Where to look for a Power Rod
Celeste’s raid guidance says, “Celeste here: If you’re after that power rod I need, start by looking around the Generator Hall.” The quest reference directs Raiders to the Power Generation Complex, next to Generator Halls in the northeast of Dam Battlegrounds. Treat Generator Hall as the landmark for the search area—not as a guarantee that a rod will be waiting in a specific container.
Approach from outside
One reported route enters the complex using an exterior zipline, then checks breachable electrical cabinets. Cabinets are places to search, not confirmed fixed spawn points; the available guides do not establish a guaranteed Power Rod location or spawn rate.
Approach through Generator Hall
Another route drops into Generator Hall and follows the corridors east toward the Power Generation Complex and its control-room area. Use the hall, eastbound corridors, and complex as navigation landmarks. Container contents can vary, so check the relevant cabinets and nearby containers rather than relying on one cabinet to produce the item.

Is the locked room required for Tribute to Toledo?
No. The quest requires obtaining a Power Rod for Celeste; opening the locked door is not a quest objective. The door is in the Power Generation Complex control-room area and consumes one Power Rod when opened.
If you have only the rod you need for Celeste, keep it for the quest turn-in. A PC Gamer account reports finding lockers and table loot in the room, with examples including medical items, throwables, ammunition, materials, and possible weapons. Those are observed examples, not a guaranteed loot table or a promised reward, so spending the quest item is a choice to pursue uncertain loot.

Other ways to obtain a Power Rod
Recycle a Snap Hook
The quest reference lists recycling a Snap Hook as an alternative way to obtain a Power Rod. This can be useful if you have a Snap Hook available and want to avoid spending the rod intended for Celeste on the door.
Craft one at Refiner 3
The item reference lists the Power Rod as an Epic refined material. At Refiner 3, the recipe is two Advanced Electrical Components plus two ARC Circuitry for one Power Rod.

The documented routes are searching the Power Generation Complex, recycling a Snap Hook, or crafting at Refiner 3. The available references do not establish which option is fastest or least costly for every player.
