Pocket Gamer’s September 2, 2026 tier list is a useful dated snapshot of Sea of Conquest heroes, but it is not a verified ranking of every hero currently available. It covers version 1.1.781, while a separate Handbook guide was checked against version 1.1.790; the sources also rank heroes using different modes and assumptions. Use the list below as one editorial reference—not as a universal answer for every fleet or account.
What this tier list covers—and what it does not
The roster and placements below reproduce Pocket Gamer’s published snapshot, updated September 2, 2026. Pocket Gamer labels the game version as 1.1.781, names Mamiya as its latest addition, and says its ranking is subjective and primarily based on regular battles. The accessible evidence does not establish that this is a complete roster for October 4, 2026, or reconcile these placements with every hero added since that snapshot.
That qualification matters because the other reviewed rankings do not share one method. AllClash separates Naval Warfare from Close Combat and considers season and release context, including limited crossover heroes. The Sea of Conquest Handbook guide was updated September 28, 2026, verified September 9, and checked against version 1.1.790; it emphasizes role, damage type, star level, and availability rather than providing a comparable set of placements here. These sources do not support combining their grades into one definitive current list.

These are Pocket Gamer’s tier assignments for its September 2, 2026 snapshot, not independently verified or mode-specific grades. Its page uses S, A, B, and C tiers.

Why a hero’s tier can change by mode and account
Naval Warfare is not Close Combat
AllClash treats Naval Warfare and Close Combat as separate ranking contexts. A hero’s placement in one should not be read as proof of the same standing in the other. Pocket Gamer likewise cautions that high-seas combat is affected by ship crew and ship stats, and says its list is primarily based on regular battles. Its tiers therefore should not be taken as a complete ship-by-ship naval ranking.
Season, release age, and availability matter
AllClash discusses season and release context, including limited crossover heroes. A ranking that accounts for newer or limited heroes may not translate into a practical recommendation for someone who lacks them. The Handbook also identifies availability and star level as relevant to hero choices, so an aspirational tier placement is not the same as a ready-to-use lineup.

Role and damage type matter in a fleet
A high-tier hero still needs a suitable ship and team. The Handbook’s fleet guidance favors coverage across damage, defence, and support instead of filling a fleet with damage ships, and recommends matching a damage ship to its captain’s damage type for a placement bonus. Its advice is formation guidance, not a claim that one lineup fits every stage or roster.

How to use the list when building a fleet
- Choose the mode first. Decide whether you are evaluating Close Combat or Naval Warfare; do not assume a grade transfers unchanged between them.
- Check your actual roster and investment. Consider whether you own the hero and their star level before treating a tier as an upgrade target.
- Assign ship roles. Build for damage, defence, and support coverage rather than selecting only heroes with the highest letter grade.
- Match captain and ship. For a damage ship, follow the Handbook’s recommendation to align the captain’s damage type with the ship’s for a placement bonus.
- Compare like with like. When consulting another list, check its date, game version, mode, season assumptions, and treatment of limited heroes before comparing tiers.
