Valve’s Steam Subscriber Agreement says that “Steam Wallet funds have no cash value and are not exchangeable for cash.” A limited refund request may be possible for Wallet funds bought directly on Steam and left unused, but that is different from cashing out a card or an existing balance.
What happens when you redeem a Steam card?
A Steam gift card or Wallet code is redeemed while signed in to a Steam account. Its value is added to that account’s Steam Wallet and can be used for purchases on Steam, including games, software, hardware, and other items sold there. Steam offers both physical and digital gift cards. Steam’s redemption page says the code’s value is converted to the currency of the account’s Wallet, regardless of where the code was purchased; Steam’s gift-card page describes the cards and their use.

Can you withdraw Steam Wallet funds as cash?
No cash-out method is provided in the cited Steam pages. Valve’s Steam Subscriber Agreement states: “Steam Wallet funds have no cash value and are not exchangeable for cash.” That applies to the Wallet funds after a code has been redeemed: converting a card’s value into Wallet currency does not convert it into money you can withdraw.
When can Steam Wallet funds be refunded?
Steam’s refund policy allows a request for Steam Wallet funds purchased on Steam within 14 days of purchase, provided none of those funds have been used. This is a limited refund rule for qualifying purchases, not a general cash-redemption option for gift cards or Wallet balances. Steam’s refund page, last updated April 23, 2024, also says Valve cannot refund purchases made outside Steam, giving third-party Steam Wallet cards as an example. What if the card came from a retailer?
Steam says it cannot refund purchases made outside Steam, including third-party Steam Wallet cards. So if you bought a card from a retailer, Steam’s stated Wallet-funds refund option does not cover that purchase. Any separate remedy would depend on the retailer’s terms and the circumstances of the purchase; Steam’s policy does not establish a cash-redemption route.

A private resale arrangement is separate from Steam’s official policy, and the cited terms do not establish that a buyer, payout, or particular service is available or safe. Do not treat resale as an official way to withdraw Wallet funds.
