What you can claim depends first on where you live or worked—not simply on being unemployed or under 25. This guide covers official support in the United Kingdom, Australia and the United States; their rules are different, and these examples are not a complete list of countries. Check eligibility and apply through the official agency for your location. Age, recent work, study, residence, household finances and health or caring circumstances can all affect which route fits.
Start with your country, age and recent work
Before comparing payments, identify the agency responsible for your claim. In the United States, apply to the state where you worked most recently. In the UK and Australia, check the relevant national service and any location-specific rules. If you have worked in more than one place, ask the appropriate agency which one should handle your claim.
- Age and study: Record your age, whether you are in full-time education, and whether you are an apprentice. Some schemes draw different boundaries for young jobseekers, students and apprentices.
- Work history: Note when and where you worked, whether you were an employee, and any payroll contributions or covered earnings. Insurance-based payments commonly depend on this history.
- Finances and household: For means-tested support, check how the rules treat savings, income, a partner and other household circumstances.
- Other circumstances: Health or disability, caring responsibilities, pregnancy or parenting, and lack of parental support may affect eligibility or point to a different route, especially for under-18s and students.
Use the official eligibility checker or payment finder where one is available. A general guide cannot determine an individual award, and being out of work by itself does not guarantee payment.
United Kingdom: check Universal Credit and New Style JSA
Universal Credit for living costs
GOV.UK describes Universal Credit (UC) as support for people on a low income or who need help with living costs. It can be relevant whether someone is out of work, working or unable to work. The general conditions include living in the UK, being 18 or over (with exceptions for some 16- and 17-year-olds), being below State Pension age, and having no more than £16,000 in money, savings and investments. This is the general capital condition shown on GOV.UK when accessed on 4 October 2026; check the current rules before applying.

If you live with a partner, you generally make a joint claim. Your partner’s income and savings affect the assessment. Full-time students face specific restrictions, but exceptions include some people aged 21 or under without parental support who are studying up to A level or an equivalent qualification. Some 16- and 17-year-olds can also qualify in specified circumstances, such as having no parental support, responsibility for a child, pregnancy or a recent birth, a health condition or disability, or caring for someone. These examples are not a complete eligibility test; use the official UC checker.
New Style Jobseeker’s Allowance for qualifying work history
New Style Jobseeker’s Allowance (JSA) is a separate, contribution-based route for eligible people in Great Britain. General rules include being 18 or over, below State Pension age, and not working 16 or more hours a week. Claimants usually need qualifying employee work and Class 1 National Insurance contributions in the relevant previous tax years. The tax years used depend on when you apply, so check the current GOV.UK eligibility rules. Northern Ireland has separate rules.

GOV.UK’s New Style JSA overview, accessed on 4 October 2026, lists maximum rates of £75.65 a week for a claimant up to age 24 and £95.55 a week for someone aged 25 or over, for up to 182 days. These are stated maximums, not guaranteed awards, and rates can change. JSA is usually paid more regularly than UC and may provide National Insurance credits.
You may be able to claim New Style JSA and UC at the same time. JSA counts as income and reduces the UC amount, so check how a combined claim would affect you rather than treating the two routes as mutually exclusive.

Other UK help while looking for work
GOV.UK’s work-search support directory points to a benefits calculator, job-search support, help moving from benefits into work, Access to Work and interview communication support for disabled people, Help to Save, Budgeting Loans, and visits to help with claiming benefits. The directory is a starting point: availability and eligibility depend on the service and your circumstances.
Australia: age and study status help determine the payment
Youth Allowance for job seekers
Australia’s Social Security Guide distinguishes unemployed young people from full-time students and apprentices. Under the guide’s version 1.342, released in 2026, the maximum age for unemployed Youth Allowance recipients is 22; full-time students and Australian Apprentices may qualify up to age 25. Defined continuation rules can apply after a birthday. These are age boundaries in the guide, not a promise of eligibility.

Youth Allowance also involves residence and age tests, mutual obligations, and specific provisions for young people and early school leavers. Depending on your situation, requirements may involve full-time study, job search, training or a combination. Schooling, residence, independence, income and assets can affect the decision, so check your circumstances with Services Australia.
JobSeeker Payment
Services Australia says JobSeeker Payment is generally for people aged 22 to Age Pension age who meet residence requirements and the income and assets tests, and who are unemployed and looking for work or temporarily unable to do their usual work or study because of sickness or injury. Part-time or casual work, a temporary stand-down or reduced hours may still fit the agency’s description of possible unemployment circumstances, but income affects payment.

Services Australia also lists a potentially free Skills for Education and Employment course to build reading, writing, maths and computer skills. Its JobSeeker page was last updated on 4 December 2025 and printed on 4 October 2026; confirm current payment rules and course access with the agency.

The U.S. Department of Labor describes Unemployment Insurance (UI) as temporary cash benefits for eligible workers who are unemployed through no fault of their own. Each state administers its own program, sets eligibility and benefit amounts within federal guidelines, and receives claims for the state where the person worked. State rules commonly include work and wage requirements as well as other conditions. There is no single national rate, duration or eligibility test to rely on; use the relevant state unemployment agency.
If you have never worked or do not have recent covered work, the reviewed federal UI guidance does not establish whether you qualify. Check with the state agency about its rules and ask about other local assistance rather than assuming UI will cover you.
Know the obligations as well as the payment
Approval may come with continuing requirements. In Great Britain, JSA claimants use a Claimant Commitment. Australian Youth Allowance rules can involve job search, study, training or a combination, depending on the claimant’s circumstances. Read the requirements attached to your award, keep track of appointments or activities, and report changes in work, income, study or household circumstances to the responsible agency.

- UK: Use GOV.UK’s Universal Credit checker and New Style JSA eligibility guidance; use the work-search support directory to find additional help.
- Australia: Check Youth Allowance or JobSeeker eligibility and claim information with Services Australia.
- United States: Contact the unemployment agency for the state where you worked. That agency can explain state-specific eligibility and application steps.
If you are under 18, homeless, disabled, a care leaver, studying, or responsible for a child, ask the official agency or a local benefits adviser about support tailored to that situation. The programs above do not resolve every specialized entitlement.
