They can be—but “third-party seller” covers authorized retailers, multi-seller marketplaces, and informal individual sellers, which do not carry the same risk. Steam permits developers to distribute keys through other stores, but that does not endorse every seller. For a safer purchase, verify the retailer with the game’s publisher or developer, check the seller’s refund terms, and treat an unusually low price as a reason to investigate. Even a key that activates can later be revoked if it was obtained through fraud.
When a third-party Steam key is a safer purchase
A sale outside Steam can be legitimate. Valve’s Steamworks key rules allow developers to request keys for distribution through other stores. The important question is not simply whether the key works with Steam; it is whether the retailer is authorized to sell that particular game and whether the key was obtained legitimately.

Steam’s Subscriber Agreement recognizes authorized resellers and directs customers with product-key questions to the reseller. Check the game publisher’s or developer’s own current information for the specific retailer. A marketplace listing, a “Steam-compatible” label, or successful activation does not by itself establish authorization.
How to assess a seller before paying
- Verify authorization for that game. Look for the exact retailer in the publisher’s or developer’s authorized-seller information. Do not assume a seller’s authorization for one game applies to another.
- Read the remedy terms. Check how the seller handles an invalid, already-used, region-restricted, or later-revoked key. Steam directs authorized-reseller key questions to the reseller, so make sure you know how to contact it and what its refund policy promises.
- Check the listing details. Confirm the product is the intended game and that its region restrictions fit where you will redeem and play it. Steam warns that keys offered in informal trades can be for a different game or region restricted.
- Investigate implausibly low prices. Paradox Interactive advises buyers to be suspicious of offers far below market price. A deep discount is a warning sign to check the seller and key source, not proof on its own that a listing is fraudulent.
- Avoid informal player-to-player key trades. Steam says these trades are unsupported and warns that offered keys may be fake, used, for another game, or region restricted.
Why an activated key can later stop working
Activation confirms that Steam accepted the code at that moment; it does not prove the original purchase was legitimate or guarantee lasting access. Valve says developers can revoke keys that were stolen or purchased fraudulently, while cautioning developers not to disable keys legitimately sold to customers.

In a support article updated March 17, 2024, Paradox Interactive says it has seen games removed or disabled from Steam accounts after it asked Steam to disable codes tied to stolen or fake credit-card purchases. The publisher says this process can take a few weeks after the initial purchase. That is a publisher-specific account, not a measure of how often third-party keys are revoked overall.
Valve’s Steamworks guidance to developers puts the provenance concern succinctly: “In general, you should treat keys like cash.” Paradox’s advice in its article is: “Be suspicious of people who are able to sell things way below market price.” Both are warnings about risk, not evidence that all off-Steam sales are unsafe.

What an error message can—and cannot—tell you
Steam Support’s Retail CD Keys guidance explains that keys intended for Steam registration are identified as such on packaging or in the delivery email. A key not meant for Steam may return an “Invalid Product Code” error. That can help distinguish a compatibility problem from other issues, but it does not establish whether the seller was authorized or whether an accepted key could later be revoked.

For questions about a key bought from an authorized reseller, Steam points buyers to that reseller. Valve’s Subscriber Agreement also says it makes no representation or warranty about third-party sites. Before purchase, check the seller’s support and refund terms rather than assuming Steam will resolve a dispute with an outside store.

For an informal trade, the risk is harder to manage: Steam describes CD-key trading as unsupported and lists several possible problems, including fake or used codes. Its Recommended Trading Practices page is the relevant guidance if someone is offering a key in a trade.
