YouTube has two main Partner Program thresholds, and they unlock different things. In eligible countries, a channel can qualify for earlier access to fan-funding and Shopping features at 500 subscribers, three valid public uploads in the last 90 days, and either 3,000 qualified public watch hours in the last 12 months or 3 million qualified public Shorts views in the last 90 days. To share revenue from ads and YouTube Premium, the threshold is 1,000 subscribers and either 4,000 qualified public watch hours in the last 12 months or 10 million qualified public Shorts views in the last 90 days. Meeting a threshold does not guarantee acceptance: YouTube reviews the channel and its policy compliance.
Two YPP thresholds unlock different features
YouTube’s current Help guidance distinguishes earlier access to selected monetization features from eligibility for ad and Premium revenue sharing. The figures below are the guidance available on October 3, 2026; YouTube’s Help pages do not state a publication date for them, and thresholds or availability can change.

The lower threshold is not a reduced version of full ad-revenue eligibility. If your goal is ad and Premium revenue sharing, you need the higher route. The earlier-access route is available only where the expanded YPP has rolled out; check YouTube’s expanded YPP eligibility guidance and your Studio account for current regional availability.
Do livestream watch hours count toward 4,000 hours?
They can, but not every hour watched during a livestream qualifies. For the watch-hour route, eligible long-form watch time comes from public videos. YouTube excludes livestreams that are unlisted, deleted, or not converted to video on demand (VOD) from YPP watch-hour thresholds. A public stream that remains available as a public VOD may contribute eligible public long-form watch hours. Check the stream’s visibility and archive status rather than assuming all live watch time counts. See YouTube’s YPP eligibility requirements.

Channel and account requirements beyond the numbers
Subscriber and viewing figures are only part of eligibility. YouTube’s general YPP requirements also include:
- Compliance with YouTube channel monetization policies.
- Living in a country or region where YPP is available.
- No active Community Guidelines strikes.
- Two-Step Verification turned on for the Google Account.
- Access to YouTube advanced features.
- One active AdSense for YouTube account linked to the channel.
These requirements and your channel’s status are account-specific. Use the Earn section in YouTube Studio to check what applies to your channel and which route YouTube recognizes.

How to apply through YouTube Studio
- Check your progress: open YouTube Studio and select Earn. Review the eligibility progress and confirm whether your qualifying activity is on the watch-hours or Shorts-views route.
- Complete the channel-level requirements: resolve any listed account or policy requirements, including Two-Step Verification, advanced features access, and strikes, if applicable.
- Apply when eligible: in Earn, follow the application steps, accept the base terms, and link an existing AdSense for YouTube account or set one up.
- Wait for channel review: YouTube reviews the channel as a whole. Reaching the displayed threshold is not automatic approval, and the review checks policy compliance.
- Accept feature modules you want to use: after acceptance, review the relevant monetization modules in Studio. Joining YPP alone does not necessarily activate every feature.
Which features can pay during a livestream?
YouTube lists advertising revenue, channel memberships, Shopping, Super Chat and Super Stickers, and YouTube Premium revenue among its earning options for live streams. Each feature has separate eligibility requirements and may depend on your location, age, channel status, content eligibility, and acceptance of the relevant module. Super Chat and Super Stickers
These features require the creator to be at least 18, to be in a supported location, and to accept the Commerce Product Module or applicable former addendum. Content and channel eligibility restrictions may also apply. Check the feature’s status in Studio before planning a stream around viewer purchases; not every YPP channel or livestream will qualify.

Revenue shares are not an earnings forecast
YouTube’s published terms state a 70% share of net revenue for memberships, Super Chat, Super Stickers, and Super Thanks under the Commerce Product Module, and 55% of net revenue from ads on public Watch Page videos under the Watch Page Monetization Module. These are terms for the specified modules, not a prediction of what a channel will earn. YouTube says there is no guarantee that a creator will be paid or how much; review the terms presented in your account. See YouTube partner earnings overview.
Keep monetization eligible after acceptance
YPP access is not permanent regardless of later activity or policy compliance. YouTube’s monetization policies apply to livestreams, and policy problems can limit earnings or lead to monetization suspension. YouTube may also turn off monetization for a channel that has not uploaded a video or posted to the Posts tab for six months or more. Running an always-on stream is separate from YPP eligibility
A 24/7 stream can be a programming format, but keeping a livestream running does not itself satisfy YPP requirements or guarantee that its watch time qualifies. The public VOD rules still apply, and the channel must meet the relevant thresholds and policies. For Indian channels, bhajans, kirtan, Gurbani, Hindi music, gaming, or other programming, ensure you have the rights to the material you stream and check YouTube’s monetization policies; a continuous loop is not an exception to copyright or reused-content rules.
