To increase your settlement cap in Civilization 7, earn an in-game effect that explicitly grants Settlement Limit. Check civic and technology rewards, eligible city-state rewards, and your civilization’s unique civic tree; the available bonuses depend on your game and current update. There is no universal setting that makes every settlement penalty-free.
Where to find Settlement Limit increases
Inspect the reward descriptions in your current game and look for the exact phrase “Settlement Limit.” Official Civilization Support notes document several examples, but they are not a complete list and do not guarantee that each reward will appear in every game.
City-state rewards
Official patch notes list Hegemon, an Antiquity city-state reward, as granting +1 Settlement Limit (Civilization Support, June 23, 2025). Later notes list Karum in Antiquity, Mappa Mundi in Exploration, and Annexation in Modern as +1 Settlement Limit effects (Civilization Support, September 30, 2025). Treat these as examples: check the reward tooltip and its availability before committing to a city-state.
Unique civilization effects
Some civilizations have cap increases in their own civic trees. Official notes identify Satrapies for Achaemenid Persia and Open Customs for Qing as +1 Settlement Limit effects (Civilization Support, November 4, 2025). They also list Captains of Industry (Tier 2) for America as a +1 effect (Civilization Support, December 9, 2025). Whether and when you can access an effect depends on the civilization and current game rules.

Civics, technologies, and age transitions
Review the current civic and technology trees for rewards that name Settlement Limit. Age transitions may also affect the cap, but an older GameSpot guide’s claim of a fixed +4 per transition dates to February 5, 2025; it should not be assumed to describe the current build (GameSpot, February 5, 2025). Use the in-game cap and warnings rather than relying on that historical number.
What happens if you settle over the limit?
Check the warning shown in your current game before founding or acquiring another settlement. A February 2025 GameSpot guide reported a −5 Happiness empire-wide penalty for each settlement above the limit, but that figure is historical and is not confirmed as the current value. The current penalty, if any, should be read from the live game rather than inferred from an older guide.

Why a bonus may not appear in an existing save
Settlement Limit effects can vary by age, civilization, and update. Firaxis cautions that some new abilities may not appear in an existing save until a later Age. Update 1.5.0, published September 15, 2026 and updated October 1, 2026, recommends starting a new game for the best experience; it also says Babylon begins with a reduced Settlement Limit (Civilization Support, Update 1.5.0). If an expected ability is missing, verify your game version and tooltip, then consider checking again after an Age transition or starting a fresh game.

- Open the current civic and technology trees and inspect rewards for the words “Settlement Limit.”
- Check eligible city-state reward tooltips before pursuing them; the documented examples vary by Age.
- Review your civilization’s unique civic tree for a cap-granting effect.
- Read the current settlement-limit warning and Happiness information before going over the cap.
- If an effect is missing from an older save, check again after an Age transition or test in a new game.
The official patch notes establish examples, not an exhaustive catalog of every civic, technology, wonder, city-state reward, civilization, DLC, or mode combination. Your current tooltips are the practical source for what is available in a particular game.
