- Ingest and packaging: the ingest and packaging workflow must process media and publish usable parts and playlists promptly.
- Origin, CDN and network: servers and caches need to deliver the low-latency resources as expected, while the viewer’s connection affects arrival time.
- Player buffering and rendering: the player’s buffer, decoding and display add delay; a client or server without a required LL-HLS capability can result in regular-latency playback.
Apple’s Low-Latency Server Configuration Profile sets requirements for a compatible delivery workflow. The target duration for a part must be at least the server’s P95 round-trip time (RTT), should be at least three times that P95 RTT, and is recommended to be one second. PART-HOLD-BACK must be at least three times the part target duration. These are configuration requirements and recommendations—not a glass-to-glass latency guarantee.

Common Media Application Format (CMAF) can provide media resources shared by compatible HLS and DASH presentations, but using CMAF alone does not make a workflow low latency.

Published numbers describe particular workflows, not the protocols in isolation. AWS for M&E reported regular HLS latency of 12–30 seconds and LL-HLS workflow latency of 5–10 seconds in 2024, with results tied to workflow configuration and player capabilities. Separately, AWS said its MediaPackage LL-HLS capability could reach as low as five seconds behind live in 2023. That is a vendor-specific service capability claim, not a result that every LL-HLS implementation should expect.

When evaluating figures, check that both use the same measurement boundary, comparable capture and encoding conditions, similar network conditions, and compatible player and CDN behavior. Startup delay and rebuffering matter too: a stream that begins sooner but frequently stalls may be a worse viewing experience than one with a steadier buffer.
What lower latency can trade away
The IETF notes that low-latency delivery can involve higher cost, lower media quality, less flexibility in adaptive bitrate or resolution, and greater sensitivity to transient network conditions. The trade-off depends on the implementation. A shorter buffer leaves less room to absorb network variation, while a workflow that prioritizes low delay may constrain how readily it can adapt quality or resolution.
For a live gaming broadcast, lower latency may be useful when viewers need to react to events or interact with the streamer. For streams where immediate interaction matters less, stability and picture quality may be more important than pursuing the lowest possible delay. Decide using measured glass-to-glass results alongside startup time, rebuffering, quality, device coverage, CDN support, cost and operational complexity.
What to check when choosing or diagnosing a workflow
- Ask how latency was measured. Prefer a stated glass-to-glass method and the conditions under which it was measured.
- Verify the whole delivery path. Confirm that production, origin, CDN or cache, and player support the LL-HLS behavior the workflow needs.
- Check fallback behavior. A player may use regular-latency playback if the server lacks a required low-latency capability.
- Test viewing quality as well as delay. Record startup time, rebuffering, resolution or bitrate changes, and performance on the devices and networks your audience uses.
- Check the actual buffer and part settings. Treat Apple’s part-duration and hold-back guidance as configuration constraints, not as a prediction of capture-to-screen time.
