Yes, but it depends on your account. If you already have a Cosmog-awarding Special Research story, you may still be able to complete it. The available information does not confirm that players who never received or unlocked one can start a new Cosmog research route today, so check your in-game Special Research tab rather than assuming an old story is available to everyone.
How to check whether you can get Cosmog

Open Pokémon GO and tap the binoculars icon to open the Today and Research view.

Select the Special tab and look for a Cosmog-awarding story in your account.

If you have one, follow its tasks and claim the rewards as they become available. If you do not see one, check current official Pokémon GO announcements for a new distribution; a new route for accounts without existing research is not confirmed.

The official Twilight Trails season overview says the season runs from September 8 to December 1, 2026, local time, and notes that seasons can feature different events and Pokémon. Its surfaced details do not mention Cosmog, but that alone does not establish that no other Cosmog route is active.

Can you hatch Cosmog from Eggs?
No. The consulted Serebii Cosmog reference does not list Cosmog as an Egg hatch. Eggs are not a supported way to obtain it according to that reference.

Why Cosmog matters for Necrozma fusion
Cosmog Candy is used to fuse Necrozma with either Solgaleo or Lunala. The official Pokémon GO fusion announcement gives the following costs:
