Whether a teacher can offer extra credit for donations depends on the applicable district policy and state or local rules. A teacher should not make a grade depend on a student’s ability or willingness to give money or participate in fundraising. Check current policy and get administrative approval before asking students to contribute.
Why the answer depends on the school system
Rules may appear in district grading and fundraising policies, state education requirements, or public-employee ethics rules. The examples below apply only to the jurisdictions and institutions named; they do not establish a national rule.
For example, Provo City School District Policy 6110 says, “Participation in or non-participation in group fundraising cannot impact a student’s grade.” That is a Provo district policy, not a rule for every school. Read Provo Policy 6110.
Why donations should not determine academic credit
Extra credit tied to a donation can disadvantage students whose families cannot contribute, or who do not wish to give. That is a fairness concern arising from the arrangement; it is not a legal conclusion established for every jurisdiction by the policies cited here.

A safer approach is to tie credit to an academic task and make any approved fundraising activity independent of grades. If the school permits a related activity, ask an administrator to approve a no-cost alternative and confirm that opting out will not affect a grade.
What to check before organizing a donation drive
- Review current local rules. Search the district policy manual for grading, extra credit, fundraising, donations, student incentives, charitable solicitations, gifts, and staff ethics. Utah’s State Board of Education rule R277-113 is one example of a statewide framework requiring local education agencies to maintain policies on fundraising, student participation and incentives, donation approval, and internal controls. It does not set a universal rule for other states. Read Utah rule R277-113.
- Ask who must approve the activity. Tulsa Public Schools Policy 5706 requires approval by the superintendent or designee for student charitable donation drives and says teachers cannot be involved in approved fundraising during contract time. Those requirements are specific to Tulsa. Read Tulsa Policy 5706.
- Confirm when and how students may be approached. Ask whether solicitation is allowed during instructional or contract time, which students may be approached, and whether participation must be voluntary. Do not assume another district follows Tulsa’s rules.
- Use authorized channels to receive and record funds. Before collecting anything, find out who may accept donations, where the money must be deposited, what records are required, and whether approval is needed. Do not route school-related funds through a personal account unless local policy explicitly authorizes it.
Ethics rules may apply even when donations benefit a school or charity
Public-employee ethics rules can restrict gifts or compensation connected to official duties or intended to influence an official act. The details vary by jurisdiction, so a teacher should consult the applicable rules and administrator rather than assume that a charitable purpose makes an arrangement permissible.

- New Jersey: The School Ethics Act bars a school official from accepting something of value based on an understanding that it is intended to influence official duties. Read the New Jersey School Ethics Act.

- Ohio: The Ohio Ethics Commission’s public school toolkit advises employees to generally assume that outside sources may not augment public salaries for authorized duties. How school donations should be handled
Donation rules cover more than whether a teacher may ask for contributions. They can specify an authorized recipient, accounting route, approval process, and recordkeeping requirements.
Seattle Public Schools Policy 6114 describes routing covered donations and fundraising proceeds through district accounting or a designated nonprofit and prohibits staff from holding unreported or undeposited public funds. Read Seattle Policy 6114.

A practical decision checklist
- Does the applicable grading policy allow extra credit of this kind?
- Does policy say that fundraising participation or non-participation must not affect grades?
- Who has authority to approve the drive, and may staff solicit during school or contract time?
- Are there rules about student incentives, donor restrictions, or participation conditions?
- Who is authorized to receive the donation, and how must funds be deposited and recorded?
- Could a gift, benefit, or payment create an ethics or conflict-of-interest issue?
- Can students complete an equivalent academic option without donating or fundraising?
