Yes—buying directly from Steam is generally safe, and Steam has a published refund process. For most games and software bought through the Steam store, you can request a refund within 14 days of purchase if you have played for less than two hours. That is the standard request window, not a guarantee that every request will be approved. Account security is a separate issue: Steam Guard and careful sign-in habits help protect your account, but they do not eliminate phishing or malware risks.
What Steam’s standard refund rule covers
Valve’s Steam Refunds policy, last updated April 23, 2024, generally allows a refund request for a game or software bought on Steam when both conditions are met:
- You submit the request within 14 days of purchase.
- You have played the game for less than two hours.
You can request a refund for any reason within the applicable rules. If you miss either threshold, you may still submit a request, but Valve says it will review it; approval is not assured. The policy describes refunds as a way to reduce purchase risk, not to obtain free games.
How to request a refund
- Go to Steam Support and sign in to the account that made the purchase.
- Open the purchase or game in your support options and choose the refund request path presented for that item.
- Submit the request and select the available refund destination if the request is approved.
Valve says an approved refund is issued within a week, either to your Steam Wallet or, where supported, to the original payment method. The available destination depends on the purchase and payment method.

How the rules differ by purchase type
Not every Steam transaction follows the standard game rule. Product-specific conditions can change whether a request is available, so check the item’s store notice and the live policy before buying.

What Steam’s refund process does not cover
Steam cannot refund purchases made outside its store. That includes third-party CD keys and Steam Wallet cards purchased elsewhere; those purchases are subject to the seller’s own terms, not Steam’s refund process. A key bought from another retailer is not equivalent to buying the game on Steam.

A VAC ban removes the refund right for the affected game. Valve may also stop offering refunds if it believes someone is abusing the system. The policy specifically says that refunding a game bought just before a sale and immediately buying it again at the sale price is not abuse.
How to protect your Steam account
A refund policy addresses eligible purchases; account security protects your access and payment-related account activity. Steam Guard adds a code check when someone signs in from an unrecognized device. Depending on your settings, the code is delivered by email or generated in the Steam Mobile app. Steam describes mobile authentication as its strongest account-security option among those covered in its Steam Guard FAQ.

Reduce phishing and takeover risks
- Use a unique password for Steam and a different, unique password for the email account linked to it. Secure the email account as well.
- Do not share your credentials, open unexpected links, follow supposed Steam Support instructions sent through chat or Discord, or install untrusted downloads.
- Check the domain before entering your password. Steam identifies
steampowered.com,store.steampowered.com,steamcommunity.com, andhelp.steampowered.comas official login domains. - Do not buy or trade accounts. Steam defines the account owner as its creator and warns that a purchased account may be locked or reclaimed without compensation for the buyer’s lost value.
If you suspect your account has been compromised, Steam’s Account Security Recommendations advise reviewing authorized devices, signing out everywhere, changing passwords, checking your email security, and scanning for malware.

They may. Steam notes that consumers in some jurisdictions can have additional rights, including rights involving faulty games, and directs EU customers to separate information. The standard Steam refund thresholds do not necessarily describe every legal right available where you live. Check Steam’s current policy and the rules in your jurisdiction if you need to rely on a legal right.
