For most people buying a laptop specifically for Cities: Skylines II, the best target is an RTX 5070 Ti laptop with 32 GB of RAM, a strong modern CPU and a well-cooled 16-inch chassis. It offers a more sensible balance than paying flagship prices for an RTX 5080. If maximum local performance matters more than cost, the Lenovo Legion Pro 7i Gen 10 with an RTX 5080 is a strong premium pick. On a tighter budget, choose a well-cooled RTX 4060 model with upgradeable RAM and plan to use moderate settings.
These are hardware recommendations, not promises of a particular frame rate: city size, settings, patches and mods all affect performance. If portability is not a requirement, a desktop usually delivers more performance for the money.

The Legion Pro 7i is a specific premium option, not the only suitable laptop. Lenovo’s listed Gen 10 configuration pairs a Core Ultra 9 275HX with an RTX 5080 Laptop GPU, 32 GB DDR5 memory and a 16-inch 2560×1600 OLED display. The product page showed promotional prices around $3,199.99–$3,533.99 in the cited listing; prices and configurations change, so treat that as a dated US price signal, not a current guaranteed price. Check Lenovo’s product page for the exact configuration and current price.
Why the game needs more than a powerful graphics chip
Cities: Skylines II puts two different kinds of load on a laptop. The GPU renders the city: resolution, lighting, shadows, effects and detail levels influence how smoothly you can pan and zoom. The CPU runs the simulation: citizens, traffic, services, buildings and the city’s economy. As a city grows, the simulation can become a bottleneck even if the graphics card still has room to render more frames.

That means “runs at 60 FPS” is not a complete buying promise. Frame rate, camera smoothness, simulation speed, save and load times, and stability over a long session are distinct outcomes. A faster GPU can improve visual performance, but it cannot guarantee that a very large city will continue simulating at full speed. The result also depends on the game version, resolution, settings, population, custom assets and mods. Paradox describes the game as performance-heavy and provides hardware-dependent optimization guidance in its performance guide.
Official requirements—and what they mean for a laptop

Those are the developer’s published requirements, and their graphics-card recommendations refer to desktop GPUs. A laptop GPU with a similar name is not automatically equivalent: laptop versions have different power limits and cooling, and performance varies by model. Treat the table as a baseline, not a laptop shopping list or a frame-rate guarantee. See the official system requirements.
What specifications should you look for?
GPU: favor a capable, well-cooled implementation
- RTX 4060: the sensible entry point for a budget purchase. Its 8 GB of laptop GPU memory makes it preferable to an RTX 4050’s 6 GB for this use, but expect compromises in settings and large-city headroom.
- RTX 4070: worth considering when discounted, especially if it comes in a better-cooled laptop with a stronger CPU or more memory. The name alone does not guarantee a better buy than every RTX 4060 system.
- RTX 5070 Ti: the recommended target for a new premium purchase. Lenovo’s Legion Pro 7i family lists a 12 GB GDDR7 version with a 140 W power limit. That combination of memory and power headroom makes it a compelling value tier if priced well below the RTX 5080 configuration.
- RTX 5080: a good choice for more visual headroom, higher-resolution play and longer-term flexibility. The Legion Pro 7i configuration identified here has 16 GB of GDDR7 and a 175 W power limit.
- RTX 5090: difficult to justify for this game alone unless you also need top-end GPU performance for other games or creative work.
Nvidia lists laptop GPU memory and model information for its RTX 40-series. Always check the exact laptop’s GPU power limit, cooling and configuration on the manufacturer’s specification page. GPU names are not enough to predict sustained performance.

Choose a recent high-performance processor, such as a Core Ultra 7 or 9, Core i7 or i9 HX, or Ryzen 7 or 9 HS/HX. Strong per-core performance helps with simulation responsiveness; additional performance cores can help with demanding background work. HX processors often suit buyers who prioritize sustained performance, while HS models can better suit those balancing performance with portability. Neither the processor label nor core count alone is a guarantee: power limits and cooling affect how fast a laptop can run over a long session.

