Steam discounts can lower the purchase barrier and create a promotional moment, but a deeper discount does not automatically mean higher revenue. The outcome depends on how many additional copies sell at the reduced price, Steam’s discount and price-floor rules, regional pricing, and the game’s stage in its lifecycle. Indie developers should use Steamworks’ title-specific sales and revenue reports to evaluate promotions rather than rely on a universal discount formula.
What a discount changes—and what it does not prove
A sale reduces the price paid per copy. Revenue rises only if the added sales volume is sufficient to outweigh that reduction; selling more units by itself is not evidence of earning more. A promotion can also coincide with other changes—such as an update, an event placement, or seasonal demand—so a before-and-after comparison does not necessarily show that the discount caused the difference.
There is no verified current representative indie-game revenue figure or controlled estimate here of the net-revenue lift caused by discounting. The available public evidence does not establish a universally best discount depth.
Steam discount rules that shape a pricing plan
Steamworks’ current discount documentation describes these ranges and durations. Treat them as platform rules to confirm in the live partner tools before scheduling, not as recommendations about what a game should charge. Steamworks discount documentation

Cooldowns and sale timing
Most discounts are subject to a 30-day cooldown. Steam-wide seasonal sales are exempt from cooldowns created by other discounts, but that exemption does not remove other eligibility rules. Price increases generate a 30-day discount cooldown, and price changes generally must wait until 30 days after release. Check the partner tools for the specific product’s eligibility before committing to dates.
Not every visibility opportunity requires a markdown: Steam distinguishes themed or showcase events that may feature games at full price from placements specifically for discounts, which require a sale price. Minimum transaction prices constrain discount depth
Steam’s minimum base price is at least the equivalent of its $0.99 USD tier under the multi-variable conversion method. The lowest transaction price is approximately $0.49 USD, with exact permitted prices varying by currency. The documentation illustrates the effect: a product at the $0.99 tier may discount up to 50%, one at the $1.99 tier up to 75%, and one at the $4.99 tier up to 90%, subject to the documented floors. These are rule examples, not recommended discount levels. A discount that would take a regional price below the permitted minimum can limit the permitted discount or make the product unavailable in that market.
Regional pricing is a separate decision
Discount depth and the base price assigned to each currency are related but distinct choices. Steam describes three conversion methods: exchange-rate conversion; purchasing-power conversion based on public data about local purchasing power; and multi-variable conversion, which also considers the expected price of comparable entertainment goods. Developers may enter prices by currency and research supported markets separately. A discount that is viable in one currency may run into a price floor in another, so review the resulting regional transaction prices rather than judging a promotion from its headline percentage alone. How to judge a promotion using your own game’s results
Steam’s Sales & Activation reporting provides dashboards and downloadable CSV files for tracking player, sales, and revenue changes over time. On September 15, 2025, Steamworks announced that discount history pages integrate revenue and unit data for each discount. That lets a developer compare a title’s own promotions; it does not make one game’s response a reliable forecast for another. Steamworks Development announcement, September 15, 2025
Build a comparison that is useful, not overstated
- Record the promotion: note the discount depth, duration, base price, and regional prices.
- Choose a comparison window: define the periods being compared and keep their lengths clear.
- Capture outcomes: compare both units and revenue, not unit volume alone.
- Record context: note time since launch, major updates, event or store visibility, and other material changes during the period.
- Interpret cautiously: describe an observed change as occurring during the promotion unless the comparison design supports a stronger causal claim.
Results can be confounded by release age, content updates, seasonality, event exposure, and shifts in demand. The reviewed sources do not quantify how much genre, audience, price point, game age, reviews, or content changes price sensitivity, nor do they establish a way to weight those factors into one best discount plan.

What published indie-game figures can—and cannot—tell you
A 2018 TU Wien thesis attributes historical estimates to Galyonkin: an average lifetime total of 21,000 copies and an average price of $8.72 for indie games as of 2017, plus an average price of about $4.63 during the 2016 Steam Summer Sale. These are old, secondary-reported estimates, not current typical outcomes, a revenue forecast, or evidence that a particular discount increased net revenue. TU Wien thesis record
What may change about Steam sale discovery
GamesRadar reported on September 29, 2026 that Valve planned to move the Steam Discounts & Events section from a limited set of curated placements toward algorithmic recommendations in early 2027. The report attributes to Valve a test that showed more games displayed and increases in store-page visits, wishlists, and cart additions. Those are platform discovery results, not a measured revenue lift for indie developers or proof that a specific game will receive more exposure.
