How the Five-Run Time-Wasting Penalty Works in Cricket

A repeat fielding-side time-wasting offence earns the batting side five runs only outside an over. During an over, the bowler is suspended instead.

Under the MCC Laws, the fielding side receives a first and final warning for time-wasting. If it happens again outside an over, the batting side is awarded five penalty runs. If the repeat offence occurs during an over, the bowler is suspended for the rest of the innings instead; Law 41.9 does not prescribe five runs for that case.

How the fielding-side rule works

MCC Law 41.9 says it is unfair for a fielder to waste time. It gives an unnecessarily slow over, or time wasted in another way by the fielding captain or another fielder, as grounds for the umpire to act. The Law sets no numerical time threshold for this procedure: whether time has been wasted is a matter for the umpire’s judgment. See MCC Law 41.9.

First instance: a first and final warning

If the ball is in play, the umpire calls and signals Dead ball and informs the other umpire. The bowler’s-end umpire warns the fielding captain that it is a first and final warning, and informs the batters. The warning applies to later fielding-side time-wasting in that innings.

Repeat offence outside an over: five runs to the batting side

For a further instance outside an over, the umpire again calls and signals Dead ball if the ball is in play, then informs the other umpire. The bowler’s-end umpire awards five penalty runs to the batting side and explains the reason to the fielding captain. The batters are informed, and the batting captain is told as soon as practicable.

Repeat offence during an over: the bowler is suspended

If further time-wasting occurs during an over, the prescribed sanction is different: the bowler’s-end umpire directs the fielding captain to suspend the bowler immediately. That bowler cannot bowl again in the innings. If the over needs to be completed, another bowler must finish it; that replacement must not have bowled any part of the previous over and must not bowl any part of the next over. This in-over case is not the five-run sanction.

After the match

The umpires report the incident to the offending side’s executive and any governing body responsible for the match. Those bodies may take further action against the captain, individuals or team.

How the five penalty runs are scored

Under MCC Law 41.17, batting-side penalty runs are signalled when the ball is dead and recorded as penalty extras. They are additional to other penalties and to runs scored from deliveries immediately before or after the award, and are not attributed to either delivery. The batters do not change ends solely because these five runs are awarded. The provisions for recording penalty runs are in the MCC Unfair Play Laws.

When penalty runs are awarded to the fielding side, they are added to its most recently completed innings total, or to its next innings if it has not completed one. The MCC explanation of changes for the 2026 edition covers the relevant penalty-run provisions.

How batter time-wasting differs

Law 41.10 treats batter time-wasting separately from fielding-side time-wasting. At a batter’s first offence, the umpire warns both batters; the warning applies for the innings, and incoming batters are told about it. For a further offence, the attempted run is disallowed, the batters return to their original ends, and five penalty runs go to the fielding side. The recipient therefore depends on which side commits the offence: a repeat fielding-side offence outside an over benefits the batting side, while repeat batter time-wasting benefits the fielding side. Which rules apply to a particular match?

The MCC Laws are the general Laws of Cricket. At international level, the ICC applies playing conditions, which may affect how a rule operates in a particular competition or format. Check the conditions governing the match rather than assuming the general Law alone settles every detail. MCC explains the distinction in About the Laws of Cricket; the ICC Men’s ODI Clause 41 is an example of format-specific playing conditions.
