For iPhone and iPad owners, it means an easier way to install emulation software—while game files, device performance and app-specific limits remain their responsibility.
What Apple changed—and what it did not
In April 2024, Apple revised App Review Guideline 4.7 to permit retro game console emulator apps. The guideline allows qualifying apps to offer games for download, subject to Apple’s rules and applicable law. In August 2024, Apple expressly extended the language to PC emulator apps. Apple’s current App Review Guidelines make developers responsible for compliance, including content and legal obligations.
This is permission to submit a category of apps for review, not an unconditional approval for every emulator, game catalog or console. Emulation is a software technique; the legal status of a ROM, firmware image or download is a separate matter. Apple does not supply commercial game libraries as part of the policy change.
Before the change, Apple’s rules against certain kinds of external or dynamically loaded code, alongside review decisions involving unauthorized content and app functionality, made mainstream emulator distribution difficult. Many projects used other channels, including sideloading or jailbreak-dependent distribution. That did not make every such project illegitimate, but it meant more installation friction and different security and maintenance risks.

Is the change limited to the European Union?
No. The App Store guideline change is not described as an EU-only rule, and Delta’s U.S. App Store listing is a practical example of availability outside the EU. European regulatory scrutiny—including the Digital Markets Act—formed part of the wider context, but the available evidence does not establish that the EU directly ordered Apple to approve a particular emulator.
The EU’s separate rules for alternative marketplaces and web distribution are easy to confuse with the emulator policy. Apple describes alternative app distribution as available in the EU and Japan under region-specific requirements; it is a different route from downloading an emulator through the ordinary App Store. The European Commission’s developer portal also identifies retro-game emulators as an example of apps distributed on iPhone and iPad.
Which emulators can you use?
Availability, features and geographic access can change. These U.S. App Store listings illustrate two different approaches; their supported systems do not guarantee that every game will run equally well on every device.

Dedicated PlayStation emulators, other multi-system apps and PC emulators such as UTM SE occupy more specialized niches. Apple’s August 2024 PC-emulator clarification widened the policy’s express scope, but UTM SE’s approval does not establish that desktop operating systems or PC games will run well on an iPhone. PC software can require more storage, firmware, input configuration and processing power than older console games. MacRumors reported on the PC-emulator guideline update.

Where the games, firmware and saves come from
An emulator imitates hardware or software; it usually does not include the original commercial game library. Depending on the system and app, you may need to import ROM files, cartridge dumps, disc images, BIOS or other firmware files, and possibly existing saves or memory-card images. Follow the emulator’s own documentation for supported formats and any required firmware.

Obtain game and firmware files through lawful means. Whether making a personal backup is permitted depends on the jurisdiction and circumstances; owning a cartridge or disc does not automatically settle every question about copying it, bypassing copy protection or downloading a separate image. An emulator’s App Store approval is not a copyright license for the files used with it.
Apple’s guideline allows covered apps to offer downloads under its conditions, but that does not mean a developer may lawfully host a library of commercial ROMs without authorization. A download catalog could instead contain public-domain or developer-authorized software, or provide access to content for which distribution rights are clear. Importing files from the Files app or a documented sharing workflow is another common approach.
Save states capture an emulator’s current state and can be convenient, but they are often tied to a particular emulator or core. Ordinary in-game saves are generally more portable. Make a backup before switching apps, updating cores or moving devices, and test that a game’s normal save works before relying on a save state as your only copy.

Install and set up an emulator
- Check compatibility. Confirm the emulator’s minimum iOS or iPadOS version, supported systems and availability in your country. Delta’s U.S. listing, for example, states iOS/iPadOS 14 or later; that requirement does not apply automatically to other apps.
- Use the official listing. Open the app’s App Store page, verify the developer and supported systems, and review its privacy information and recent update history before installing.
- Prepare lawful files. Obtain games and any required firmware through lawful channels. Do not assume that an emulator includes games or that an online ROM download is authorized.
- Import and configure. Use the app’s documented import or Files workflow. Add BIOS or firmware only if that emulator’s instructions require it, then configure touch controls or pair a compatible external controller.
- Test before relying on a setup. Check that the game launches, controls map correctly and an ordinary in-game save persists. Back up saves before changing emulator versions, moving devices or enabling cloud sync.
What can go wrong on an iPhone or iPad?
- Performance varies sharply by system. Older handhelds are generally less demanding than systems such as GameCube, Wii or 3DS. A system listed as supported is not a promise that every game is full-speed or glitch-free on your hardware.
- iOS restrictions can limit demanding emulation. Just-in-time compilation (JIT) restrictions can affect performance, particularly for PC and newer-console workloads. App approval alone does not remove those constraints.
- Controls are app- and game-dependent. Touch buttons can be awkward for action, fighting, racing and platform games. External controller support and button mapping vary, so confirm compatibility with the chosen app and device.
- Firmware and file formats matter. Some systems need specific BIOS files; others may use replacement implementations or none. A file can fail because its format, region or placement is wrong, or because the app lacks the required core.
- Storage and updates need attention. Disc images and texture packs may consume substantial space. Emulator updates, core changes and new iOS versions can affect rendering or save compatibility; Delta’s listing history, for example, includes fixes involving N64 textures, DS behavior, save states, controller skins, AirPlay and iOS 26 support.
- Availability is not permanent. Apple can remove apps for legal violations, repeated policy breaches, fraud or demands from rights holders or authorities. If an app disappears, future downloads or updates may become difficult. Apple describes removal reasons in its App Store transparency materials.
If a game will not start, check the file format and region, the required core and any BIOS placement instructions, then review controller mapping and permissions. If those are correct, the game may simply be unsupported or incompatible with that emulator version.

Installing from the App Store gives you Apple’s standard review and update channel, but review is not a guarantee that every feature works, that the developer will maintain the app indefinitely, or that the game files you add are lawful. Apple can remove an app, and an approved app may still have bugs or privacy trade-offs.
Alternative marketplaces or web distribution may matter to users in eligible regions who want an app unavailable through the App Store. Apple says those routes have separate requirements and platform-integrity checks; it also warns that alternative distribution can carry additional privacy, security, fraud, malware and piracy risks. Payment, review and update arrangements differ from the standard App Store. Which route fits your gaming habits?
- Choose Delta if you mainly want the Nintendo systems it lists, value a simple App Store installation and want features such as save states, fast-forwarding and controller support.
- Consider Provenance if breadth across systems matters more than a minimal setup and you are prepared for more configuration. Check which features require Provenance Plus and test performance on your own device.
- Look at a specialist or PC emulator only when you need a particular system or software environment. Confirm its requirements and likely performance rather than assuming that policy approval means practical compatibility.
- Use alternative distribution only if the app you want is unavailable in the App Store, the route is supported where you live, and its different review and security arrangements are acceptable to you.
- Use dedicated hardware or a computer when low latency, accurate rendering, broad compatibility or demanding systems matter more than playing on a phone. You do not need to buy a new Apple device just to try retro emulation; check the emulator’s listed requirements first.
Why Apple’s approval does not settle the legal question
Keep the software and content questions separate: the emulator app, game ROM, console BIOS or firmware, trademarked title and artwork, and any online multiplayer service can each raise different issues. Copyright, circumvention and distribution rules vary by jurisdiction. Neither the age of a game nor App Store availability by itself establishes that a particular file is authorized.
Apple’s policy is also framed around “retro” systems without a simple public list of every permitted console. Review remains app-specific and can involve implementation, performance, content and legal presentation. The result is a meaningful opening for emulation, not a promise that every old platform or app will pass review.
