Start with a specific work outcome, choose a format that makes the relevant action clear, and pair viewing with practice and feedback. A video view or completion record alone cannot show that someone can perform the task.
Decide whether video suits the training goal
Begin by naming the employee behavior or task that should change. Ask whether moving images, a demonstration, or a scenario adds something a checklist, text job aid, coached practice, or live demonstration would not provide as well. Video is a delivery method, not a learning strategy by itself.
Video can be useful for showing a sequence, a visible technique, or a decision in context. The European Training Foundation’s 2019 overview considers video-based teaching and learning in vocational, professional-development, and corporate-training contexts; it does not establish that video is better than every other instructional format (European Training Foundation, 2019).
Match the format to the task
- Procedure or software sequence: narrate a demonstration so learners can see each relevant action and understand why it is taken.
- Judgment or decision-making: show a scenario, then ask learners to identify the next step or explain their choice.
- Visible physical technique: show the technique clearly, with narration that directs attention to the important details.
- Task reference: make a focused clip that employees can revisit when they need to check a step.
Evidence is strongest for software tutorial videos, not every kind of workplace training. In three consecutive empirical studies of Microsoft Word formatting tutorials, Hans van der Meij and Jan van der Meij compared video tutorials with a paper tutorial. The University of Twente record reports more favorable motivation appraisals, higher immediate skill proficiency, and improved retention after a one-week delay for the video condition. It does not report a general effect size applicable across industries, and it notes that reference videos may call for different guidance (University of Twente research record, 2013).

Design the video around one job task
- Write the learning outcome. State what the employee should be able to do, decide, or recognize after training. Make it observable enough to assess later.
- Choose one coherent task or decision. Break apart material when steps serve different outcomes or require different practice. There is no universal ideal runtime established by the evidence here; organize around the learning objective rather than an arbitrary minute count.
- Make the relevant action easy to follow. Show the action clearly and use narration to explain what is happening. Avoid visual or verbal details that compete with the task.
- Give learners control where possible. Let them pause, replay, or proceed at their own pace. The UK government’s 2026 research on AI upskilling describes modular units, mobile-friendly delivery, flexible pacing, and follow-up as useful in that particular training context—not as proof of a universal effect for all training (UK government, 2026).
- Plan for updates. If a software interface, process, or policy changes often, consider how much of the video will need to be replaced. Keep stable explanations separate from details that are likely to change.
Turn viewing into practice and reinforcement
Build an action into the lesson instead of treating playback as the whole lesson. Before showing the answer, ask learners to predict the next step, spot an error, try a procedure, or explain a decision. Follow with practice, feedback, and a job aid or refresher when the task needs reinforcement.
For safety-critical, regulated, or otherwise high-consequence work, video should support—not replace—qualified instruction, supervised practice, current local procedures, and applicable requirements. Requirements differ by occupation and jurisdiction; the sources cited here do not establish legal training obligations for every setting.

Make the video accessible
Accessibility should be planned during production. Section508.gov puts it plainly: “The best way to make content accessible is to plan for it from the beginning.” Its guidance describes captions, transcripts, audio description, and synchronized media (Section508.gov, Captions and Transcripts; Section508.gov, Video and Other Synchronized Media).
- Provide synchronized captions. Include meaningful non-speech sounds and identify speakers when needed. Check captions for transcription errors, missing speaker changes or sounds, and synchronization problems; automatic captions can contain all of these issues.
- Provide a transcript. Put an accessible text transcript near the video. A transcript is not the same as captions: it is plain text without timing, while captions are time-coded and synchronized to media.
- Describe important visual information. If learners need to see an action or on-screen detail to understand the content, explain it in narration or provide an audio-described version. Section508.gov describes audio description as narration of key visual elements.
- Keep captions readable. Section508.gov says speech above approximately 180 words per minute may be too fast for captions. That is a caption-readability planning marker, not a universal recommended speaking rate. Its guidance recommends no more than two caption lines at a time and no more than 45 characters per line as display guidelines. Keep other on-screen text clear of the caption area.
- Choose an accessible player. Check that controls work with a keyboard or voice operation, and avoid autoplay. The UK Home Office design manual also recommends captions and transcripts; applicable requirements depend on the organization, platform, and jurisdiction (UK Home Office, Audio and video).
Check whether training worked
Assess the original work outcome, not just views or completion. Choose a measure that fits the task: observed performance, error rates, decision quality, or later retention. Where retention matters, assess it after a meaningful delay as well as immediately after training. The one-week retention result in the 2013 study concerns its software tutorial setting; it is not a universal evaluation schedule.