RAM: 32 GB is the practical target
The official recommendation is 16 GB, which is a reasonable starting point. For a new laptop intended for growing cities, mods, custom assets or simultaneous apps, 32 GB is the better purchase. Consider 64 GB if you expect heavily modded play, very large cities, or intensive multitasking; it is not a necessity for ordinary play. Avoid a model with soldered 16 GB unless the price is unusually compelling. Check whether RAM is upgradeable, how many slots are available and what capacity the laptop supports.
Cooling and GPU wattage: details that affect real use
A thin chassis may limit how long its CPU and GPU can sustain high performance. Check the GPU’s stated power limit (often given as TGP), the cooling design, fan layout and reviews that discuss sustained load and noise—not just short benchmark bursts. A higher-tier GPU in a power-limited system may be a worse fit than a lower-tier GPU in a better-cooled laptop. Performance laptops can be loud under gaming loads, and they generally work best plugged in with the manufacturer’s performance mode enabled.
Display: 1600p is a balanced choice
A 16-inch 2560×1600 display offers more workspace for city-building interfaces than basic 1080p, without the heavier rendering demands of 4K. IPS and OLED can both work well; choose based on your preferences for image quality, coating and general use. An OLED screen can look excellent, but it does not compensate for weak cooling, insufficient RAM or a low-power GPU. A 120–240 Hz panel is fine, but refresh rate is not a priority for this simulation. If 1600p performance is not satisfactory, reduce render resolution or use available upscaling rather than assuming a high-refresh display will solve the problem.

Although the official requirement is 60 GB of free space, a 1 TB NVMe SSD is a sensible minimum for Windows, the game, DLC, custom assets, mods and other applications. Prefer 2 TB if you maintain a large game library or asset collection. A 512 GB drive can become restrictive; it is more defensible if the laptop has an accessible second M.2 slot. Leave free space for updates, temporary files and caches.

Is the RTX 5070 Ti worth it over an RTX 4060 or RTX 5080?
Over an RTX 4060: Choose the RTX 5070 Ti when you can afford the difference and want more headroom for demanding settings, higher resolution and future use. The RTX 4060 remains a reasonable budget choice for smaller or medium cities at moderate settings, especially in a well-cooled laptop with upgradeable RAM. Compare the whole machine—CPU, RAM, cooling, display and price—rather than buying by GPU number alone.
Over an RTX 5080: The RTX 5070 Ti is likely the smarter buy if the price gap is large and this is primarily a Cities: Skylines II machine. The RTX 5080 gives you more GPU memory and performance headroom, but a large city can still become simulation-limited. Paying more for graphics power does not guarantee faster simulation. Compare the current price of the exact configurations; the RTX 5070 Ti is the value pick only when it is meaningfully cheaper.
Lenovo’s technical specifications list the Legion Pro 7i’s RTX 5070 Ti at 12 GB GDDR7 and 140 W, and the RTX 5080 at 16 GB GDDR7 and 175 W. Verify the detailed specifications for this family; exact configurations can differ by market and listing.
What to expect by budget tier
- RTX 4060, 16 GB RAM: playable with compromises. Use moderate settings and expect less headroom as a city grows; upgrading to 32 GB can help when the laptop supports it.
- RTX 4070 or RTX 5070 Ti, 32 GB RAM: a stronger fit for regular play, larger cities and sensible visual settings. A high-power, well-cooled model matters more than the GPU label in isolation.
- RTX 5080 or better, 32–64 GB RAM: more room for demanding visuals, resolution and future use. This still does not guarantee constant simulation speed in an enormous or heavily modded city.
These are qualitative expectations, not tested frame-rate estimates. The cited research does not establish comparable results for the exact laptop configurations, game build, settings and city sizes, so a fixed FPS promise would be misleading.

If performance drops: a practical first pass
- Plug the laptop into power and select its performance mode for a long session.
- Confirm the game is using the discrete GPU rather than integrated graphics.
- Start with a balanced or medium graphics preset. If camera movement or rendering is poor, lower volumetric effects, shadows, depth of field and level of detail first.
- Try 1080p or reduce render resolution if native 1600p is too demanding. A 4K laptop is not automatically a better match for this game.
- After launching or changing relevant settings, give Virtual Texturing time to process. Paradox notes that textures can initially appear incorrect while processing completes; see its optimization guidance.
- Update the game, Windows and graphics driver, then check temperatures and clock speeds during a sustained session rather than relying only on a short benchmark.
- If simulation speed falls as the city grows, reducing visual effects may not fix the CPU or simulation limit. Check whether background applications, available memory or the city’s size and assets are contributing.
Should you get a laptop, desktop or use cloud gaming?
Get a laptop if you genuinely need portability. A performance laptop is movable between home, work and campus, but it is not an all-day battery gaming machine: gaming performance is usually lower unplugged, fans can be loud, and the charger adds weight. Thin-and-light designs are especially likely to trade sustained performance for size.
Choose a desktop if portability is optional. A desktop generally offers better performance per dollar, more effective cooling, easier upgrades and less fan noise at a given performance level. It is the stronger value route for a fixed gaming setup.
Consider cloud gaming only after checking the exact service. It may suit someone with reliable, low-latency internet who does not need offline play. Confirm support for the version you own, mods, DLC and save synchronization; service limitations mean it is not automatically equivalent to running the game locally.
