The change makes native apps from services such as Xbox Cloud Gaming, GeForce NOW, or Amazon Luna possible, but it does not require those companies to launch them. Browser access remains the practical option for many Apple-device users.
What Apple changed on January 25, 2024
Apple’s announcement allows a developer to submit “a single app” capable of streaming all the games in its catalog. Before this change, Apple’s rules effectively treated each streamed game as an individual App Store product, an impractical model for services hosting hundreds or thousands of titles.
The new approach lets one host app present a catalog while the game runs on the provider’s remote servers. The app, rather than each streamed title, is the App Store product. Apple documented the change in its developer announcement: Apple’s January 25, 2024 developer update.
Worldwide does not mean immediately available everywhere
This was a global developer-policy change, not an EU-only concession. Apple announced it separately from its European Union Digital Markets Act changes, although both announcements appeared on the same date. The worldwide scope means developers can submit eligible catalog-streaming apps in App Store markets globally.

It does not mean that every service has submitted an app, passed review, supports every country, or offers its complete catalog on Apple hardware. Microsoft, NVIDIA, Amazon, and other providers still decide whether a native client is worth building and distributing under Apple’s rules.
Why the change matters to Xbox Cloud Gaming and GeForce NOW
Catalog services previously faced a structural problem: putting every streamed game through the old individual-listing model was not realistic. A single catalog app removes that obstacle. Coverage from MacRumors and 9to5Mac identified Xbox Cloud Gaming and GeForce NOW as prominent potential beneficiaries.
“Potential beneficiary” is not the same as “native iPhone app.” Apple changed eligibility; it did not announce a Microsoft or NVIDIA product launch. A current service page may still direct Apple-device users to Safari or another web route.

Rules that still apply under Guideline 4.7
Apple’s current App Review Guidelines, including Guideline 4.7, cover software delivered from outside the app binary. The category includes streaming games, HTML5 and JavaScript mini-apps, chatbots, plug-ins, and certain emulators.
The host app is accountable
The developer of the host app is responsible for the software and experiences made available through it. A streamed title does not escape App Review simply because it is rendered on a remote server.
Privacy, moderation, and user controls
- Hosted software must comply with Apple’s privacy requirements.
- Apps need filtering for objectionable material, reporting tools, timely responses to concerns, and user-blocking functions where applicable.
- The host cannot automatically transfer its privacy permissions to an individual hosted experience without the user’s explicit consent.
Payments and digital goods
Digital goods and services must follow Guideline 3.1. A provider must determine how its cloud subscription, in-game purchases, and other digital entitlements fit Apple’s payment rules, including any permitted account-based or external-signup arrangement. Terms can vary by region, program, transaction type, and subscription history, so there is no single commission figure that applies to every service.

Indexing and platform access
The app must provide an index of the software and metadata available inside it, including universal links to all offered software. Hosted software cannot receive unauthorized access to native platform APIs or technologies.
Age ratings
Apple requires the host app to carry the age rating of its highest-rated included content. Users must be able to identify content that exceeds the overall rating, and access must be restricted using verified or declared age information. A broad catalog containing mature games may therefore receive a high overall rating.

A native wrapper can improve integration without changing the fundamental cloud connection. Image quality and responsiveness still depend on bandwidth, latency, congestion, server distance, device hardware, codecs, and controller support.

Xbox Cloud Gaming: requirements for iPhone and iPad
Xbox’s current cloud-gaming page lists Apple and Android phones and tablets, Safari access through Xbox.com, and a compatible controller for most games. It specifies at least 10 Mbps, with 20 Mbps recommended for some devices and best quality. Selected free-to-play games can be accessed with a free Microsoft account in supported regions; other cloud access requires an eligible Game Pass route, currently listed as Essential, Premium, or Ultimate.
- Game availability changes by region, plan, platform, and time.
- Some games offer touch controls, but a controller is the safer general recommendation.
- Some games that a user owns may be streamable when Xbox marks them eligible.
GeForce NOW: requirements and Safari limitations
NVIDIA’s current requirements list iPhone and iPad support on iOS/iPadOS 15.4 or later. NVIDIA recommends at least 15 Mbps for HD and 25 Mbps for full HD, 5 GHz Wi-Fi or wired networking where possible, and latency below 80 ms from an NVIDIA data center.
- A compatible gamepad is recommended for gameplay.
- Keyboard and mouse are limited on iPhone and iPad because of Safari restrictions and are not recommended for regular play.
- An on-screen virtual gamepad exists, but NVIDIA does not recommend it for long-term gameplay.
NVIDIA’s documentation refers to Premium and Ultimate memberships for higher resolutions, HDR, RTX, and high-frame-rate features. Check the live membership page for current prices.

Amazon Luna: browser access remains central
Amazon’s official explanations at About Amazon describe Luna on iPhone and iPad through browser-based access, alongside PC, Mac, Fire TV, Android, Chromebook, and other supported devices. Amazon says users can use a Luna Controller, compatible Xbox or PlayStation controllers, or the Luna Phone Controller app in supported situations.
Luna access can be tied to Prime benefits and paid channels, with availability varying by market. Historical launch prices are not reliable current prices; check the live Luna page before subscribing.
Native app versus Safari: which is better?
Choose browser access when
- The provider has not released a native iOS or iPadOS app.
- You want the provider’s latest web features without waiting for App Review.
- You prefer not to install another app.
A native app could help when
- Controller pairing and fullscreen behavior are more consistent.
- The provider adds better audio, display, notifications, or account integration.
- Updates and support are easier to manage through the App Store.
Neither option guarantees lower latency or better image quality. Those depend primarily on the provider’s infrastructure and your connection.
Controllers and network setup
For serious mobile play, use a compatible Bluetooth or USB-C controller rather than relying on touch input. Xbox Wireless Controllers, PlayStation DualSense controllers, MFi-compatible pads, and mobile controllers from Backbone, Razer Kishi, or 8BitDo are examples of product categories to check. Confirm iOS/iPadOS compatibility for the exact model and service before buying.

For networking, prioritize a stable 5 GHz Wi-Fi or wired connection, low latency and jitter, and a nearby access point. A fast connection can still feel poor if interference or distance causes packet loss. NVIDIA recommends 5 GHz or wired networking and latency below 80 ms; Xbox lists 10 Mbps as a mobile minimum and 20 Mbps for some devices and quality targets.

What to check before subscribing
- Confirm that the service operates in your country and supports your iPhone or iPad model.
- Check whether access uses a native app or Safari.
- Verify that your desired games are cloud-enabled and included in your plan.
- Test your connection for latency and stability, not only download speed.
- Confirm controller compatibility before purchasing accessories.
- Review the provider’s current price and payment flow immediately before subscribing.
