Sea of Conquest Best Heroes for PvE vs. PvP: Choose by Mode and Team

There is no universal best hero in Sea of Conquest. Match heroes to Naval Warfare or Close Combat, your team’s needs, and the resources you can invest.

There is no reliable one-size-fits-all hero ranking for Sea of Conquest. A hero’s value depends on whether you are building for Naval Warfare or Close Combat, what the encounter demands, and how well the hero fits your ship and crew. The names below are guide-supported options to consider—not an official or universally tested tier list.

First, identify the combat mode

Recommendations do not transfer automatically between the game’s two distinct combat modes. AllClash’s September 2026 guide describes Naval Warfare as ship-based combat using up to three heroes per ship, with encounters against monsters, forts, and ships. Close Combat is a turn-based, five-versus-five RPG mode where heroes use different skills. AllClash’s mode and hero guide is the basis for these descriptions.

“PvE” and “PvP” alone may not tell you which setup to use: the available guides distinguish combat modes but do not provide a complete official mapping of every activity to those labels. Name the activity you mean, then check which mode it uses and read the hero’s kit for that mode.

Choose for the job your team needs

Start with the gap in your lineup, rather than a tier-list position. Consider the encounter, the ship’s role, the damage or support job you need, and whether the rest of the crew enables the hero’s skills. A damage specialist is not automatically a better choice than a defender or support hero when your team needs to survive or set up a particular effect.

  • SOLO OR MULTIPLAYER: Play a full solo mode or dive in with 1 to 4 players for engaging sessions that work for date nights, game groups, or family strategy nights with experienced teen and adult gamers.
  • HIGH REPLAY VALUE: Variable setup, shifting goals, and multiple paths to victory ensure every play feels different, rewarding clever planning, long term engine building, and tactical adaptation at the table.
  • FOR TEENS AND ADULTS: Recommended for ages 14 and up, ideal for hobby gamers, educators, and families looking for a thoughtful mid-weight strategy experience that invites discussion after every game.

The independent Sea of Conquest Handbook’s fleet setup guide recommends balancing damage, defense, and support across a fleet. It also reports a 20% placement bonus when a damage ship matches its captain’s damage type. That is a fan-guide claim, not an official figure; verify the bonus in-game before building around it.

Hero options by role

AllClash’s September 8, 2026 guide describes the following strengths and conditions. Treat them as options to investigate for the relevant mode and your roster, not as independently tested rankings.

Rank #2
Oink Games Deep Sea Adventure Boost, Push-Your-Luck Family Board Game
  • Dive into thrilling underwater treasure hunts in Deep Sea Adventure: Boost, where players compete to collect treasures, manage limited oxygen, and make strategic decisions under pressure.
  • Designed for 2–6 players, this fast-paced game delivers engaging 30-minute rounds perfect for family game nights, casual play sessions, and competitive friends or sibling rivalries.
  • Enjoy updated mechanics and enhanced strategic elements that add depth to the push-your-luck gameplay, keeping each turn tense as players weigh risk versus reward in the ocean depths.
  • Portable and travel-friendly, Deep Sea Adventure: Boost is ideal for gaming on the go, vacations, or small spaces, offering convenient setup, compact components, and endless replayability.
  • Perfect for ages 8 and up, this edition revitalizes the classic treasure-hunting game with improved dynamics, new challenges, and strategic decision-making that appeals to both newcomers and returning players.
Hero Guide-described strength What to consider
Mamiya Repeated Cutthroat burst damage in Naval Warfare. She is described as a limited SP hero. AllClash cautions against treating her as a quick fix if you lack a stable Cutthroat ship foundation; her value depends on your roster and investment.
Kenshiro Damage mitigation and reflection, making a flagship more dangerous to attack. Also described as a limited SP hero. Consider access and the resources needed to build him before planning around his kit.
Bones Focused naval targeting and strong damage; a glass-cannon-style option in Close Combat. He needs protection and support. His damage potential is less useful if the team cannot keep him alive.
Griffin Area damage in both Naval Warfare and Close Combat. Worth investigating when multi-target damage is the priority; still check how he fits the current roster and crew.
Old Ahab Shields for fleet protection and durability in Close Combat. A defensive choice when staying power is the need, not a universal substitute for damage specialists.
Mad Dog Naval cooldown support that may help a mostly epic-hero lineup; cooldown interference in Close Combat may disrupt opponents. His naval effect depends on his leadership position, so his usefulness is team-specific.

These descriptions come from AllClash’s guide, which includes the Fist of the North Star collaboration. Check current in-game skill text and availability before spending resources, especially on limited heroes.

How much weight to give tier lists

Tier lists are snapshots of opinion, not guarantees that a hero will perform best in every mode or team. Pocket Gamer’s Sea of Conquest tier list was updated September 2, 2026 for version 1.1.781. The publisher calls it subjective, says it is primarily based on regular battles, and cautions that high-seas combat depends on a ship’s crew and stats. AllClash’s September 8, 2026 guide is more explicitly mode-aware and includes limited collaboration heroes, but it is still guide advice rather than an official ranking.
