Best Strategy Games of All Time: 9 Classics and Modern Picks

There is no universal best strategy game. Compare nine influential and modern picks across turn-based 4X, RTS, grand strategy, tactics, and space simulation.

There is no universally agreed best strategy game of all time. The strongest choices depend on whether you prefer turn-based empire building, fast real-time battles, political simulation, or squad tactics. This cross-subgenre shortlist weighs each game’s influence, the distinctiveness of its strategic systems, its staying power, and how well it serves players today. It treats “best” as a guide to different kinds of strategic play, not an objective ranking.

The focus here is video games. The list is a starting point rather than an exhaustive canon: tower defense, strategy RPGs, economic strategy, multiplayer-only games, and tabletop games would widen the field further.

How to choose among the best strategy games

Strategy games ask players to make different kinds of decisions. Turn-based 4X games reward long-range planning and expansion; real-time strategy (RTS) games demand attention to economies and armies at once; grand strategy centers on political systems and long arcs; tactical games test decisions in individual encounters. A hybrid such as Total War shifts between a strategic campaign and real-time battles.

Historical influence and present-day convenience are separate questions. A classic may have helped shape a genre while a later edition or newer game may be easier to play now. The picks below are grouped by the kind of strategy they offer, not ranked from first to last.

Turn-based empire building

Civilization II (1996)

Civilization II is a landmark turn-based 4X pick: its recognizable loop brings together settling cities, researching technology, diplomacy, and competition with other civilizations. Choose it if you enjoy making decisions that compound over a long campaign, especially exploration, expansion, and managing relationships with rivals. Its place on a historical shortlist does not mean it is automatically the most convenient version for a new player today.

Civilization VII (2025)

Civilization VII is the current-generation option on this list. GameSpot describes its Ages system and more approachable onboarding, making it a candidate for players who want a contemporary entry point into turn-based strategy. It represents a different question from Civilization II: how a recent game serves players now, rather than which older title helped establish the genre’s familiar form.

Real-time strategy: economy, armies, and pressure

Age of Empires II: The Age of Kings (1999)

Age of Empires II: The Age of Kings combines real-time combat and army control with economic management. Its appeal lies in balancing those demands rather than focusing on battles alone. The game also has a modern Definitive Edition, which is the edition to investigate if you want a present-day way into this historical RTS. Strategy Game Hub names Age of Empires II: Definitive Edition as one possible starting point for newcomers; that is a recommendation, not a universal rule.

StarCraft (1998)

StarCraft stands out for its three asymmetrical factions—Terran, Zerg, and Protoss—and the speed of play under pressure. It suits players who want faction matchups and rapid execution to matter as much as broad planning. Its campaign and competitive play offer different experiences; the competitive side makes its demands on speed especially visible. StarCraft II continued the series’ legacy, but the original remains a distinct entry in strategy-game history.

Campaign maps and political simulation

Rome: Total War (2004)

Rome: Total War alternates a turn-based campaign layer of movement and administration with real-time field battles. That split is its defining strategic choice: decisions about a wider campaign lead into battles that you control directly. It is a natural fit if you want both map-level planning and hands-on command in a historical setting.

Crusader Kings II (2012)

Crusader Kings II makes the ruling family, not territory alone, the center of its grand strategy. Dynasty and succession systems turn political decisions into consequences for who inherits power and how a realm is governed. Choose it for political simulation and emergent stories; expect a different focus from games built around discrete tactical missions or rapid battlefield execution. Newer entries in the series are another option for players deciding where to begin, but they are not interchangeable with this game’s specific place on the historical shortlist.

Turn-based tactics: make every squad decision count

XCOM: Enemy Unknown (2012)

XCOM: Enemy Unknown pairs a global defense-management layer with tactical missions. Its strategic pressure comes from having to manage the larger campaign while making consequential decisions about a squad in the field. Strategy Game Hub recommends it as a possible entry point for new strategy players, particularly if the combination of campaign management and turn-based missions appeals to you.

XCOM 2 (2016)

XCOM 2 builds its tactical play around squad composition, soldier classes, headquarters upgrades, and combat, according to GameSpot. Consider it if you want both team-building choices and mission-level tactics. Check the platform and edition listing for your region and hardware before purchasing; those details can vary and are not established by a general recommendation.

Space 4X and a simulation you can pause

Stellaris (2016)

Stellaris combines space 4X exploration and expansion across procedurally generated star systems with a real-time simulation that can be paused. It is a good match for players drawn to a large-scale space setting who want to explore and develop a civilization without the fixed turn structure of a traditional 4X game. Its scope and real-time pacing make it a different proposition from a short, mission-based tactics game.

Which strategy game should you start with?

  • For long-term empire planning: try the Civilization games. The series offers both a historically influential classic in Civilization II and a recent option in Civilization VII.
  • For real-time economy and combat: consider Age of Empires II: Definitive Edition.
  • For fast, asymmetrical competitive play: consider StarCraft.
  • For a mix of campaign decisions and direct battles: consider Rome: Total War.
  • For political simulation and character-driven consequences: consider Crusader Kings II.
  • For turn-based squad missions and campaign pressure: start with XCOM: Enemy Unknown or look at XCOM 2 for its squad, class, and headquarters systems.
  • For a sprawling space simulation: consider Stellaris.
