First check whether the playlist rows are actually moving or VLC is simply starting another item. Those are different problems: sorting changes the visible list, while playback-order settings determine what VLC plays next. Set playback to normal, turn off random or shuffle, and check whether the playlist has been sorted.
Identify what is changing
Keep the visible playlist and the playing video in view. If the rows move into a different order, investigate sorting or something changing the list. If the rows stay put but VLC starts another item, investigate playback order or what happens when the current item ends. VLC treats playlist sorting and playback-order mode as separate controls.
A YouTube live stream can also involve an HLS media playlist: a sequence of media segments used to deliver the stream. That segment list is not VLC’s visible list of media items. RFC 8216 specifies that segment URIs appear in playback order in the HLS media playlist; this does not explain or control how rows appear in VLC’s playlist.
Fix unexpected playback order

Set playback order to normal
In VLC, find the playlist playback-order control and select normal playback. Turn off random or shuffle if enabled. VLC supports normal and random playback-order modes, but the exact control wording and location can vary by VLC release and platform.

Check for an applied sort
Look for a sort applied to the visible playlist and return it to the order you want. Sorting changes row order; random playback changes which item VLC selects next. VLC’s documented remote interface includes sort modes such as ID, name, author, random, and track number. The available choices and interface depend on how VLC is being controlled.

Test repeat-current-item if VLC advances at the end
If the next item starts only after the current one ends, try repeat-current-item as a diagnostic. It may help establish whether end-of-item advancement is the issue; it is not a fix for rows visibly moving. One community report describes it helping with an M3U playlist, but that anecdote does not establish a YouTube-live-specific fix.

If the visible playlist keeps changing
Save or export the item list before and after the change, then compare the two. If the saved list itself differs, something may be changing the playlist rather than merely selecting a different item for playback. VLC supports playlist export, which can help with this comparison.
Also note whether the stream was opened directly or loaded through an M3U or M3U8 file, and whether a remote-control or API client is connected. Those details can help isolate where a change is coming from, but the information available here does not identify a single cause or confirm a bug in a particular VLC version.

What to record if the problem persists
- VLC version and operating system.
- Whether you opened a YouTube URL directly or used an M3U/M3U8 playlist file.
- Whether the rows visibly move or only the playing item changes.
- Whether a remote-control or API client is connected.
- What playback-order and sorting controls are selected when the symptom occurs.
These details make it possible to distinguish a playback setting from a changing playlist. The specific cause remains uncertain without knowing your VLC version, platform, and stream-loading method.
