What a low-cost setup needs to do
A prerecorded story stream is a live broadcast of a video file, not a camera stream. For a do-it-yourself setup, the basic chain is: a computer runs an encoder such as OBS Studio, the encoder sends the video to YouTube Live over the internet, and YouTube presents it to viewers as a live stream.
Start with existing hardware if it can sustain the output you want. Buy a dedicated computer only after testing the intended resolution, frame rate, encoder, and scene on the actual machine. OBS says its minimum system requirements establish compatibility, not guaranteed streaming performance; needs vary with encoder, resolution, frame rate, and scene complexity. OBS system requirements
- A computer that can run the encoder reliably at your chosen output settings.
- A story video and any narration, music, or images you have the necessary rights to use.
- A verified YouTube channel eligible to livestream, plus its stream URL and private stream key.
- A stable internet connection capable of sustaining the encoder’s upload bitrate.
- A plan to check stream health, handle interruptions, and preserve replays if needed.
A dedicated mini PC may suit a fixed installation, but there is no established model or price that can be called a proven 24/7 solution here. Compare any candidate’s operating-system compatibility, encoder support, intended resolution and frame rate, sustained-use suitability, restart behavior, and cooling. A machine’s purchase price is only part of its cost: electricity, internet service, storage, and maintenance depend on your location and hardware.

Prepare the story and set the audience correctly
Clear the rights first
“Prerecorded” does not exempt a stream from copyright or YouTube policy. Before broadcasting, make sure you have the necessary rights for the story, narration, music, artwork, and other assets, including permission for live use and any archived version. Keep licenses and permissions available. YouTube’s live-stream terms address rights for live and archived content, including music: YouTube live-stream terms.
Choose the Made for Kids setting based on the content
If the stream is directed to children, select Made for Kids in YouTube’s Live Control Room. The creator is responsible for the designation; do not rely on automated classification alone. YouTube says Made for Kids streams have restrictions that include live chat, comments, personalized advertising, and Super Chat and Super Stickers. Configure YouTube Live and OBS
- Check channel eligibility. YouTube requires channel verification and no live-stream restrictions in the preceding 90 days. Its onboarding guidance is at Get started with live streaming.
- Create or schedule an encoder stream. In YouTube Studio, create or schedule a live stream using the encoder workflow. Set its title, visibility, audience, and other stream details before going live.
- Copy the connection details. In Live Control Room, copy the stream URL and stream key into OBS’s streaming settings. Treat the key like a password: do not share it or show it in a recording. Reset it if it is exposed. YouTube’s setup instructions are at Set up your encoder; its stream-key guidance explains the credential.
- Set video and audio output. YouTube recommends RTMPS. Its encoder guidance calls for constant bitrate (CBR), AAC or MP3 audio, and a two-second keyframe interval (no more than four seconds). For H.264, YouTube’s recommended video bitrate is 3 Mbps at 720p30 and 10 Mbps at 1080p30. These are YouTube ingest recommendations, not a guarantee about your ISP’s upload service or the quality viewers will receive. Check the current YouTube encoder settings when configuring the stream.
- Choose a sustainable output. A 720p30 H.264 stream can be a reasonable starting point for mostly static story artwork when computer capacity or upload bandwidth is limited; that is a practical starting suggestion, not a tested quality result. Use a bitrate your connection can sustain and lower the resolution or bitrate if YouTube reports poor stream health.
- Preview before publishing. Start the encoder, check the Live Control Room preview and health indicators, then make the stream public when the output is correct. Confirm picture and audio from a viewer-facing watch page as well.
Hardware encoding can reduce CPU workload when the computer supports it, but it does not mean a particular graphics card is required for a static story stream. OBS describes the options at hardware encoding.
Plan for long runtimes and replays
YouTube says streams under 12 hours are automatically archived. Its cited guidance does not establish that a longer broadcast will be archived, so do not count on one 24-hour stream producing a complete replay. If preserving replays matters, plan broadcasts shorter than 12 hours and confirm the current behavior in Live Control Room before relying on it. This may mean scheduled restarts; whether a particular encoder can perform them safely depends on its configuration. See YouTube’s encoder setup guidance.

A 24/7 goal also means planning for failures beyond the source video: power loss, internet drops, heat, a stalled encoder, or a damaged file can interrupt playback. YouTube recommends testing the encoder, checking that local archive files are growing, verifying access on channel/watch pages and mobile, and monitoring audio and video quality. Its live-stream tips are useful for a prerecorded broadcast too: a file can keep playing locally while the outbound stream has failed.
Understand children’s-content and monetization limits
Do not build the plan around unrestricted chat or personalized-ad revenue. YouTube lists limits for Made for Kids streams that include live chat, comments, personalized advertising, and Super Chat or Super Stickers. The exact audience classification depends on the content and applicable rules, and the creator must select it accurately.

Monetization is also uncertain for repetitive programming. YouTube’s policy clarification dated July 15, 2025 renamed “repetitious content” to “inauthentic content” and says repetitive or mass-produced content is ineligible; the policy applies to live streams. A stream that repeatedly loops the same story or minimally varied material therefore carries monetization risk, but no individual channel outcome can be predicted. Separately, YouTube says live ad slots are not guaranteed to serve. Read the monetization policy and live ads guidance.

- YouTube does not accept the stream: confirm livestream eligibility, that you copied the correct stream URL and key, and that the key has not been reset. Re-enter the current details in OBS and preview again.
- Stream health reports instability: reduce output bitrate, resolution, or frame rate until the connection and computer can sustain it. A platform-recommended bitrate is not proof your upload connection can maintain it.
- Video works but audio is absent or wrong: check the OBS audio source and output settings, confirm the selected audio codec is supported, and listen to the Live Control Room preview before publishing.
- The stream stops during unattended operation: check power, internet, heat, encoder logs, source-file integrity, and the machine’s restart/reconnect behavior. Test recovery before leaving it unattended; a 24/7 goal is not a platform or hardware uptime guarantee.
- No complete replay appears after a long broadcast: the stated automatic archive guidance is for streams under 12 hours. Break future programming into shorter broadcasts if you need a replay, and verify current controls.
- Chat or monetization features are missing: check whether the stream is correctly marked Made for Kids and review YouTube’s audience feature restrictions. Do not change an accurate audience setting merely to enable features.
