Terraria is the best all-around fit if you want action and open-ended construction in one game: you explore, gather, build, and fight in a 2D sandbox. It is not a Cuphead-style run-and-gun or a 3D Minecraft replacement. For construction with a story and clearer objectives, choose Dragon Quest Builders 2; for mining, base-building, and co-op, consider Core Keeper.

Terraria offers the strongest overlap among these options. Its sandbox brings combat together with gathering, mining, cave exploration, building, and multiplayer. That makes it a better match for the combined request than games that mainly emphasize either combat or construction.

The important difference is perspective and structure: Terraria is a 2D side-scrolling sandbox, not a run-and-gun game styled like Cuphead, and it does not present a 3D building world like Minecraft. If you want goals to guide your building
Choose Dragon Quest Builders 2. Square Enix describes a sandbox world of memorable characters and dangerous monsters, with a goal of restoring the power of creation to Alefgard. Its official page invites players to “Gather materials, craft items, and build everything imaginable!” That promise of creative building sits within a more directed, story-led structure than a completely open-ended builder.

If you want a cavern base and co-op
Core Keeper combines mining, building, fighting, crafting, and farming in a cavern sandbox. Its Steam listing describes play for one to eight players and gives its full-release date as August 27, 2024. If multiplayer is a deciding factor, confirm the current store listing for your platform and edition.
If action matters more than freeform construction
Minecraft Dungeons is the clearest choice among these for action in the Minecraft universe. Its official description focuses on missions, melee and ranged combat, gear, and solo or up-to-four-player co-op. Do not choose it on the assumption that it offers Minecraft’s freeform building: the official description does not position it as a building sandbox.

If survival is part of the appeal
Valheim and LEGO Fortnite (Odyssey) are adjacent options rather than the closest matches. The comparison guide describes Valheim in terms of gathering resources, building, farming, and combat, making survival a central part of its appeal. It describes LEGO Fortnite as a survival mode with building and adjustable combat; check Fortnite’s current naming and availability if considering it.
What Cuphead and Minecraft contribute to the comparison
Cuphead’s official site emphasizes boss fights, weapons, super moves, strange worlds, and its distinctive 1930s-cartoon presentation, created with hand-drawn cel animation and watercolor backgrounds. It says players can “Play in single player or local co-op, traverse strange worlds, acquire new weapons, learn powerful super moves, and discover hidden secrets!” That is a useful reference for the action side of this search, but none of the recommendations above should be treated as a Cuphead clone.

Here, Minecraft represents the desire to build. The strongest matches are therefore games that give construction a meaningful role alongside combat or exploration, not simply games with crafting or enemies. Terraria is the most balanced choice; Dragon Quest Builders 2 makes building more goal-driven, while Core Keeper puts it in a mining-and-cavern setting.
