No—not as a Steam license. A game bought through Xbox or the Microsoft Store generally cannot be converted into a Steam copy, and linking the same accounts does not normally unlock it in your Steam library. If you want the Steam edition, expect to buy it separately. You may be able to keep playing on a Windows PC through Xbox Play Anywhere, or carry progress to Steam if that particular game supports cross-progression; neither is an automatic transfer of ownership.
Why a Microsoft purchase does not unlock the Steam version
A game license is tied to the store or platform through which it was obtained. Microsoft Store, Xbox, and Steam maintain separate entitlements. Buying a game on a Windows PC does not make that purchase a Steam purchase, just as signing into the same Microsoft account does not merge your Steam and Xbox libraries. Microsoft’s digital-goods rules say licenses generally may not be transferred or resold; Steam access is governed by its own subscriber agreement.

A PC entitlement is included only for qualifying games, such as Xbox Play Anywhere titles.
- Microsoft Store or Xbox app PC purchase: It grants access to the Microsoft-distributed PC version, not the Steam edition.
- Game Pass: It provides subscription access through supported platforms while the game remains available and your subscription is active. It is not a permanent purchase or a Steam key.
A title may have exceptions, such as a specific promotion or a separately issued Steam key, but those must be explicitly provided by Microsoft or the publisher. There is no legitimate general-purpose converter that turns a Microsoft license into a Steam key.

Xbox Play Anywhere: the Microsoft PC exception, not a Steam transfer
If a game carries the Xbox Play Anywhere badge and you bought its qualifying digital version, one purchase can provide access on Xbox and supported Windows 10/11 PCs through Microsoft’s ecosystem. Microsoft says supported progress, add-ons, and achievements can carry between those versions. This does not add the game to Steam, grant Steam features, or cover every PC storefront. The program applies to qualifying digital games, not an Xbox disc.
- Check the game’s Xbox Store listing or the Play Anywhere catalog for the badge.
- If it qualifies, sign in to Windows or the Xbox app with the Microsoft/Xbox account that owns the purchase.
- Install the Microsoft Store/Xbox app PC version. Do not expect a Steam library entry or Steam installation.
Microsoft’s Play Anywhere information describes the supported Xbox and Windows entitlement. Its developer guidance also distinguishes shared entitlements from cross-platform progression: a developer can build save sharing with Steam, but that capability does not make a Microsoft purchase a Steam license.
Can your save move to Steam?
Sometimes, but it depends on the game. Some publishers sync saves or progression through a publisher account; others keep saves within Xbox, Microsoft Store, or Steam. A cloud save is not automatically compatible with another platform, and console save files generally cannot simply be copied into a Steam save folder.

Look on the game’s official support page for “cross-save,” “cross-progression,” “account linking,” or a specific Xbox-to-Steam migration process. Confirm that the support applies to the exact platforms and game edition you use. Even when progress carries over, you may still need to buy the Steam version. Cross-save and cross-buy are different: cross-save carries progress; cross-buy is what would grant another platform’s license.
If the game supports cross-progression, install the Steam version and link accounts only through the game or publisher’s official process. Use the same publisher account and verify that it is connected to the correct Xbox/Microsoft account. Some publishers limit account relinking or make associations difficult to reverse, so check their rules before unlinking anything.
What carries over—and what may not?
DLC, expansions, and in-game purchases
Assume that DLC and expansions are store-specific unless the publisher says otherwise. Xbox or Microsoft Store add-ons for a Play Anywhere game can work across its supported Xbox and Windows versions; that does not promise access to the same add-ons on Steam. Account-based characters, cosmetics, or inventory may sync while an expansion license, currency, consumable, or season pass remains tied to its original platform. Check the game’s documentation before buying or expecting an add-on to transfer.

Achievements
Xbox achievements and Gamerscore belong to Xbox’s achievement system; Steam achievements belong to Steam. A save may transfer without automatically unlocking Steam achievements, and there is no general Microsoft-to-Steam achievement transfer. Some games re-award achievements from existing progress, while others require you to earn them again.

Account linking, cross-play, and cross-save are separate features. A game can support cross-play but not cross-save, or sync progress without sharing DLC or achievements. Linking accounts may enable publisher friends lists or restore account-based content, but it does not usually merge storefront libraries or remove the need to own the Steam version.
Can you add the Microsoft version to Steam?
You can add some externally installed games to Steam as non-Steam shortcuts for convenience. This can let you launch a game from the Steam client, but it does not transfer the license or turn the game into a Steam edition. It does not grant Steam achievements, Steam Cloud, Workshop access, Steam refunds, or Steam multiplayer features. Microsoft Store packages may also use different installation, DRM, and update systems from Steam builds, so pointing Steam at files is not a substitute for a Steam entitlement.

Similarly, finding or copying game files does not prove that Steam recognizes your ownership. To activate a Steam copy, you need a Steam purchase or a valid key specifically issued for Steam; Microsoft purchases normally do not include one. Steam explains key activation in its product-key guidance.

- Identify the original access: Xbox Store purchase, Microsoft Store/Xbox app PC purchase, Game Pass, disc, or a key activated on Steam are not interchangeable.
- Check the exact Steam edition: Confirm the game and edition you want are available, and whether the Steam version uses a publisher launcher or account.
- Verify cross-progression: Use the game publisher’s official support page to confirm Xbox/Microsoft-to-Steam save support, not just a general claim that the game is “cross-platform.”
- Check DLC and multiplayer separately: Confirm whether add-ons, cosmetics, and cross-play work between these specific versions.
- Protect your save: If you link accounts, launch the original game online and allow it to sync. Keep the original installation and save data until you have confirmed the Steam version has the right progress. If a save is missing, check the publisher account, edition, region, and in-game cloud or cross-progression settings; contact the publisher before deleting anything.
If you bought the game recently, you can ask the original store about a refund and then buy it on Steam, but a refund is not an exchange or transfer. Eligibility depends on the purchase, region, timing, use, and applicable policy, so do not assume approval.
