Test your connection
If the problem continues, check whether other Steam functions work and whether the error occurs on another connection, if one is available. Steam recommends testing the router and, if possible, connecting the computer directly by Ethernet. Check for network restrictions
University networks and proxies may block ports Steam requires, and an ISP can also affect connectivity. If Steam works elsewhere but not on a managed network, ask its administrator about restrictions. If the problem appears limited to your ISP connection, contact the ISP.
