But development cost does not set the retail price by itself: publishers also weigh expected demand, what players may pay, competition, launch timing and revenue from later content. A game’s sticker price is therefore not a simple division of its budget by the number of copies sold.
What makes one game more expensive to develop?
Scale, content and complexity
A sprawling world, detailed art and animation, extensive writing, multiple modes and complex software can all require additional labor and coordination. More hardware capability can also raise expectations for detail and scope, which may mean more human work. Graphics are only one part of the equation: testing, engineering, content production and keeping a large project coordinated also matter. The World Intellectual Property Organization (WIPO) describes video-game creation as increasingly complex.
WIPO reports that the average development team grew from about 26 people in 1995 to approximately 94 in 2015. These are historical figures, not a current average for every game or studio. As an illustration of the high end, WIPO reported a cost of USD 441.9 million for Cyberpunk 2077 in 2023. That is one reported blockbuster budget, not a typical game-development cost.
Development is only one part of a game’s lifetime cost
Development budgets are not always directly comparable. Some reported figures may cover different work or dates, and public numbers can come from company disclosures, legal documents, leaks or estimates. Omdia distinguishes a development budget from total lifetime costs, which can include marketing and ongoing operations. The sources do not establish a universal marketing multiplier or a complete cost breakdown for every game.

Why development cost does not determine the price
A game requires substantial investment before its publisher knows how many people will buy it. WIPO describes the business as high-risk because popularity is unpredictable, with much of the cost incurred up front. Once a game is finished, delivering one more digital copy costs comparatively little. Publishers therefore consider expected sales and other revenue when trying to recoup their investment, but those costs do not dictate a single required price.
The wider business includes development, marketing and monetization, and involves stakeholders such as developers, publishers, distributors and retailers, as WIPO explains in its World Intellectual Property Report 2024, Chapter 5. A retail price is a market decision made in that wider context, not simply the cost of producing another copy.

How demand, timing and pricing strategy shape the sticker price
Publishers consider who might buy a game and what they may be willing to pay. A well-known franchise with a loyal audience may be positioned differently from a smaller or less familiar release; either might launch at a different price or rely on discounts later. Boston Consulting Group (BCG) reported in 2025 that about 65% of surveyed gamers used tactics such as waiting for discounts. In the same report, approximately 45% said they were willing to buy even at higher prices, while about 30% said their purchasing would fall if prices rose. These survey results indicate varied price sensitivity, not a rule for every player or market.
BCG also reported that premium game prices had declined by 1% per year in inflation-adjusted terms over the preceding two decades. That is a historical estimate, not a prediction that prices will keep falling.

Launch pricing can also reflect release timing and availability. BCG describes tiered pricing and “windowing”: staggering a game’s availability across platforms, regions or price points. A publisher might set one launch price, discount the game later or make it available through a subscription at another point. These are possible strategies, not a pattern followed by every game. Current prices also depend on platform, region, edition and sale timing.
How a game’s business model can change what players pay
The sticker price is only one part of the revenue model. Some games sell downloadable content, subscriptions or optional in-game transactions after release. Free-to-play games may have no upfront purchase price but use other forms of monetization. These options affect how a publisher seeks revenue; they do not mean every player must pay beyond the initial purchase.

How to compare the prices of two games fairly
A budget figure alone cannot tell you whether one game’s price is justified or whether it offers better value. Compare the same kinds of information for each title:
- Production scale: Look at scope, content, technology and complexity when reliable information is available. A large budget alone does not guarantee quality, sales or value.
- What the price includes: Check whether you are comparing standard or premium editions, and account for platform and regional differences.
- When and where it is sold: Distinguish a launch price from a current sale price, and check whether availability across platforms or subscriptions is staggered.
- Spending after purchase: Note whether the game offers paid expansions, subscriptions, optional in-game purchases or a free-to-play model.
- How solid the budget figure is: Check its source, date and scope. A reported example, leak or estimate should not be treated as directly comparable with another figure unless both account for costs on the same basis.
Industry totals provide context but do not explain the price of an individual title. The European Commission’s 2023 overview estimated EU27 video-game market revenue at €23.48 billion in 2022 and reported an estimated 74,000 people across 5,000 development and publishing studios in the European sector. Those figures describe the sector, not the cost or pricing logic of a particular game.
