There is no reliable one-size-fits-all hero ranking for Sea of Conquest. A hero’s value depends on whether you are building for Naval Warfare or Close Combat, what the encounter demands, and how well the hero fits your ship and crew. The names below are guide-supported options to consider—not an official or universally tested tier list.
First, identify the combat mode
Recommendations do not transfer automatically between the game’s two distinct combat modes. AllClash’s September 2026 guide describes Naval Warfare as ship-based combat using up to three heroes per ship, with encounters against monsters, forts, and ships. Close Combat is a turn-based, five-versus-five RPG mode where heroes use different skills. AllClash’s mode and hero guide is the basis for these descriptions.
“PvE” and “PvP” alone may not tell you which setup to use: the available guides distinguish combat modes but do not provide a complete official mapping of every activity to those labels. Name the activity you mean, then check which mode it uses and read the hero’s kit for that mode.
Choose for the job your team needs
Start with the gap in your lineup, rather than a tier-list position. Consider the encounter, the ship’s role, the damage or support job you need, and whether the rest of the crew enables the hero’s skills. A damage specialist is not automatically a better choice than a defender or support hero when your team needs to survive or set up a particular effect.

The independent Sea of Conquest Handbook’s fleet setup guide recommends balancing damage, defense, and support across a fleet. It also reports a 20% placement bonus when a damage ship matches its captain’s damage type. That is a fan-guide claim, not an official figure; verify the bonus in-game before building around it.
Hero options by role
AllClash’s September 8, 2026 guide describes the following strengths and conditions. Treat them as options to investigate for the relevant mode and your roster, not as independently tested rankings.

Tier lists are snapshots of opinion, not guarantees that a hero will perform best in every mode or team. Pocket Gamer’s Sea of Conquest tier list was updated September 2, 2026 for version 1.1.781. The publisher calls it subjective, says it is primarily based on regular battles, and cautions that high-seas combat depends on a ship’s crew and stats. AllClash’s September 8, 2026 guide is more explicitly mode-aware and includes limited collaboration heroes, but it is still guide advice rather than an official ranking.
