How UK Video Game Age Ratings Differ from PEGI and ESRB

UK physical game releases use PEGI through the VSC Rating Board; ESRB is a separate North American system. Learn why their age labels do not convert directly and what to check before choosing a game.

For games sold in the UK, the relevant label on a physical release is normally PEGI, administered by the designated Video Standards Council Rating Board (VSC, also called the Games Rating Authority). ESRB is a separate rating system used in North America. Their age categories are not direct equivalents: check the rating and content information for the exact release your child will play.

Who rates video games in the UK?

The UK Government identifies the VSC Rating Board as the designated body for rating physical-format games supplied to UK customers, including discs and cartridges. It uses the PEGI system. The government’s current guidance on age-appropriate content sets out that role.

The arrangement followed a change in 2012. At that time, the government said: “Video games will now be classified by a single authority, the Video Standards Council (VSC), under the Pan-European Games Information (PEGI) system.” The statement describes that historical change; current government guidance is the better reference for the VSC’s present role. The government’s 2018 review explains that the change removed the former dual boxed-game label requirement. BBFC film ratings are therefore not the current general rating scheme for UK games.

What do PEGI and ESRB age labels mean?

PEGI uses numbered minimum-age labels: 3, 7, 12, 16 and 18. ESRB uses named age-appropriateness categories: Everyone, Everyone 10+, Teen, Mature 17+ and Adults Only 18+. ESRB also lists Rating Pending for pre-release marketing materials; it is not a final rating for a released game. The ESRB Ratings Guide explains its categories and descriptors.

System Labels What the label does
PEGI, used for UK physical releases 3, 7, 12, 16, 18 Indicates the minimum age considered suitable under PEGI’s system. In the UK, PEGI 12, 16 and 18 also carry age-restricted sales or hire rules.
ESRB, a separate North American system Everyone, Everyone 10+, Teen, Mature 17+, Adults Only 18+ Indicates age appropriateness under ESRB’s system and is paired with content descriptors. It is not a UK legal classification.

Do not treat PEGI 12 as a certified translation of ESRB Teen, or PEGI 16 as the equivalent of ESRB Mature. The systems have different category boundaries and explanatory conventions. A game’s rating may also differ by edition, platform or regional release, so a broad crosswalk can mislead when choosing a particular copy.

Which UK PEGI ratings restrict sales?

UK Government guidance says a PEGI 12, 16 or 18 game may not be sold or hired to someone younger than the age shown. The 2012 change gave these ratings statutory footing; the government’s announcement describes the new rules on video game classification. These rules concern sale or hire of the specified games. They should not be read as a blanket statement that a child cannot access every online game carrying an older-age rating.

ESRB categories are not UK sale-law categories. Keep ESRB’s age guidance distinct from the UK rules that apply to specified PEGI-rated physical games.

Do the same rules apply to digital games?

Not necessarily. UK guidance distinguishes physical-format games from online and app-based games. It says online and app-based games are encouraged to consider PEGI ratings, which may be obtained through PEGI or IARC; it does not establish that every digital game has the same legal rating treatment as a boxed game. ESRB describes ratings for boxed games as well as apps, virtual reality and online games. Its ratings information says IARC administers a streamlined rating process for digital games and mobile apps across participating rating authorities. That does not make ESRB and PEGI labels interchangeable; use the system and listing relevant to the game and region.

How should you read a rating before choosing a game?

  1. Check the exact release. Find the rating attached to the child’s edition, platform and regional listing rather than relying on a general PEGI-to-ESRB conversion.
  2. Read the content descriptors. An age badge is a summary, not a complete account of why a game received its rating. ESRB descriptors identify content that contributed to a rating or may matter to parents; consult the rating entry and any available summary.
  3. Check interactive features separately. Chat, user-created content, purchases and other online features can affect a child’s experience. ESRB’s interactive elements disclose features such as purchases and user interaction, but ESRB says they do not affect the rating assignment.
  4. Use the relevant local rules. For a UK physical game, note the legal sales restriction attached to PEGI 12, 16 or 18. For an online or app-based game, do not assume the boxed-game sales rule answers every access or safety question.
  5. Review platform and account controls. Rating information does not replace checking the console, app store or game’s controls for purchases, communication and access.

What ESRB figures do—and do not—tell UK parents

ESRB reports that 65% of its ratings assigned to physical and console-downloadable video games in 2024 were E or E10+. It also reports a Hart Research Associates survey finding that 83% of parents with children who play video games were aware of ESRB ratings and 77% regularly checked them before buying a game. These are ESRB-reported U.S.-context figures, not measures of UK parents’ behavior or global estimates. The figures appear on ESRB’s ratings page.
