Neither can be called the best-value card in India from the available evidence: current street prices, a complete compatible parts list, and 24/7 endurance results have not been established. Treat both as candidates to price and validate, not as a proven build.

What a 4K60 YouTube loop needs from a PC
A looping stream is less demanding than a typical gaming-and-streaming setup in one important respect: the PC does not need to render a game, but it must encode the video continuously and send it to YouTube without interruption. The right parts depend on the encoder software and codec you choose, the source video, your upload connection, the case and cooling, and how you will recover from power, software, or network interruptions.
YouTube’s current live encoder guidance supports H.264, H.265/HEVC, and AV1 over RTMP or RTMPS, with constant bitrate (CBR) and frame rates up to 60 fps. Which budget GPU candidates support AV1?
Intel Arc A380
Intel’s Arc A380 Product Guide V1.3 documents AV1 encoding and presents the card as an entry point for AV1 video and a suitable option for a dedicated streaming rig or media server. That is Intel’s product positioning, not independent performance or continuous-duty testing. Check the exact A380 board listing available to you: the guide does not establish its local price, stock, dimensions, connector, cooling behavior, or compatibility with a particular build. NVIDIA GeForce RTX 4060
NVIDIA lists AV1 encoding and one eighth-generation NVENC for the RTX 4060. Its published figures are 115 W total graphics power and 550 W required system power. These are vendor specifications, not a measurement of whole-system power during a 24/7 encoding workload or a universal PSU calculation. Confirm the exact card maker’s power connector and PSU recommendations before buying. NVIDIA’s figures do not establish that the RTX 4060 is the budget-best option in India. How to choose between them
Compare the exact cards and the whole system rather than choosing by GPU name alone. Verify current Indian seller stock and price, compatibility with your motherboard and case, board dimensions and power connector, and cooling for the room where the machine will run. Then test the chosen encoder software with your actual video and intended settings. No current India price comparison or tested complete build is established here, so a reliable total build cost or value ranking would be speculation.
YouTube settings for 4K at 60 fps
YouTube’s current table recommends different bitrates by codec. These are encoder settings for the outgoing stream; they are not a promise that an internet connection with the same nominal upload speed will be stable enough. YouTube advises testing upload bitrate and checking stream health.

The minimum figures are not a target for a stable 4K60 loop. Use the recommended value as the starting point for the selected codec, then confirm that the encoder and connection sustain it during a representative test. YouTube recommends CBR and a two-second keyframe interval; the interval should not exceed four seconds. Its guidance lists RTMP/RTMPS ingest and supports up to 60 fps. For 4K, use normal latency rather than the low-latency option. For HDR in the documented workflow, YouTube recommends H.265 over RTMP(S) and says AV1 is not supported for HDR.
YouTube says it automatically detects encoder settings by default. Its operational guidance is: “Make sure to test before you start your live stream.” Use a test with representative motion and audio, and watch YouTube’s stream health indicators before relying on an unattended setup. The page also advises: “We recommend running a speed test to test your upload bitrate.”

Parts and reliability checks before buying
- Confirm encoder support: make sure the GPU and your chosen encoder software can produce the codec and settings you intend to send to YouTube.
- Check the exact board: add-in-board dimensions, power connectors, cooling, and motherboard fit vary by model; do not assume every A380 or RTX 4060 has identical physical requirements.
- Size the power supply for the full build: follow the exact card maker’s requirements and account for the CPU, storage, other components, and the PSU’s condition. NVIDIA’s 550 W RTX 4060 figure is its published system-power requirement, not a measured draw or a substitute for checking the specific card.
- Plan cooling and noise: a system intended to run unattended needs stable airflow in its actual case and room. Validate temperatures and fan behavior under the real encoding workload; no continuous thermal test is available for these candidates.
- Test recovery, not just encoding: work out what happens after a router outage, power loss, application crash, or YouTube disconnect. Your restart and monitoring arrangement is part of the system, not an optional GPU feature.
- Allow for the upload connection: test sustained upload with headroom for normal variation and monitor the live stream. A speed test result alone cannot guarantee an uninterrupted stream.
Before calling any configuration suitable for 24/7 use, run it with your encoder, case, ambient temperature, network, and recovery setup. A GPU’s codec support does not prove continuous reliability.
