Buy a 16-inch gaming laptop with an RTX 5070 Laptop GPU, a high-performance HX-class processor, 32 GB of upgradeable RAM, and at least a 1 TB NVMe SSD. The Lenovo Legion Pro 5 Gen 10 AMD with Ryzen 9 9955HX and RTX 5070 is the strongest all-round configuration to target. The Acer Predator Helios Neo 16 AI is a good value alternative when discounted, provided its 16 GB memory configuration can be upgraded.
Cities: Skylines II is not simply a graphics benchmark. The GPU controls rendering quality and resolution, while the CPU increasingly matters for simulation, traffic, agents, and pathfinding as a city grows. Laptop GPU wattage, cooling, RAM, and the exact configuration therefore matter more than a product name alone.

Can a laptop run Cities: Skylines II?
Yes. However, a suitable gaming laptop is very different from an ordinary office notebook or thin-and-light ultrabook.
The official minimum specification may allow the game to launch and run smaller cities, but it is not a sensible target for buying a new laptop. “Runs” can mean several different things:

For a new purchase, target an RTX 5070 Laptop GPU, a strong HX processor, and 32 GB of RAM. An RTX 4060 laptop is a reasonable budget floor, but expect to reduce resolution or settings and accept less headroom as cities become more complex.

A desktop RTX 3080 is not the same thing as an RTX 3080 Laptop GPU, and a laptop GPU name does not reveal its sustained performance. Two laptops with the same RTX 5070 Laptop GPU can perform differently because of total graphics power, cooling, CPU limits, memory configuration, and performance mode.

The Legion Pro 5 Gen 10 AMD is the best fit for most serious Cities: Skylines II players because it combines a powerful processor with a substantial gaming chassis and a sensible mainstream GPU. Lenovo lists Ryzen 9 9955HX options and RTX 5070 Laptop GPU configurations, including implementations rated up to 115 W. Consult the Lenovo specifications and verify the exact listing before buying.
- Best for: General play, growing cities, mods, and buyers who want a balanced long-term configuration.
- Why it works: The HX processor is better suited to sustained simulation workloads than a low-power mobile chip, while the RTX 5070 provides useful graphics headroom.
- Main drawback: It is a sizeable gaming laptop and can be expensive outside promotions. Lenovo’s US listings showed roughly $1,620–$2,400 or more for different configurations during the research period; those prices are not permanent.
Lenovo’s US Legion buying page contains multiple configurations. Check the CPU, GPU power rating, RAM, display, and SSD rather than buying solely by the family name.

Best value candidate: Acer Predator Helios Neo 16 AI
Observed configuration: Core Ultra 7 255HX, RTX 5070 Laptop GPU with 8 GB dedicated memory, 16 GB DDR5 RAM, 1 TB SSD, and a 16-inch 2560×1600 240 Hz IPS display.
Acer’s Predator Helios Neo 16 AI is attractive when its RTX 5070 configuration is priced close to RTX 4060 alternatives. Acer listed one model at a special price of $1,689.99, with related listings around $1,800–$1,970, based on US pricing observed on August 18, 2026. Prices, stock, and configurations can change.
- Best for: Buyers who want RTX 5070 graphics at a relatively aggressive price.
- Why it works: The HX processor and gaming-oriented chassis are appropriate for sustained play, and the 1600p screen is sharp and spacious.
- Main drawback: The listed 16 GB memory configuration is less desirable for a heavily modded game. Confirm that the exact SKU has accessible memory slots and upgrade it to 32 GB if supported.
The screen’s 240 Hz refresh rate is not a claim that Cities: Skylines II will maintain 240 frames per second. In a simulation game, city complexity can reduce performance regardless of the panel’s maximum refresh rate. See Acer’s official Predator listings for current configurations.
Premium alternatives
The Lenovo Legion Pro 5i Gen 10 provides an Intel HX-class alternative, while the Legion Pro 7i can be configured with higher-tier GPUs such as the RTX 5080 or RTX 5090. These models make sense if you also play graphically demanding games, use a high-resolution external display, or want more GPU headroom for a long ownership period.

Do not assume that the most expensive GPU will proportionally increase simulation speed. In a very large city, the simulation may become CPU-limited, so spending more on graphics while accepting a weaker processor or only 16 GB of RAM is often a poor trade.
Compare current models on Lenovo’s Legion Pro range and verify the exact configuration.
What specifications matter most?
1. CPU performance
The CPU handles simulation work such as agents, traffic, pathfinding, and other city activity. As a city grows, this workload can become more important than raw rendering speed. Look for a modern Ryzen 7/9 or Core Ultra 7/9 H or HX processor, with HX chips generally offering more sustained performance in larger gaming chassis.

The game is not permanently CPU-limited or GPU-limited. The bottleneck changes with city size, simulation state, resolution, graphics settings, and mods. The GPU may limit frame rate in a detailed 1600p scene, while the CPU may limit simulation speed in a large city.

