What “offline multiplayer” means in Black Ops II
Offline multiplayer means playing locally—such as sharing one console and screen, or connecting consoles through a local system-link setup. It is different from joining public online matches, which requires an internet connection and, on some platforms, an online subscription.
Activision’s Wii U manual says players can compete “online and locally” in Multiplayer. That confirms local play for that edition, but the cited passage does not give offline player limits. Activision’s Wii U manual

Playing locally on Xbox 360
Split screen
The Xbox 360 S compatibility test reports 2–4 players on split screen. This is the relevant option when players want to use one console and play on the same display; the report also says offline solo play with bots is available. See the compatibility test for the scope of that report.

The same test reports 2–18 players through system link. System link is a local connection between consoles, not internet matchmaking. The reported count belongs to the tested Xbox 360 context and should not be generalized to other platforms.
PC offline mode is not offline multiplayer
Activision’s PC requirements page distinguishes Steam’s offline mode from multiplayer connectivity. It says internet access is needed for activation and multiplayer connectivity, and that Steam may be switched to offline mode if you do not want multiplayer. That supports launching Steam in offline mode; it does not confirm that PC multiplayer lobbies, online services, or multiplayer matches remain available without internet. The page is dated 2019, so use it for those stated requirements rather than as current hardware advice.

Which edition should you choose?
If your goal is the best-documented original local setup in these sources, the Xbox 360 edition has the clearest reported details for bots, split screen, and system link. Activision lists Xbox 360, PS3, PC, and Wii U as original platforms, with the original release date of November 13, 2012. Activision’s release page The PS3 is another original console edition, but the available primary source reviewed here does not confirm its specific offline modes or player limits.
The PS4/PS5 Store listing provides a separate current availability path and states local and online player counts, but those store details are for that release and region. On a later Xbox console using backward compatibility, menus and sign-in behavior may differ; the Xbox 360 test does not verify that setup.

Before you set up or buy
- Identify the exact edition and platform; do not assume one platform’s player counts apply to another.
- Decide whether you need same-screen split screen or multiple consoles connected locally.
- If bots matter, the cited Xbox 360 S test is the only source here that specifically reports offline bots.
- Separate local play from online matchmaking: offline local play does not mean public online services work without internet.
