It is a built-in YouTube setting; you do not need an encoder plugin or special hardware.
Turn on DVR in YouTube Studio

Open YouTube Studio, select Create > Go live, and enter the stream details if prompted.

In the live control room, select the Stream or Manage tab in the left menu.

Open Stream settings, find Additional settings, and switch on Enable DVR.

Start or continue the broadcast. Viewers can pause, rewind, and resume playback from the point where they paused.
YouTube’s official instructions place this control in Studio, not in your encoder. The menu wording can vary slightly by the view you use; look for the stream dashboard’s settings rather than changing encoder output settings.
What viewers can do with DVR enabled
YouTube DVR lets viewers pause, rewind, and continue watching while the broadcast is still live. When someone resumes after pausing, playback continues from their pause point; it does not automatically jump to the live edge. Viewers cannot seek to a point before the broadcast began.
If DVR is off, viewers cannot seek backward during the live stream. YouTube may still make a full recording available after the broadcast, depending on the stream and recording availability; that later recording is different from rewind access during the live event.

Change DVR after going live
You can change the DVR setting while a stream is live. The change applies only to viewers who start playing the stream after you make it; it does not change the experience for people already watching. If you turn DVR on mid-broadcast, viewers already in playback may need to start the stream again to receive the updated behavior.
YouTube does not support disabling DVR for webcam and mobile streaming. Do not rely on the toggle being available to switch DVR off for those streaming methods.
Limits for long streams and certain devices

YouTube Help says DVR rewind may be limited or unavailable for streams longer than 12 hours. Treat 12 hours as an operational threshold, not a guarantee that every shorter stream has identical rewind behavior.

Viewers using Apple TV, Apple AirPlay, or older app versions may have lower rewind limits.

The rewind window cannot extend to before the live broadcast began. This also affects pause-and-resume: pausing does not preserve access to material earlier than the stream’s start or beyond the available rewind window.
These are YouTube platform limits, rather than settings you can fix by changing bitrate, keyframes, or your encoder. The official help pages reviewed do not display a publication date or version; check YouTube’s current guidance if your production depends on a particular device or a very long broadcast.
DVR and latency are separate settings
Enabling DVR does not require a latency change. Choose latency according to how interactive the stream needs to be:

Low or ultra-low latency reduces delay for more responsive interaction, but YouTube warns that lower latency may increase playback buffering.
Set latency for the conversation you want with viewers; use the DVR toggle separately to permit pause and rewind. Changing one is not a prerequisite for the other.