For a new laptop, use these as practical buying thresholds rather than certified performance tiers:
- RTX 4060 Laptop GPU: A sensible budget floor for 1080p or reduced 1600p settings. Prefer a high-power implementation and 32 GB RAM where possible.
- RTX 5060 Laptop GPU: Worth considering when priced close to RTX 4060 models, but assess the specific laptop’s power limit and cooling.
- RTX 5070 Laptop GPU: The best mainstream target for most buyers who want higher settings and more headroom.
- RTX 5070 Ti or RTX 5080: Better for large projects, visual mods, higher resolutions, and longer ownership, though they cost more and do not eliminate simulation bottlenecks.
Do not claim that an RTX 4060 laptop equals the official desktop RTX 3080 recommendation, or that an RTX 5070 Laptop GPU automatically equals a desktop RTX 3080. Compare the actual laptop’s wattage, cooling, processor, and reviews.
3. RAM
- 16 GB: The official recommended amount and a usable floor for a new purchase, especially for lighter use.
- 32 GB: The preferred choice for mods, downloadable content, multitasking, and better longevity.
- 64 GB: Sensible for very large modded cities, content creation, or buyers who want maximum memory headroom.
Check whether memory is soldered or installed in replaceable SO-DIMM slots. Do not recommend a 16 GB laptop as a long-term choice without explaining whether an upgrade is possible.
4. Storage
The official requirement is 60 GB of available space, but a 1 TB NVMe SSD is the practical minimum for Windows, the game, other titles, updates, and mods. A 512 GB drive is technically usable but quickly becomes restrictive. Choose 2 TB if you maintain a large library or extensive custom-content collection.

5. Cooling and sustained power
A thicker 16-inch chassis is usually a better match than an ultra-thin design for long simulation sessions. Look for a substantial cooling system, unobstructed intake and exhaust vents, a performance mode, and reviews that measure sustained temperatures, noise, and performance.

A laptop may briefly advertise impressive specifications but reduce CPU or GPU power after extended use. Performance on battery is also typically lower than performance when plugged in, so evaluate it as a plugged-in gaming system.
6. Display
A 1080p panel is easier to drive and makes sense for RTX 4060-class hardware. A 2560×1600 display offers sharper text, more workspace, and a useful 16:10 shape, but it places more demand on the GPU.
For this game, brightness, sharpness, viewing angles, and workspace matter more than a 240 Hz refresh rate. High refresh rates are valuable in some competitive games, but they do not guarantee high frame rates in a growing city.

These are qualitative buying guidelines, not guaranteed frame-rate or population limits:
- Small or medium cities: An RTX 4060 laptop with 16 GB RAM can be acceptable at 1080p or mixed settings. Upgrade to 32 GB if possible.
- Serious general use: An RTX 5070 laptop with a strong HX processor and 32 GB RAM is the best balance for most buyers.
- Large or heavily modded cities: Start with an RTX 5070 Ti or RTX 5080, 32–64 GB RAM, and an HX-class CPU. Expect the simulation to remain a potential limit.
- Extreme city sizes: A desktop is usually the better platform because it offers stronger sustained cooling, more upgrade options, and better value.
City complexity varies too much to promise a fixed population threshold or frame rate. Community discussions often emphasize CPU choice, RAM, city size, and cooling, but those reports are anecdotal rather than controlled benchmarks; see the Cities: Skylines community discussion for examples.
Buying checklist
- Confirm that the laptop runs Windows 11 or another supported 64-bit Windows edition.
- Choose 32 GB RAM, or confirm that the exact model can be upgraded from 16 GB.
- Choose a 1 TB SSD minimum and check for a second M.2 slot if you need more storage later.
- Verify the exact CPU model and whether it is an H or HX chip rather than relying on the processor family name.
- Find the RTX Laptop GPU’s specified power limit or TGP.
- Check sustained-performance, temperature, and noise reviews for the exact chassis.
- Confirm the display resolution and understand that refresh rate is not a performance guarantee.
- Check the return policy and warranty before buying.
- Make sure the listed price applies to the displayed configuration, not a lower-memory or lower-GPU variant.
Laptop versus desktop
If you do not need portability, a desktop is usually the better choice for Cities: Skylines II. It offers more cooling capacity, easier upgrades, and stronger sustained performance for the money.
A laptop is justified when you need one computer for school or work and gaming, regularly move between locations, or need a built-in display and keyboard. It is a portability compromise, not a way to obtain desktop performance in a smaller package.
Final recommendation
For most buyers, choose the Lenovo Legion Pro 5 Gen 10 AMD with Ryzen 9 9955HX, RTX 5070 Laptop GPU, 32 GB RAM, and a 1 TB SSD, after verifying the exact listing and GPU power limit. Choose the Acer Predator Helios Neo 16 AI when its RTX 5070 configuration is substantially cheaper and its memory can be upgraded to 32 GB.
Spend first on sustained CPU performance, GPU power, upgradeable RAM, and cooling. A faster refresh-rate display or a nominally higher GPU will not compensate for weak simulation performance, insufficient memory, or a chassis that cannot sustain its advertised hardware.
