The phrase can refer to other things, including a voice role in the 2024 Newgrounds short The Fathomless Deep Was Generous Today. For players searching in the context of The Outer Worlds 2, however, R. Debben and his Paradise Island house are the best-supported match.
How to unlock the Befuddled Fisherman’s house
Game8’s walkthrough reports that the house is locked until you restore power at the Paradise Island substation.
