StreamNeo is the clearest fit if you need an uploaded playlist to run continuously on YouTube: it loops videos from the cloud, supports uploads as made up to 4K at 60 fps at one flat price per slot, and offers a free first day without a card. Google Cloud Live Stream API and AWS Elemental document useful managed encoding workflows, but the available documentation does not establish either as a turnkey service that schedules a stored playlist and publishes it to YouTube by itself. For a custom 4K/60 pipeline, treat playlist playout, encoding, YouTube contribution, and monitoring as separate requirements.
Which cloud service should you choose?
| Option | What it does for this use case | What to verify |
|---|---|---|
| StreamNeo | Cloud service for looping uploaded videos and playlists to YouTube Live, without keeping a computer running. It supports uploads as made up to 4K 60 fps at one flat price per slot; the first day is free with no card. | It plays uploaded video, not a camera feed, and streams to YouTube only. See StreamNeo. |
| Google Cloud Live Stream API | Managed transcoding component: accepts RTMP or SRT input and creates HLS or DASH output saved to Cloud Storage. It documents backup inputs, slates, and live-to-VOD features. | The cited documentation does not establish a stored-file playlist scheduler or direct YouTube publishing. You need to design and operate the rest of the pipeline. |
| AWS Elemental Live or MediaLive | AWS documents a 4K HDR live-to-YouTube workflow using HLS ingest. | The cited tutorial does not establish a turnkey stored-playlist scheduler. Keep its HLS workflow distinct from AWS Elemental Live’s documented H.264/AAC RTMP output options. |
| Self-managed cloud encoder | A cloud-hosted OBS or other encoder can be part of a custom playout and contribution setup. | You must provide playlist automation, encoding capacity, YouTube ingest, monitoring, and recovery. Hardware encoding is useful only when the selected machine and software support it. |
These are not interchangeable product categories. Google Cloud Live Stream API is a transcoding component, AWS documents a particular live workflow, and a self-managed virtual machine needs your own automation. Before buying a service, confirm that it can continuously play stored media, encode the exact format you need, send it to the right YouTube ingest mode, and recover without manual intervention.
What YouTube requires for 4K at 60 fps
For a standard encoder workflow
YouTube’s English encoder-settings page lists 2160p at 60 fps with a 10 Mbps minimum, 40 Mbps recommended, and 35 Mbps maximum in its bitrate table. These are YouTube’s published encoder figures, not a promise that a given internet connection or cloud service will deliver a stable broadcast. Leave network headroom and confirm that the chosen service’s bitrate settings and YouTube ingest workflow are compatible. YouTube recommends constant bitrate (CBR), a two-second keyframe interval (not over four seconds), and RTMPS for secure contribution. Its general encoder guidance lists H.264, H.265/HEVC, and AV1 video codecs. YouTube’s encoder settings provide the relevant settings reference.
For HDR, confirm the ingest mode separately
YouTube’s HDR guidance requires H.265/HEVC and allows RTMP(S) or HLS, but the detailed requirements differ by mode. YouTube’s HLS documentation calls for MPEG-2 transport stream packaging, H.264 or HEVC video, AAC audio, a closed GOP, and up to 60 fps. For HDR HLS, use a rolling playlist with no more than five outstanding segments. Do not assume a generic RTMPS configuration and YouTube’s HDR/HLS setup are interchangeable: match the encoder, packaging, and stream key to the ingest method you select. See YouTube’s HDR streaming guidance and its HLS ingest documentation.

Use YouTube’s API for configuration and health, not playout
The YouTube Live Streaming API exposes 2160p resolution and 60fps frame-rate values, as well as stream health status fields. That can help a custom workflow configure or monitor a broadcast, but it does not play a playlist for you. See the Live Streaming API documentation.
What Google Cloud Live Stream API can—and cannot—establish
Google documents the Live Stream API as a managed component that takes RTMP or SRT input and produces HLS or DASH output in Cloud Storage. Its documented features include H.264/AAC support, backup inputs, slates, and live-to-VOD. That makes it a candidate for managed transcoding in a larger pipeline, not proof of a hosted media playlist that directly publishes to YouTube. Review the service overview and supported streaming protocols before designing around it.

