Halflings can wield crossbows in Dungeons & Dragons; their size does not generally prevent them from using one. The key questions are whether the character is proficient with that crossbow and which edition’s rules your table uses—especially for heavy crossbows.
Wielding a crossbow is different from being proficient
Under the 2024 Basic Rules, any character can wield a weapon. A character adds their Proficiency Bonus to an attack roll only if they are proficient with that weapon. Proficiency comes from character options such as class features; being a halfling does not automatically grant proficiency with every crossbow.
The 2024 weapon table classifies the light crossbow as a simple ranged weapon, while the hand crossbow and heavy crossbow are martial ranged weapons. Check the character’s features for the relevant proficiency. For example, a Wizards of the Coast starter character lists a lightfoot halfling rogue as proficient with hand crossbows; that is an example of a character option, not a universal halfling trait.
Does a halfling have disadvantage with a heavy crossbow?
2024 rules
No—not because the character is Small. In the 2024 rules, the heavy crossbow’s Heavy property imposes disadvantage on ranged attacks if the wielder’s Dexterity is below 13. A halfling with Dexterity 13 or higher does not take disadvantage from that property.

2014 rules
Yes. Under the 2014 rule for Heavy weapons, Small or Tiny creatures have disadvantage on attack rolls with them. Because the heavy crossbow has the Heavy property, a halfling using it has disadvantage under those rules. The hand and light crossbows are not Heavy.
Use the edition your table has adopted; the 2014 size restriction should not be applied to the 2024 Heavy property.

These are the weapon-table values in the 2024 Basic Rules. The weapon category affects which proficiency is relevant, while the Heavy property matters to the edition-specific rule described above.

Crossbows require ammunition. Under the 2024 rules, drawing ammunition is part of the attack. Loading a one-handed weapon also requires a free hand. The Loading property limits a weapon to one piece of ammunition when you use an action, Bonus Action, or Reaction to fire it, regardless of how many attacks you would otherwise be able to make with that action.
