Activision’s 2023 announcement that Call of Duty would use AI to assess voice chat is no longer a future plan. The company began a North American beta of Modulate’s ToxMod in Modern Warfare II and Warzone on August 30, 2023, then expanded the rollout with Modern Warfare III on November 10. As of Activision’s November 2025 update, AI-assisted voice moderation remained part of its player-safety system, although the company has not published a definitive coverage map for every game, region, and language as of September 2026.
What Activision announced—and what changed
Activision announced a partnership with Modulate to use its ToxMod system for voice-chat moderation on August 30, 2023. The initial beta covered Modern Warfare II and Warzone in North America. A broader rollout began alongside Modern Warfare III on November 10, 2023. The original announcement described an effort to identify harmful speech at scale, including hate speech, discriminatory language, and harassment. Activision’s 2023 rollout report is the source for those dates and launch details.
That history matters because a headline saying Call of Duty is “to begin” using AI is now stale. The system is deployed in at least the titles and regions documented by Activision, but the company’s public updates do not establish that every Call of Duty game uses identical settings or that coverage is universal.

ToxMod is the named AI-powered voice-analysis component in Activision’s moderation operation. “Toxicity” here refers to behavior that may violate the Call of Duty Code of Conduct: bullying, harassment, hate speech, discriminatory language, and other disruptive conduct. Activision describes moderation as evaluating harmful behavior and context, rather than simply punishing every instance of a word in isolation. Activision’s voice-chat moderation FAQ does not publish a complete threshold list, so players cannot reliably predict how every borderline exchange will be classified.

That distinction leaves room between a prohibited attack and ordinary profanity, competitive banter, criticism, or a potentially offensive word used while quoting someone. It does not mean those situations are guaranteed to be ignored: the public rules do not describe every contextual judgment or enforcement threshold.
How detection and enforcement fit together
The clearest way to understand the system is as a detection and prioritization layer within Activision’s broader moderation process—not as proof that an AI flag automatically produces a permanent ban. Voice data may be analyzed for suspected disruptive behavior; cases can then be handled through Activision’s moderation and enforcement systems. Depending on the case, consequences under the Code of Conduct can include warnings, voice-chat restrictions, temporary restrictions, or other account penalties.

Player reports still matter. Activision says reports can surface behavior automated systems did not identify. Its earlier in-game reporting update also said confirmed offensive voice-chat behavior could lead to a player being muted globally from in-game voice chat. Reporting tools and voice moderation predate ToxMod; the AI was added to an existing system of player reports and Code of Conduct enforcement. The division of labor is not fully public. Activision’s materials describe a combination of proactive voice moderation, reporting, enforcement systems, and human moderation or investigation, but they do not disclose a complete case-by-case workflow showing when a person reviews audio or how every decision is made.

Which games, regions, and languages are documented?
Activision’s public rollout descriptions show expansion over time rather than a single worldwide launch. The table separates dated rollout facts from the latest located status update, published in November 2025. “Announced” or “due” does not establish that a planned expansion was completed by September 2026.

The 2023 rollout details come from Activision’s launch report; the Black Ops 6 and November 2025 information is in its support FAQ and November 2025 player-safety update. Those sources do not confirm the exact game, region, and language coverage on September 23, 2026, or that all titles use identical settings.

What Activision and Modulate say the results have been
Published outcome figures are not all the same kind of evidence, and their attribution matters. Modulate’s vendor-published Activision case study reports that toxicity exposure fell 25% in Modern Warfare II and Warzone, and approximately 50% in Modern Warfare III. It also reports an 8% month-over-month drop in repeat offenders in Modern Warfare III, action against as many as 2 million accounts for disruptive voice chat, and that about 23% of player-generated reports contained actionable evidence of a Code of Conduct violation. These are vendor-reported findings, not independently audited measurements in the cited material.
Activision’s November 2025 report separately said repeat-offense rates had fallen by more than 43% in Black Ops 6 and 38% in Warzone since December 2024. Those figures describe its broader player-safety strategy, which includes more than ToxMod, so they cannot be attributed to voice AI alone.

Privacy, accuracy, and the limits of the public record
Activision says in its FAQ that in-game voice chat is monitored and recorded to identify and investigate behavior that may violate the Code of Conduct. That is a meaningful privacy fact for players and parents. The same FAQ does not provide a complete public account of retention periods, all processing locations, or every circumstance in which audio is reviewed by a human. It also does not justify describing the system as unrestricted surveillance or saying every utterance automatically results in a penalty.
Automated speech analysis has predictable edge cases. Accents, slang, reclaimed language, sarcasm, overlapping speakers, background audio, and clipped or distorted microphones can complicate classification. Code words, euphemisms, language switching, and poor audio can also make harmful behavior harder to detect. A system may not know that friends are joking consensually, or that a player is quoting an offensive remark to report or discuss it. These are limitations to consider, not proof that a specific player has been wrongly penalized.
Language availability is also not the same as equal accuracy in every language, accent, or region. The public rollout information names supported languages and regions at particular dates, but does not publish comparative error rates. Activision has also addressed malicious reporting as a separate concern in its 2023 anti-toxicity update, another reason not to treat a report or automated signal as self-explanatory evidence.

What players should do
- Follow the Code of Conduct in in-game voice chat; do not assume that profanity alone is the only behavior that can be moderated.
- Use the in-game reporting feature when you encounter disruptive conduct. Activision says player reports remain useful even with proactive moderation.
- For an enforcement notice or appeal, consult Activision’s current support documentation for the relevant title and account. Menu paths and appeal procedures can vary or change, so there is no verified universal sequence to give here.
- If you use external party chat rather than in-game voice, do not assume the same in-game moderation coverage applies; the public materials cited here concern Call of Duty’s voice-chat system.
How this differs from RICOCHET Anti-Cheat
ToxMod concerns voice-chat behavior and potential Code of Conduct violations. RICOCHET is Activision’s separate anti-cheat initiative, aimed at identifying unauthorized software and unfair play through client- and server-side systems. The two address different problems; Activision’s RICOCHET overview describes the anti-cheat program, not ToxMod’s voice moderation.
