Phantom Liberty is a paid story expansion for Cyberpunk 2077, set in Dogtown. It is separate from the free Update 2.0 overhaul: you can continue an existing save, start a new run to experience the overhauled systems, or use the expansion’s skip-ahead start. The expansion is available on PC, PlayStation 5, and Xbox Series X|S—not PS4 or Xbox One.
What Phantom Liberty adds
CD PROJEKT RED describes Phantom Liberty as a spy-thriller expansion. V is drawn into a mission involving the NUS President in Dogtown, a dangerous district shaped by political intrigue and shifting alliances. The story introduces NUSA agent Solomon Reed and Dogtown ruler Kurt Hansen. CD PROJEKT RED’s official expansion page has the premise and details.
The expansion adds a new district, story and side missions, gigs, boss fights, weapons and other gear, plus a Relic skill tree. Its September 2023 launch announcement counted more than 100 new items across vehicles, weapons, clothing, and cyberware. Phantom Liberty is not Update 2.0
Update 2.0 was a free update for PC, PS5, and Xbox Series X|S, released September 21, 2023. It overhauled parts of the base game, including perk trees and cyberware, and added vehicle combat, car chases, and a new police system. Phantom Liberty, released afterward, is paid expansion content: its Dogtown setting and story are not the same thing as the free systems update. CD PROJEKT RED’s Update 2.0 announcement

Choose how you want to start

These options address different priorities: continuing preserves your existing run, a fresh playthrough lets you encounter the revamped systems from the outset, and the skip-ahead start favors convenience. The publisher has not established a numeric minimum or recommended level for beginning the expansion. Its support page says Phantom Liberty-only Tier 5++ weapons start at level 51, but that is a weapon availability threshold—not a story-start recommendation. Check platform compatibility before buying
Phantom Liberty is listed for PC, PlayStation 5, and Xbox Series X|S. The publisher’s launch announcement named Steam, GOG, the Epic Games Store, and GeForce Now among PC access routes. The expansion was made for current-generation consoles and PC; it is not available for PlayStation 4 or Xbox One. Check the live listing for your country, platform, and storefront before purchasing. If you use cross-progression, make sure the game version you load includes the content in the save. CD PROJEKT RED says a base-game save can load in Ultimate Edition, but an Ultimate Edition save cannot load in a version without the expansion. The same support page lists higher specifications for Ultra and ray-tracing presets. Its 4K ray-tracing Overdrive target assumes DLSS Frame Generation is enabled. For Steam Deck, the publisher’s Update 2.0 announcement specifically advised against running the game from an SD card because of its lower bandwidth; the stated PC requirements call for SSD storage.

What the official information does not establish
- A verified unlock mission: the publisher’s material cited here confirms the available start options but does not identify the exact base-game quest that opens the expansion.
- An official starting level: “adequately leveled up” is the publisher’s wording for the skip-ahead character; it did not give a numeric level. The level 51 figure applies to Tier 5++ weapons, not to starting the story.
