Partly. Steam says regular Trading Card drops arrive occasionally while you play a participating game, and that they are tied to playtime—not achievements. Steam does not publish a schedule or probability for an ordinary drop, so its timing is unpredictable to players. Booster packs are different: Steam explicitly says they are granted randomly to eligible users.
What “random” means for regular Steam card drops
Steam’s Trading Cards FAQ says that players “will occasionally receive trading card drops” while playing a participating game. It also says drops are tied to playtime within a game, independent of achievements.

That tells you the general trigger, but not when the next card will arrive. Steam does not give an exact interval or probability for ordinary drops in the reviewed FAQ. Nor does it describe an algorithm for selecting an individual card. It would therefore be too strong to say that every moment of play has a known chance of a drop, or that card identities are uniformly random.
How many cards can you earn by playing?
For most games, Steam says gameplay drops amount to about half of that game’s card set. The remaining cards generally have to come from other users, through trading or the Community Market. The game’s Badges page shows the account’s remaining drops.

Once that allotment is used, continuing to play does not provide the missing set cards through ordinary drops. Check the Badges page for the game-specific status and use Steam’s trading or Community Market features if you want to complete the set.
How booster-pack randomness works
Booster packs are the case where Steam expressly uses the word “randomly”: they are granted randomly to eligible users as community members craft badges. A pack contains three cards.

- Eligibility: You must have received all of the game’s allotted card drops.
- Weekly login: Steam says you must log in at least once a week to maintain eligibility.
- Steam level: A higher Steam level increases the booster-pack drop rate, but Steam’s FAQ does not give a numeric rate.
Use the card-drop status window on the game’s Badges page to see whether you have remaining drops and whether you are eligible for a booster pack. Eligibility does not mean a pack is guaranteed on a particular date.
Free-to-play games have a spending condition
For free-to-play games, Steam says card drops are tied to qualifying in-game purchases, at approximately one drop per $9 USD spent since the game’s cards launched. Steam Support says Steam Store DLC does not count toward additional drops for a free-to-play game. Check the game’s Badges information rather than assuming that playing alone—or owning DLC—qualifies the account.

Can a gameplay drop be foil?
Yes. Steam says there is a small chance that a gameplay card will be foil, and Steamworks documentation says foil cards drop the same way as regular cards. The sources do not publish a percentage, so there is no supported numeric foil-odds estimate to apply to a particular game or play session.

Valve’s May 10, 2017 Steam blog announcement described a confidence metric intended to delay card drops until a game appeared to be bought and played by genuine users. Valve said earlier playtime would count once the game passed that threshold. This is historical platform context, not a way to determine a current game’s status; check its Badges page for the account-specific information available there.
