Yes. The route depends on how the soldier was captured: in the base game, a soldier left behind during an evacuation may later appear as a VIP rescue target; in War of the Chosen, soldiers captured by a Chosen can be rescued in an ADVENT compound mission. Neither official source guarantees when—or whether—a particular soldier will turn up.
First, identify how the soldier was captured
These are two different situations, so the right rescue route depends on what happened:

Base game: look for a later VIP rescue mission
2K says soldiers captured after being left behind during an evacuation may appear later as rescue targets during VIP missions. The wording is conditional: 2K does not give a schedule or promise that every captured soldier will appear. While held, the soldier cannot be assigned to a strike team. War of the Chosen: rescue a soldier captured by a Chosen
The expansion adds a distinct mission type, “Rescue Operative from ADVENT Compound,” for rescuing soldiers captured by the Chosen from ADVENT jail facilities. The official War of the Chosen online manual lists this mission. Do not treat it as the same route as a base-game VIP rescue after an evacuation capture.

If an ally is down during the current mission
That is a chance to prevent them being left behind, not a later prisoner-rescue mission. The XCOM 2 manual instructs you to use Carry on a fallen or wounded soldier and take them to extraction. Depending on the mission, an extraction zone may already be placed or you may be able to place one with the Call Skyranger action. See the Feral Interactive XCOM 2 manual.
