No. Sebastian’s killing of his uncle, Solomon Sallow, is a fixed story event in Hogwarts Legacy; there is no player choice that saves Solomon. The choice that follows is whether to report Sebastian, which affects his availability and your opportunity to learn Avada Kedavra.
Can you stop Sebastian from killing Solomon?
No. The killing takes place during Sebastian’s quest In the Shadow of the Relic. Walkthroughs describe it as a set story scene, with no branch that lets the player prevent Sebastian from killing Solomon.

That means you cannot save Sebastian’s uncle by choosing different dialogue or taking a different action during the scene. The consequential choice comes afterward, when you decide what to do about Sebastian.
What happens if you report Sebastian?
Reporting Sebastian is separate from preventing the killing. GameWith’s questline guide says that turning him in results in his expulsion or makes him unavailable for the rest of the game. The choice does not change Solomon’s death.

Can you still learn Avada Kedavra?
Learning the curse is another separate decision. During In the Shadow of the Relic, you can decline to learn Avada Kedavra. The walkthroughs say there may be another opportunity later, depending on what you decide about Sebastian. If you report him, his unavailability affects that opportunity; if you want to learn the curse, consider your choices carefully before reporting him.