Google’s published UHD constraints matter if you are comparing an output rendition with YouTube’s general encoder guidance:
- For 2160p at 50–60 fps source input, Google recommends 50 Mbps for H.264 or 37.5 Mbps for H.265.
- Its best-practices table recommends a 25,000 Kbps H.264 output rendition at 2160p and 50–60 fps.
- The UHD API input tier allows up to 2160p, 50 Mbps, and 60 fps. Output is limited to 2160p, 25 Mbps, and 60 fps; a channel can have two UHD outputs.
These published API figures mean the service can process UHD/60 within its stated limits; they do not make its 25 Mbps output identical to YouTube’s 40 Mbps general recommendation. Confirm the complete route from your playlist source through Google Cloud to YouTube before selecting this architecture. Google’s references are Live Stream API best practices and quotas and limits.

Google recommends SRT over RTMP for input to its API where possible, citing transport and recovery features. That choice concerns the connection into Google’s transcoder; it is not the same as the contribution protocol from your final encoder to YouTube. Use SRT only if the selected source and encoder support it, then configure the destination side for the YouTube workflow you are using.
What AWS Elemental establishes for 4K HDR YouTube
AWS describes a 4K HDR live-to-YouTube configuration using Elemental Live or MediaLive with HLS ingest. YouTube’s HDR guide documents the associated HLS requirements. This supports considering AWS Elemental for a custom live contribution pipeline, but it does not establish that either product alone schedules a stored playlist into YouTube. AWS Elemental Live’s codec tables also list H.264/AAC for RTMP output; that is a different path from the HLS-based 4K HDR workflow in the AWS tutorial. Keep the protocol and configuration tied to the specific workflow rather than treating RTMP and HLS as interchangeable. Sources: AWS’s 4K HDR workflow and Elemental Live supported codecs.

How to shortlist a service or build a pipeline
Ask each provider these questions before committing. A service that answers only the encoding question may still leave the hardest unattended-playout work to you.
- Does it schedule uploaded media? Confirm that it has a playlist or scheduler, continuous looping, and automatic restart behavior. A transcoder that accepts a live input is not necessarily a video-file playout service.
- Can it encode the required 4K/60 output? Check resolution, frame rate, codec, bitrate, keyframe interval, and whether the provider preserves your upload or transcodes it. Compare the proposed YouTube output with YouTube’s current encoder guidance.
- Does it support the right YouTube contribution mode? Confirm RTMPS for a standard encoder path, or the documented HLS setup where applicable, especially for HDR. Ensure the stream key and encoder configuration correspond to the same mode.
- What happens when something fails? Ask about input and output redundancy, stream-health monitoring, reconnection, and whether recovery is automatic or requires you to intervene.
- Which pipeline responsibilities are included? Establish whether the service is playout, encoding/transcoding, publishing, monitoring, or a combination. Put any missing components into your design and operating plan.
- What is the full recurring cost? Include continuous compute or encoding, storage, and network egress—not just the API or instance charge. Google says Live Stream API charges on demand for encoding and streaming, with output pricing depending on resolution and codec; that alone does not calculate the total cost of a playlist workflow. See Google Cloud Live Stream API pricing.
Copyright, reused content, and operational checks
A technically stable 24/7 broadcast still needs a right to stream every video, audio track, and other included material. A playlist does not make copyrighted music, gameplay footage, or other media safe to rebroadcast. Check the rights for the channel, territory, and intended use, and review YouTube’s applicable policies before going live. For a practical preflight, use StreamNeo’s copyright safety checklist. If the channel is monetized, consider YouTube’s reused-content rules separately from copyright: permission to use material and eligibility for monetization are different questions.

FAQ
Can Google Cloud Live Stream API directly publish my stored playlist to YouTube?
The cited Google documentation describes transcoding from RTMP or SRT input to HLS or DASH output in Cloud Storage; it does not establish a stored-playlist scheduler or direct YouTube publishing.
Does a 4K/60 stream need a GPU?
Not inherently. OBS documentation says hardware encoding can shift work from the CPU to a specialized GPU component, but a cloud VM needs compatible encoding hardware and software support. The sources cited here do not verify a specific VM model or establish that a GPU is required. See OBS’s encoding performance guidance.
